All sections referenced are from the May 2003 edition of the City of Edgewater, Land
Development Code.
Planning Department
1. Remove the word "seeded" from #8 on the cover sheet of the site plan.

2. Clarify how title will be provided to owners and what that title will include.

3. Provide condominium documents, homeowner association bylaws and articles of
incorporation.

4. Clarify #5 on the cover sheet regarding Mariner's Gate.

5. Clarify conveyance of stormwater outfall to eventual public facility.

6. The west walls of units #13 and 418 are not shown with bold lines.

7. Correct the spelling of "impervious" on the cover sheet.

8. It appears the forty -foot (40') front setback required by Section 21- 50.02, Table
V -1 is not met.

10. The walls on the east and west sides of the entrance are not in compliance with
Section 21 -38.03 (site triangle requirements).

11. Clarify how solid waste will be removed from the site. A dumpster pad will be
required if curbside pick up is not permitted.
Trash will be individual pick -up. City will need ingress /egress easement.
12. A joint use driveway agreement may be necessary, depending on how title is
provided to each unit.
Not required, driveway will be common area, unit will be Condo's rather than
townhomes.

13. Provide details of the "six foot high screening wall ".

Signs will be placed on entrance way walls.
15. The location of the driveway will be discussed at the Technical Review
Committee meeting.
There is no alternate reasonable location for driveway.
16. Provide copies of the following permits:

17. Provide details of compliance with Volusia County tree protection standards (15%
of existing trees must remain on site).
Can the replanted trees apply to the standard requirements. Most trees will be removed
when site prep is done.
18. A total of 47 trees are required.

20. Provide a landscape schedule indicating type, size and number of each tree /shrub.
21. The north, south and west buffer yards must contain at least 72 shrubs and 5 trees.
The east buffer yard must contain 151 shrubs.
22. Provide a note that irrigation for landscaping will meet the requirements of the
Volusia County "water wise" ordinance.

Building Department
1. The fire separations between the units must be two hours and extend to the fascia.
Town house separations must comply with Section 704.4 of the 2001 edition of
the Florida Building Code. Penetrations in firewalls must be limited to through
the floor for plumbing. The vent stacks must be four feet from centerline of the
firewall. Ridge vents must not pass over the firewalls.
Condo's can have I hour separation, however, Dominick states they will have 2 hour
separation. 20% glass permitted on exterior walls between buildings
Fire - Rescue Department
1. The required fire flow for each three unit building is 1500 gallons per minute.

2. Add "no parking" signs /markings to the fire department turnaround area.

1. A threatened /endangered species survey should be completed per Section 21 -45.

Site Design (Article V)
Utilities:
2. It is recommended that the water main be redesigned to connect into the existing
8 -inch water main at the entrance and connected to existing water main in
Mariners Gate via the utility easement in which the existing gravity sewer is
located. The main "around" the storm pond should be deleted.
Danny and Terry will visit the site and discuss this item.
3. Easements to the City are recommended if City is to maintain water and sewer
facilities.

4. City standard sewer cleanouts outside of the pavement should be provided on
every lateral.

Vehicle /Pedestrian Circulation:
5. A sidewalk along the north side of the property is recommended per Section 21-
52.04.

Stormwater Management:
6. The City should be provided a copy of the required SJRWMD permit.

7. The City should be provided a copy of the required FDEP NPDES construction
permit.

8. Information on the referenced soil boring should be provided.

9. The applicant should verify that the proposed stormwater system does not have a
detrimental effect downstream in Mariner's Gate system (and vice versa).

10. The applicant should provide City proof of acceptance by the Mariner's Gate
H.O.A. the stormwater connection into their pipe /system.

Concurrency Management (Article XI)
11. A concurrency review per Section 21 -132 should be completed.

Legal Department
1. The policy provided no copies of the mortgage described in paragraph #14, nor
did it provide copies of the documents referred to in paragraph #9 -12 (the City
needs to have these items for review)

2. Based on what the documents contain, there could be additional easements,
restrictions, etc. on the property that needs to be reviewed prior to acceptance.

3. There are errors in the legal description on the survey.

Department of Environmental Services
1. Locate wire on the water line will be required.

2. The water line should be looped. This will require a connection on Mariner's
Gate Court (8" line). This water line will have to be directionally drilled under
the road. No open cut will be allowed.

3. It is requested that the project engineer explore an alternate water line route.
The proposed line meanders around the stormwater retention area and could
be difficult to access should a leak in the line occur.

wall.

It should be noted that all disturbed areas in City Right -of -Way shall be
sodded.
6. A copy of the Notice of Intent to Discharge Stormwater to The Department of
Environmental Protection shall be provided to the planning department prior
to site plan approval.
7. Just as a note to the contractor and developer. Florida, Power and Light will
be running an electric feeder line down the utility easement on the south and
east side of the existing storm drain.
