01-06-2005 - Edgewater Harbor Phase 1SP 0413 — Edgewater Harbor (Phase I) Technical Review Committee Minutes January 6, 2005 IN ATTENDANCE: Planning Department All sections referenced are from the May 2003 edition of the City of Edgewater, Land Development Code. General 1. Back up /emergency power is required for the lift station and shall be dedicated to the City of Edgewater. Separate generators for the lift station will be provided and dedicated to the City. 2. On sheet #1 in the "Roadway and Parking Areas" section (first line), the word "installation" is mis- spelled. Will correct. 3. Note #1 on Sheet #1 — Per Section 21 -54.02 (f) sod shall be used in all road right of ways. OK 4. Note #2 on Sheet #1 —Provide a copy of the soils testing. Will provide. 5. Notes #3, 4 and 5 on Sheet #1 — All street construction shall conform to Section 21 -52.05 "street design standards" from the City of Edgewater Land Development Code. Will revise note. 6. Per Edgewater Harbor PUD agreement, the road right of way shall be a minimum of eighty (80) feet. Revisions to the PUD agreement will be taken to City Council regarding this and other matters. 7. If all right of ways are to be dedicated to the public, then the PUD agreement must be revised accordingly. Revisions to the PUD agreement will be taken to City Council regarding this and other matters. 8. Indicate street light locations. Will provide a letter of agreement and scope of work with Florida Power and Light describing this. 9. Provide notes section that includes, but is not limited to, total square footage, height (not to exceed 95 feet per the PUD agreement), impervious surface area ratio, building coverage, etc. Will add notes on page C- ]A. 10. Indicate building setbacks per PUD agreement. Will show on revised site plan. 11. Show proposed signage location and sizes. Revisions to the PUD agreement will be taken to City Council regarding this and other matters.. Will make reference to this matter on revised site plan. 12. Provide copies of all applicable association documents. Will provide condo documents prior to plat approval. ** Questions arose regarding platting of this parcel. All impact fees shall be paid in accordance with the PUD agreement. Katie, Danny, Jill and Ken will discuss this matter. 14. Indicate the recreational jogging path (and type of surface) per the PUD agreement along the length of Edgewater Harbor Boulevard. Will show connectivity. 15. Indicate at what phase the recreation facility is to be constructed. This will occur in Phase H. Some revision to original master plan may occur which may be addressed in revisions to the PUD agreement, which will be taken to City Council regarding this and other matters. 16. Provide the following permits or letters of exemption: • Florida Department of Transportation • Department of Environmental Protection • Department of Health and Rehabilitative Services • St. Johns River Water Management District • Army Corps of Engineers • Florida Fish and Wildlife Conservation Commission OK 17. Provide copies of the following documents: • Environmental impact analysis • Threatened and endangered species report, including gopher tortoise survey. OK 18. Per Section 21 -53.08 (e) "all areas and/or structures to be maintained by the City must be dedicated to the City by plat or separate instrument and accepted by the City Council upon a recommendation from the City Engineer and Planner ". OK 19. Indicate fencing around the proposed swimming pool per Section 7 -325 of the City of Edgewater Code of Ordinances. OK. Will call out. Plans regarding fencing will checked with Volusia County Health Department regarding location of fencing. Parking 1. 121 parking spaces are required per building. Indicate these totals on the revised site plan. Will show on revised site plan. 2. Indicate aisle width within parking structures. Will show on revised site plan. 3. Provide information regarding the security gates, including emergency ingress /egress features. Will provide note stating they will comply with applicable codes. Will coordinate this with Jill. 4. All parking spaces shall have a minimum of fifteen (15) feet maneuver depth and radius per Table V -7. Will show on revised site plan. 5. Indicate the emergency access from US 1 per the PUD Agreement, if applicable. N/A SP 0413 — Edgewater Harbor (Phase I) Technical Review Committee Minutes January 6, 2005 Landscaping 1. Provide a landscaping and irrigation plan. Applicant is advised to contact the Volusia County Health Department regarding the new countywide "water wise landscaping" ordinance. OK 2. Per Section 21 -55.05 of the Land Development Code, historic trees shall be removed only upon approval of the City Council. OK 3. Volusia County Minimum Tree Protection Standards require at least fifteen (15) percent of the square footage of any development shall be designated for the protection of trees. OK 4. Indicate the total number of existing specimen trees per Section 21 -55.06 and 21- 55.07 of the Land Development Code to establish conformance with minimum specimen tree protection. OK 5. Per Section 21 -41.04 of the Land Development Code, a minimum buffer of fifty feet (50') upland from the mean high water line and a minimum of twenty five feet (25') from the wetland boundary shall be established adjacent to and surrounding