Planning Department
General
1. The plan must comply with Article XVIII for Indian River Boulevard — SR 442
Corridor Design Regulations. This article addresses building location and
landscape buffer, architectural design standards and signs.
Has section of code. Will show changes and details on resubmittal. Will also clarify the
20 foot landscape buffer abutting U.S. Hwy 1.
2. Details regarding the screening of the dumpster must be provided in accordance
with Section 21 -34.08 (a).
Will show detail.
3. Indicate eventual stormwater outfall to a public conveyance.
Will show.
4. Indicate building elevation/height to verify compliance with Section 21- 50.02,
Table V -1.
Height 32'8 ". Will indicate on resubmittal.
5. Indicate proposed signage.
Will show detail.
6. The plan currently indicates three points of access to the site. One of these must
be eliminated in accordance with Section 21 -52.02 (g) and Section 21.52.02 (k).
Will eliminate U.S. Hwy I access.
7. Indicate the location of the southern driveway (exit) for Sizzling Platter
restaurant.
Will show.
8. The driveway(s) on Alamanda must line up with the existing driveway(s) for the
CVS retail store in accordance with Section 21 -52.02 (f).
Due to the configuration of existing driveways and the proposed construction, lining up
driveways in not advantageous to either the City or the developer.
9. Turn lanes for this site must be provided in accordance with Section 21 -52.05 (g).
An additional access on US 1 in this area poses a significant traffic safety hazard
and should be addressed in the interest of public safety.
Will eliminate U.S. Hwy 1 access.
10. Sidewalks shall be provided in accordance with Section 21- 52.04.
Will contribute to sidewalk fund.
11. SJRWMD, FDOT, Volusia County, Department of Health and Department of
Environmental Protection may require permits. Provide copies of each or letters
of exemption.

12. Clearly indicate the property line on the site plan.
Will clarify.
13. Section 21- 137.01, Table XI -2, requires a traffic impact study area radii of .5
miles. This must be indicated in the traffic study.
Will submit letter indicating radii.
Parking
1. Provide information regarding the number of units. This information is necessary
to calculate the required number of parking spaces.
Will show on resubmittal.
2. The southeast corner of the parking lot does not meet the requirements of Section
21- 57.02, Table V -7 regarding the required maneuver depth of fifteen (15) feet.
Will reconfigure.
3. In accordance with Section 21 -54.03 (c), no more than ten (10) spaces in a row
are permitted and shall have a minimum ten (10) foot landscaped island in
between. In the southeast corner of the parking lot, the plan indicates twelve (12)
parking spaces in a row.
Will reconfigure.
4. Provide front entrance /canopy detail to determine compliance with Section 21-
57.02 (n).
Will reconfigure.
Landscaping
1. Indicate irrigation plans on landscaping plans. Applicant is advised to contact the
Volusia County Health Department regarding the new countywide "water wise
landscaping" ordinance.
Will show on resubmittal. Preferred language provided.
2. Delineate the trees and shrubs on the landscaping plan planting schedule.
Will show on resubmittal.
3. The plans indicate a ten (10) foot landscape buffer on the south end of the parking
lot adjacent to Alamanda Drive. This does not measure to scale and requires
correction.
Will reconfigure.
4. There are no trees indicated on the survey. A note must be added to indicate the
presence or absence of trees on the property.
Will show on resubmittal.
5. A Class C buffer yard containing 93 shrubs and 10 trees is required in accordance
with Section 21- 54.04.
Will show on resubmittal.
Building Department
1. Construction drawings shall comply with all Florida Building Codes for 120 mph
wind speed within the impact debris region.
Will provide.
2. The site plan does not indicate a floor plan. This is necessary to determine the
exit location and accessibility.

3. Pool area must comply with the child safety requirements in Section 424 of the
Florida Building Code.
Will submit.
Fire - Rescue Department
1. The required fire flow for this project cannot be calculated due to lack of
information regarding construction type and number of floors in the building.
Will provide.

Utilities
1. Applicant/engineer should verify the required minimum sizes of water and sewer
services.

2. Separate meters and back flow preventers may be desired for pool or any potential
restaurant/kitchen.

3. Plans should include requirements for trenchless crossing of Alamanda for water
service or road restoration if to be open -cut.

Vehicle /pedestrian circulation
1. Sidewalks are required per Section 21- 52.04.
Will pay into sidewalk fund.
2. Applicant should provide coy of MOT driveway permit.

Stormwater Management Requirements
1. Applicant should provide copy of SJRWMD permit.

2. It is unclear how much offsite area is accounted for in the submitted data. The
applicant is requested to submit a plan showing all contributing areas and how
offsite areas are being diverted around the site.

3. It does not appear that the existing pond's storage and other onsite depression
were taken into account in the stormwater calculations. The applicant is
requested to make clear that the existing conditions hydrograph is routed through
the existing pond.

4. Applicant should provide copy of NOI of NPDES permit coverage.

5. The disposition of the existing inlets and pipe on the south and east sides of the
property should be shown on the plans.

Parking/loading
1. The two -way aisle under the canopy is required to be 24 feet wide per Section 21-
57.02.

Concurrency management
1. The City may ask applicant to request approval of Traffic Impact Study from
FDOT per Section 21- 137.01 due to the project's proximity to the US1 /SR 442
intersection. This may be accomplished via the applicant's application to MOT
for the proposed driveway.
Danny will ask FDOT for review.
Legal Department
1. Comments will be provided at the Technical Review Committee meeting of
November 30, 2004.

Water
1. It seems highly unlikely that the proposed 1" meter service will meet the
instantaneous flow requirements a hotel would generate. It is highly
recommended that the water meter sizing be revisited and the City be provided
with the flow calculations.

2. If the hotel is not to be equipped with a fire sprinkler system then the fire flow
testing will need to be conducted to determine if minimum fire flow requirements
can be met.
Will be sprinkled.
Wastewater
1. If there is to be any on site food preparation, a grease trap will be required.
Not required for 2 kitchen suites that are proposed.
