Doug Henry, Advanced Heat & Air Planning Department General 1. FEC permission required for overflow connection. Sue will contact FEC and will address this comment 2. Provide an environmental assessment pertaining to presence of threatened, endangered species, etc. Completed, will submit with revised plans 3. Turn lanes are required in accordance with Section 21 -52.05 (g). A Volusia Countv right of wav access permit is required. 4. Provide traffic generation report Attached 5. Remove all references to "seeding" from the plan. OK 6. Vicinity map is unreadable. Revise plan accordingly. OK 7. Indicate any proposed signage. Location will be indicated on revision, separate sign plan will be submitted with Sign Permit application. 8. Provide a detail indicating the height of the building. Will indicate on revision 9. Indicate location of any driveways across the street (south side of West Park Avenue). If none, include note indicating as such on plan. Will indicate on revision Landscaping 1. Provide details of compliance with Volusia County tree protection standards (15% of the square footage of any development shall be designated for the protection must remain on site). Will indicate areas to remain undisturbed on revision. 2. Indicate how existing trees remaining in the retention area will be protected /maintained. Will indicate on revision 3. Remove all references to "seeding" on landscape plan. Will revise 4. Correct spelling of "removal" on tree removal sheet. Will revise 5. Correct site data on landscape plan. Property is zoned I -1 not I -4. Will revise 6. Provide additional information regarding the "triple oak" (reference Section 21- 20.02 — "diameter at breast height (DBH) means the diameter of a tree, measured 4 '/2 feet above the average ground elevation at its base. If the tree, or shrub 4 '/2 feet above the ground level, it is measured below the swell resulting from the double stem. Stems that fork below 4 '/2 feet above the ground level should be considered a separate plant "). Will revise 7. Many of the plants indicated on the landscape plan are considered trees rather than shrubs. While some of these may be counted as shrubs, a total of 203 shrubs are required and the plan does not indicate an adequate number to meet this requirement. Will revise 8. The "triple oak" to be removed may be classified at an historic tree (see comment #6 above). In that case, it must be removed in accordance with Section 21 -55.03 (b). The permit required by the section must be obtained from the City Council prior to issuance of the development order. Will provide additional info 9. Provide a copy of irrigation plan. Will submit with revisions Building Department 1. Construction drawings accepted after October 1, 2005 shall comply with the 2004 Florida Building Codes for 120 MPH wind speed within the impact debris region. Noted Fire - Rescue Department 1. The required fire flow for this project is 1000 gallons per minute Noted City engineer (David King — Quentin L. Hampton, Associates, Inc.) (:PnPral 1. The plans should include a note stating "All construction shall be in conformance with the City of Edgewater Land Development Code and Standard Construction Details, Latest Version, unless otherwise specifically approved ". Will revise Utilities 1. Water service line should be moved east away from the driveway. Water meter and backflow preventer should be located per the City's standards and details. Will revise 2. Proposed electric service and meter location should be shown on plans. Will revise Vehicle /pedestrian circulation 1. Sidewalk at driveway should have ADA compliant ramps. City's Standard Construction Detail M -3 should be included. Will revise Stormwater management 1. Proposed overflow weir should be connected to drainage ditch with formal pipe or other method to prevent erosion and allow maintenance access. A FEC permit should be acquired for this connection. It is recommended that the proposed retention swale be overflowed to the southeast corner of the lot and connected properly to existing adjacent County drainage basin. County permit should be submitted in this case. See P &Z General comment 41 2. Grading plan should be revised to include modified proposed contour lines showing correct relation to existing contour lines (specifically on east side of retaining swale). Will revise 3. A copy of SJRWMD permit should be provided. Will submit Parking/loading 1. Parking spaces do not meet minimum required width of ten feet (10'). Revise parking spaces in accordance with Section 21- 57.02, Table V -7. Will revise 2. City Standard Details require a 20' wide dumpster pad. Proposed dumpster pad should be revised unless adequate justification for a smaller pad is provided. Will revise Department of Environmental Services 1. Wheelstops are not permitted unless there are stormwater conditions that warrant their use. Provide justification for wheel stops or replace with curbing. Will revise 2. Updated Standard Construction Details are available on the City of Edgewater's website ( www.cityofedgewater.org ). Replace details for the water service (W -5_ and for the lift station (S -22C) with updated versions. Will revise 3. The force main that this project is connecting to also serves the new Western Reserve Project which will impact this force main with additional connections, pressures and flows. David King at Quentin L. Hampton and Associates should be contacted for information on this project to ensure adequate pump sizing once the Western Reserve area is developed. Sue will discuss this with David King 4. The two -inch (2 ") water service does not indicate a water meter. Include this on the plan. Will revise 5. The developer will be responsible for both the Volusia County Use Permit and actual construction of the force main beneath Park Avenue via directional drilling method. Noted 6. The project force main size from the lift station to the connection point at the City's force main should be modified to comply with the City's revised Standard Construction Details which call for two inch (2 ") piping.