all wetlands. OK Building Department Comments to be provided at the Technical Review Committee meeting. Fire - Rescue Department 1. Section 21- 240.01 (b) requires "except as provided herein, all water mains serving fire hydrants shall be looped ". There are three provisions for non - looped water mains are provided in Section 21- 240.01 (c) — indicate if any of these are applicable to this project. OK as is. 2. Indicate fire hydrant locations on the overall site plan. Will call out. 3. A hydrant is needed between the two buildings in the area of the pond per Section 21- 250.04 (b). OK 4. A hydrant should be at least fifty feet (50') away from each structure per Section 21- 250.04 (d). OK 5. Fire department connections for the fire sprinkler systems should be placed out of range of the collapse zone of each building — for example, near the hydrants at the street. OK 6. Fire hydrants shall be painted and marked in accordance with City specifications. OK SP 0413 — Edgewater Harbor (Phase I) Technical Review Committee Minutes January 6, 2005 7. The required fire flow for each building is 2500 gallons per minute per building. Flow test showed 1700 gallons l per minute. Per Ken as long flow is adequate for sprinkler system this is ok. 8. Phase I road construction brings the eventual looping road of Edgewater Harbor Boulevard to a dead end. Indicate what provisions will be made for emergency vehicle turn around maneuvers. OK Will show. Plans to provide shell packed construction emergency access during development phase. City engineer (David King — Quentin L. Hampton, Associates, Inc.) Resource Protection 1. Wetlands buffers per Section 21 -41.04 should be shown. OK 2. A copy of the gopher tortoise- taking permit should be provided to the City. Will provide. Utilities 1. The proposed gravity sewer slopes do not meet the City's standards (note 4). Per Terry, as long as they meet velocity spec's this is ok. 2. A 12" valve on the north branch of the twelve inch (12 ") tee /Wye at the entrance fountain may be desirable. OK. Will show. 3. Additional information on the proposed lift station (pump size, cycle times, etc.) should be provided for review. Design will be submitted. 4. Gravity sewer length from MH #15 to lift station should be described on plan/profile sheets. OK. Will show. 5. City may desire to have lift station provided emergency power via a building generator. Addressed in Planning Department comments. Vehicle /pedestrian circulation 1. Sidewalks are required for the public roads per Section 21- 52.04. Addressed in PUD Agreement. 2. A copy of the FDOT connection permit and any RAI information should be provided to the City. OK Stormwater Management Requirements 1. A copy of the SJRWMD permit and any RAI information should be provided to the City per Section 21- 53.04. Will provide. 2. A copy of the FDEP/NPDES notice of intent should be provided to the City per Section 21 -53.04 Will provide. SP 0413 — Edgewater Harbor (Phase I) Technical Review Committee Minutes January 6, 2005 Parking/loading 1. Additional information is needed to confirm conformance of parking (number, size, etc.) Addressed in Planning Department comments. Legal Department 1. Based on the review of the plan submitted, the applicant should comply with all City, County, State and Federal requirements for this project. OK Department of Environmental Services Water 1. Locating wire on the water mains will be required. Shown on note C21 — Note 6. 2. For the master plan, a double tap on the twelve inch (12 ") water main will provide looping of the water line within the complex and allow a back up source of water in the event of a problem with one of the feeds. OK as is per Terry. Sewer 1. Page C -11 does not show a sewer stub for the commercial area. This will be necessary. Will show on revised site plan. 2. The laterals to the buildings are very long runs. As an alternative, two laterals to each building with the connections to separate manholes would be a more prudent system. This would also encounter less piping under paved areas and eliminate one manhole. OK as is per Terry. 3. If two connections are required for each building, two stub outs should be provided for the future buildings. OK as is per Terry. 4. Gate on fencing for the lift station should be a roll gate rather than a swing gate. Will show. 5. Wet well diameter shall be eight -foot (8') minimum. OK. 6. Top elevation of wet well shall be a minimum of twelve inches (12 ") above the crown of the road. Agreed to six inches (6') above crown. 7. Locate wire on force main will be required. OK. 8. All sewer stub outs are not specified as to size. Will show 8' on revised site plan. 9. Add note stating that air release valves are required on high points of the force main. Will show. Stormwater 1. Placement of silt fencing around the property during construction is required and should be shown on the plans. OK. SP 0413 — Edgewater Harbor (Phase I) Technical Review Committee Minutes January 6, 2005 Streets 1. Temporary barricade should be placed at end of street until the next phase is completed. OK. Other 1. Page C -IA —both buildings are numbered one. OK. 2. Page C -21 — Note #1 should have the phone number 424 -2460. OK. There were questions raised regarding impact fees. Determination will be made by City Manager regarding this issue.
