In the interest of public safety, South Riverside Drive shall be improved to have a twelve -foot (12') eastbound travel lane, a twelve -foot westbound (12') left turn lane into the project and a twelve -foot (12') travel lane. Mr. Carder will not do this. (Mr. Geil called after adjournment of this meeting and stated that Mr. Carder has reconsidered and will resubmit plans showing compliance.) 2. In order to provide an accurate review of submitted plans, the prints must be clearly legible. Portions of these plans are difficult to read and should be revised. OK 3. Section 21- 52.02, minimum site dimensions, Table V -1, footnote (3) requires a fifty foot (50') rear yard setback when adjacent to residential zoning /use. This is not shown on the east and north portions of the site. OK 4. The general notes need to indicate the amount of impervious coverage on the site. WM 5. An additional dumpster must be provided on the south end of the site. OK 6. Indicate eventual stormwater outfall to a public conveyance. Will show or provide for 100 yr storm event. 7. Section 21 -52.02 (k) states "the City shall have the authority to require the reduction of the number of or width of existing driveways for any modifications to an existing structure, parking area or current property uses." Discussion is necessary regarding the possible elimination of the western existing driveway. Mr. Carder will not close existing driveway accessing the current development. Will discuss alternatives. May submit joint use agreement which must be recorded. 8. Section 21 -52.02 (d) states "the City shall have the authority to require the creation, use and maintenance of common, joint use driveways or other common ingress /egress facilities which provide access to two (2) or more lots, parcels or developments, when such joint use driveways are needed to protect, maintain or improve public traffic safety ". Discussion is necessary regarding the possible creation of a joint use driveway agreement to address future access issues. Section 21- 310.04 requires a pedestrian system development fee and states, "Fees shall be calculated per linear foot of property frontage ". The site plan must comply with Section 21- 310.04 and indicate existing sidewalks on the plans. OK 10. Indicate site dimensions for Phase III of the project. OK 11. A six -foot (6') masonry wall is required in accordance with the site plan approved on May 21, 1998. OK — 6 ft wall measured from development side. 12. Indicate proposed signage on the site plan. OK 13. Show the location of the existing residential structures on property that borders the project to the north. OK Parking 1. Per Section 21 -54.03 (b), wheelstops are not permitted unless certain stormwater conditions warrant their use. OK 2. No handicap parking spaces are indicated on the plans. OK 3. The plan is not consistent with Section 21 -54.03 (c) which states "parking areas shall be designed so that in areas other than industrial zoned property, no more than ten (10) spaces in a row occur and shall have a minimum ten foot (10') landscaped island in between." OK 4. Per Section 21 -54.03 (d), "parking lots shall have a minimum of a ten foot (10') landscape area abutting the stalls unless abutting sidewalks ". This is not indicated in the area of stalls numbered 68 and 76. Will eliminate. Landscaping 1. Landscape plan must be revised to include a planting schedule to indicate the required 146 trees and 507 shrubs. OK 2. A note must be included on the landscaping plan that reads "All plant materials used in conformance with the requirements of this section shall be Florida grade #1, as established, and periodically revised, by the Florida Department of Agriculture and Consumer Affairs." OK 3. Buffer yard width requirements of 21- 54.04, Table V -5, do not supercede the requirements of Section 21- 52.02, minimum site dimensions, Table V -1. In accordance with Table V -4, a Class C buffer is required. OK SP 0409 — Riverside Village Technical Review Committee Minutes October 29, 2004 4. An irrigation plan must be submitted with the revised landscape plan. Applicant is advised to contact the Volusia County Health Department regarding the new countywide "water wise landscaping" ordinance. OK Building Department OK 1. Handicap access must be provided by a curb cut into the sidewalk. 2. Firewalls between units must be one (1) hour. The storage units may require two (2) hour ratings because of the type of material that is to be stored. OK 3. Firewalls must be from floor slab to underside of roof deck and to the extremes of the over hangs. CIS 4. All bathrooms must be handicap accessible inside each unit. OK 5. Air conditioning condensing units will be exposed if set to the rear of the units. Will address MI 6. Electrical meters are not shown on plans. 7. Note - future expansion of the storage units to other types of occupancy may require the addition of rear exits. full 8. Construction drawings shall comply with 2001, with 2003 revisions, of the Florida Building Code for 120 mph wind speed within the impact debris region. OK _Fire-Rescue Department 1. The required fire flow for each building is 1250 gallons per minute. City will check flow. *'water line needed. 2. Discussion regarding rear access to the buildings is necessary regarding width and turning radii. ul City engineer (David King — Quentin L. Hampton, Associates, Inc.) Utilities 1. Plan not clear on how new buildings will be served with potable water. OK 2. Manhole #2 will need to have top adjusted Darren will check with David King on this item. Vehicle /Pedestrian Circulation 3. City may desire to have west driveway on Riverside removed per 21- 52.02,b, c and k. See Planning comments. A NPDES construction permit is required. OK Parking /Loading 6. Defer to City staff regarding required number of total spaces. OK 7. Fifteen feet maneuvering areas are required for spaces 67 and 68 per 21- 57.02,d and f. Will removed those spaces. 8. Additional delivery truck berths per 21- .57.05 are recommended Darren will check with David .King. Other 9. Substantial signage for the one -way rear building access is recommended. OK. Will show details. Legal Department 1. Based on the review of the plan submitted, the applicant should comply with all City, County, State and Federal requirements for this project. WM 2. Additional review by Environmental Services /Planning regarding stormwater retention and runoff is necessary OK 3. Based on comments from previous meetings, there is an outstanding issue regarding the entrance on Riverside Drive. OK Department of Environmental Services Water 1. The location and number of meters/backflow prevention devices are not indicated on the plans, but all buildings are required to be connected to the City of Edgewater water system. A 3" -8" backflow device is shown on page 3, site details. OK 2. The location of the main lines within the project is not indicated. For water quality concerns, larger lines such as those providing fire flow to hydrants, should be looped to avoid dead ends. Also, some indication needs to be made on the plans if those water lines are in private ownership and who is the operation and maintenance authority for those lines. rpm SP 0409 — Riverside Village Technical Review Committee Minutes October 29, 2004 Wastewater 1. It is my understanding the wastewater collection system on site is to be privately owned and maintained. Please indicate that on the plans who is the maintaining authority. OK The TRC committee voted on and unanimously recommended denial of this site plan. The applicant can appeal the decision to the City Manager who will reverse denial. Or place it on the City Council agenda for public hearing.
