All sections referenced are from the May 2003 edition of the City of Edgewater, Land
Development Code.
General
1. Indicate adequate stormwater compensating storage for construction within the
100 -year flood plain.

2. Applicant should be award that widening of Park Avenue is proposed in Volusia
County's Five -Year Road work program.

3. Remove "seeded and mulched" from item 24 on sheet 2.

4. Shift the location of the building approximately five feet (5') to the south to move
the structure from being built directly on the property line. (See Building

10. Section 21 -52.02 (c) requires no driveway be located closer than 330 feet to the
intersection of Mango Tree Drive. Indicate the distance to Mango Tree Drive.

11. Section 21 -21 -52.02 (g) requires "to the extent possible, driveway access to
nonresidential land uses shall line up with driveways across the street ". Indicate
the location of driveways on the south side of Park Avenue.

12. Section 21 -52 -05 (g) requires a right turn lane /deceleration lane shall be provided
when the posted speed limit equals or exceeds 35 miles per hour.

Landscaping
1. Provide landscape plans (four sets) for review.

Building Department
1. Construction drawings accepted after October 1, 2005 shall comply with the 2004
Florida Building Codes for 120 MPH wind speed within the impact debris region.
Architect will address this issue.
2. Plans indicate rear wall directly on the property line. Table 600 of the Florida
Building Code requires a three -hour firewall with no openings. This may conflict
with the egress code for a rear exit. Floor plans were not submitted for review.
Architect will address this issue.
3. Tenant separations will be required depending on the type of use in each unit.
Architect will address this issue. The plan is to have shell that will be finished per
the use requirements.
Fire - Rescue Department
1. The required fire flow for this project is 1750 gallons per minute.

Resource Protection (Article IV)
1. The City has completed and published a flood plain study with showed a 100 -year
flood elevation of 7.6. Per Section 21 -42.05 (c), encroachments into the flood
plain should not result in increased flood levels. The applicant should certify this
or provide compensating volume.

Site Design Criteria/Utilities (Article V)
1. A FDEP permit and Volusia County Use permit will be required for the sewer
service.

2. A fire line is referred to on the plans. Please clarify.

3. Water service should be connected with a 2" tapping service saddle to existing 8"
main.

Vehicle /pedestrian circulation
1. Volusia County Use permit is required for the driveway connection.

1. The easternmost and westernmost parking spaces are required to have fifteen foot
(15') maneuvering depth per Section 21- 57.02.

Legal Department
1. Compliance with all City, County, State and Federal requirements, including the
City of Edgewater's Code of Ordinances and Land Development Code is

Department of Environmental Services
Water
1. Irrigation with potable water is subject to separate water impact fee calculation
based on potential volumetric use. The current rate for water use from 12,000
gallons and up is $5.12 per thousand gallons and the cost increases annually. If
potable water is chosen for irrigation, a backflow after the tee for the irrigation
system will be required. The plans call for two backflows, only one is shown in
the detail.
Will revise on Sheet 7.
2. All costs associated with the installation of the fire hydrant shall be borne by the
site developer.

3. In the City's standard meter configuration, the reduced pressure backflow
prevention device is located on the down - stream side of the water meter.
Will revise on Sheet 7.
Sewer
1. The 1 1 /4 " force main should be directionally drilled under Park Avenue using
HDPE piping or as required by Volusia County, the right of way permitting
authority for this work. This work is the responsibility of the site developer.
Will revise on Sheet 7.
2. The on -site lift station will remain in private ownership and be operated and
maintained by the site owner.

Other
1. A Florida Department of Environmental Protection NPDES permit will be
required for this project.
Will provide.
2. Since Park Avenue is a County road, this project will require a County Use Permit
and the County will be the governing authority for all construction in the right of
way of Park Avenue.
Will provide.
3. Outfall structure (D -10) shows an invert elevation of 4.0. The area of the canal
this structure is draining to shows an elevation of 6.0 -7.0. This canal is subject to
high tides, high flows during sudden downpours and has the ability to go either
east or west depending on conditions. Alternatives need to be addressed, possibly
moving the outfall piping to the west where the elevations can support a 4.0
invert.

4. There needs to be a check valve on the force main line before connecting into the
City's force main.
Will revise on Sheet 7.
5. It is recommended that the engineer contact Rick Fernandez of Quentin Hampton
and Associates about potential pressures in the force main once the Western
Reserve Area is online. This will assure the proper pumps are being installed to
accommodate those pressures at a later date.
