Norman "Bud" Roberts Planning Department All sections referenced are from the City of Edgewater, Land Development Code. General 1. Remove all references to seeding /mulching. OK 2. Indicate eventual stormwater outfall to a public conveyance. OK 3. In accordance with the conditions of the variance granted on March 15, 2005, the parcels must be combined prior to issuance of a development order. Form for lot combo obtained. Variance expires 2 years from date of issue. 4. Indicate location of exfiltration trench in relation to the seasonal high water table. Will revise 5. Use Hibiscus Drive as a base for elevations. OK 6. The address for the property will be 2914 Hibiscus Drive. OK 7. Provide copies of the following permits: a. SJRWMD OK Parking 1. In the event ownership of the entire building transfers to individual owners, a joint use driveway agreement is required. OK 2. Indicate location of any adjacent driveways. OK 3. Provide "exit only" signage at the south driveway as well as on site signage indicating "one way ". OK 4. Provide curbing around all landscaped areas in accordance with Section 21 -54.03 (b). Parking lots shall have a minimum of a ten -foot (10') landscape area abutting the stalls unless abutting sidewalks. The plans indicate five feet (5') at the center area between the driveways. OKper matrix in LDC (conflicting language in code book) Landscaping 1. Provide a tree survey. This is required in order to verify compliance with tree protection, buffer yard and landscaping requirements. Specimen trees 12 " dbh or greater 2. A total of 180 shrubs are required. An inadequate number are indicated on the plan. OK City engineer (David King — Quentin L. Hampton, Associates, Inc.) Article IV — Resource protection 1. A listed species survey per Section 21 -45.03 should be completed. OK Article V — Site design 1. Survey /design should include true NGVD elevations. OK 2. Permit coverage for NPDES from FDEP is required. Copy of such should be provided to the City. OK 3. The 6" overflow pipe prevents the storage of the required treatment volume. OK 4. Applicant should substantiate why exfiltration is required versus other methods per Section 21 -53.04 (h). OK 5. The four westernmost parking spaces do not have the required fifteen -foot maneuver area per Section 21- 57.02. Will remove sidewalk between the 2 front spaces to create parallel parking. 6. The handicap parking spaces should be located closer to the office /entry. Location OK, remove or eliminate fence to concrete paved area to all maneuver area, invert "loading area". Department of Environmental Services 1. The proposed dumpster pad does not conform to the City of Edgewater's Standard Construction Details, specifically Miscellaneous Detail #M -13 Dumpster Pad. Plans should be revised to comply with this standard. OK 2. Revise plan to eliminate wheelstops or provide engineering justification for their use. See Parking comment 42 3. Section 21 -53.04 (h) discourages the use of filtration systems. If no other stormwater treatment method is available, filtration systems shall require a minimum two soil borings that detail soil profile, seasonal high water table, and any pertinent percolation rates at the filter site location, by a certified geotechnical SP 0601 — Roberts 29' and Hibiscus Technical Review Committee Minutes February 14, 2006 engineer registered in the State of Florida. Please provide the results of the required soil borings and pertinent information by a registered geotechnical engineer registered in the State of Florida. OK 4. There was no indication as to the source of irrigation water for landscaping. Please indicate method on plans. OK OK 5. The location of the nearest fire hydrant (29`" and Hibiscus) must be indicated on the plans. Building Department 1. Construction drawings accepted after October 1, 2005 shall comply with the 2004 Florida Building Codes for 120 mph wind speed within the impact debris region. OK 2. The floor /ceiling fire separations must be one hour if used for office space. OK 3. Tenant separations between shops and shop to office must be two hour rated fire walls. M 4. Doors must swing in path of travel. One door is shop area swings inward. OK Legal Department 1. Comments will be provided at the Technical Review Committee meeting on February 14, 2006. Fire - Rescue Department 1. The required fire flow is 750 gallons per minute. OK
