2. Section 21- 250.03 (c) (4) of the City's Land Development Code calls for a 12"
water main capable of delivering 2,500 GPM for a commercial area in excess of
10,000 square feet. It is understood this is infill development and the developer
has no reasonable control over the size of the water lines serving this project.
However, to optimize fire flow and water quality for this project and the general
area, the following actions are proposed:
a. The fire line supplying water to the fire hydrant located within the project
should be upgraded to 8 ".

b. There is a 6" water line stubbed out from Mariner's Gate on the eastern
end of the occupied portion of Pine Avenue. The City would like to
extend this line and tie it into Middletown Plaza to join the proposed fire
line there. By providing the two separate sources 6" water line feeds, the
fire flow will be greatly enhanced and the redundancy of supply would
help ensure uninterrupted water service to Middletown Plaza. The City
will supply labor and materials for this portion of the water line (Pine
Avenue to the proposed hydrant location). The developer will provide
engineering design, permits (DOH) and the necessary easements to
facilitate construction of the water line.
3. The backflow prevention devices on the downstream side of the two separate 2"
water meters are both required to be reduced pressure devices on the list of
approved devices available from the DOES Administration office at 115 E. Park
Avenue or verify by phone at 424 -2460.

4. The sewer line from Middletown Plaza appears to cross private property to tie
into the existing manhole near the northwest corner of the project. An easement
should be acquired by the developer for this portion of the sewer line.

5. It is unclear, at this point, as to the legal status of the section of vehicular traveled
area between Pine Avenue and US 1 which runs through this project's boundaries
in the southeast section. Please clarify.

6. The ownership of the main sewer line into which the flow from this project will
be entering is being researched to ensure it is in City control and ownership.

flow for the retail building is 1000 gallons per minute. This building will require
the installation of a fire sprinkler system.
