Indicate size of water main supplying the site. Will indicate City engineer (Kathleen Gierok — Gierok Engineering, Inc.) 1. All projects that qualify for a FDEP -NPDES permit pursuant to CH 62 -621, F.A.C. shall provide copies of the Notice of Intent and all attachments (e.g. SWPPP, Erosion & Sedimentation Control Plan) to the Planning Department as part of the site review process. [LDC Section 21- 53.040)] Not discussed 2. The dumpster pads on the plans and the details on sheet 4 shall be revised to conform to the minimum dimensions and specifications as required by the City. [SCD Detail M -13] Not discussed 3. All site plans shall include FDOT standard traffic control signs and pavement markings necessary to ensure safe traffic and pedestrian flow. Provide stop sign(s) and stop bar(s) at points of egress and other points of intersection internal to the site. [LDC Section 21- 57.02(1)] Not discussed 4. Please clearly depict the paved areas and proposed pavement materials on the plans (i.e. hatch; label; legend). Not discussed 5. Submit SJRWMD permit. A general permit is required from SJRWMD for proposed site improvements per condition No. 26 of Environmental Resource Permit (ERP) No. 40- 127 - 65055 -2, which states that the permittee must obtain a permit modification authorizing construction prior to placement of impervious surfaces on future development parcels. [LDC Section 21- 53.04(1)] Submitted "request for compliance" 6. All commercial and industrial uses shall provide for off - street loading & unloading spaces as described in Table V -10 of the LDC. Based on the proposed building area (90,864 -sf) the number of berths required are three (3). See Table V -9 for Loading Berth Design Standards. [LDC Section 21- 57.05] Not discussed 7. Please note, other than handicap parking facilities, the City does not endorse the use of wheel stops. Raised curbing is considered as a viable alternative provided a two (2) foot landscaped overhang is provided. Not discussed 8. Approved fire hydrants shall be provided for buildings to meet the required fire flow requirements as determined by the Fire Chief or his /her designee using current AWWA and NFPA standards. Per City code [LDC Section 21 -250]: a. Fire hydrants shall be located within five hundred feet (500') of the most remote area of the building when measured along normal routes of Fire - Rescue Department access. Will include in revisions b. The minimum size for water mains supporting fire hydrants shall be eight inches (8"). Noted SP 0610 — Pullman Road Commercial Technical Review Committee Minutes June 13, 2006 9. There is insufficient information provided to verify that all stormwater runoff from the building rooftops will be captured within the proposed system. Roof drainage conveyance piping may be required for the buildings adjacent to the east and west property boundaries. Not discussed 10. The Contractor Requirements for Site Clearing, Grading, and Erosion Control Design and Construction Notes shall be added to the plans. [SCD Ref. R -25 and R -26] Not discussed 11. Please verify the applicability of "Retention Area Detail A -A" as shown on sheet 5. Not discussed 12. The "Pavement Detail" on sheet 4 shall be revised to include reference to the required testing specifications ( AASHTO T -180 Modified Proctor Test). Not discussed 13. The "Concrete Pavement Detail" on sheet 4 shall be revised in accordance with the City's Standard Construction Details. [SCD Ref. R -19] Not discussed 14. The conflicting text and graphics shown on the "Typical Sewer Service Lateral Detail" on sheet 5 should be removed. Not discussed 15. The height of curb exposed above the pavement needs to be added to the "Header Curb" detail on sheet 5. Not discussed 16. Note number 1 of the "Sidewalk, Ramp, and Driveway Apron Construction Requirements" states that a minimum uniform thickness of 6 inches shall be required where motor vehicles are likely to cross. Accordingly, a reinforced concrete pavement section or 6 -inch thick sidewalk section shall be used wherever roll -up doors or other vehicular access points are to be located. Additionally, an appropriate pavement section shall be used for the latitudinal path from the concrete sidewalk to the building. These sections shall be clearly marked on the plans (i.e. sheet 3) for clarity. Please submit floor plans showing the locations of all vehicular access points to the building. Not discussed 17. Please verify the necessity of the secondary "Sidewalk Detail" on sheet 4. Delete unless otherwise necessary. Not discussed 18. Please note that each building shall be evaluated for fire flow needs and fire and hazard prevention per the City's LDC, Florida Fire Prevention Code, and as determined by the Fire Chief or his/her designee. Sign details shall be submitted to the Building Department for approval. [LDC Section 21 -60] Not discussed 20. Please include specifications for the proposed HDPE storm sewer piping on the plans. Smooth inner wall HDPE in accordance with AASHTO M -294, AASHTO MP7, ASTM D3350 and ASTM D2412 is required for sizes up to 42" in diameter. [SCD Ref. ST -4] Not discussed SP 0610 — Pullman Road Commercial Technical Review Committee Minutes June 13, 2006 21. The site data on sheet 3 is incomplete. Please coordinate site data on this sheet with what is shown on the coversheet to include the proposed coverage. Not discussed 22. Has the hydraulic grade line (HGL) and flow capacity been considered in the storm sewer design? The proposed design appears to be insufficient with regard to pipe sizes considering the degree of imperviousness and the drainage area that is being served. Please provide storm sewer modeling results, including the HGL, for the proposed system based on the runoff from a 3 -year storm event using a tailwater elevation at the point of connection of 6.0. Also, submit the results of a 10 -year storm event using a tailwater elevation of 7.5 for a check of the degree of localized flooding. (It should be noted that, based on infrastructure planning, the drainage pipe serving the site was designed to serve an equally divided parcel (Tract A -9) and not a disproportionate drainage area. Therefore, the onsite storm sewer piping may need to be oversized to alleviate additional losses.) Not discussed 23. The water (4" and 6 ") and sanitary (6 ") service laterals located within the right -of -way, approximately 40 -ft west of the east property boundary, are intended to serve the neighboring parcel to the East (remainder of Tract A -9). Provisions must be made, by the developer, to either reserve or furnish utility service connections for future development of the neighboring parcel. 10 ft easement would address this item Department of Environmental Services 1. Please provide a copy of the completed Notice of Intent to Discharge Stormwater application and Erosion and Sedimentation Control Plan. Not discussed 2. Wheelstops are not permitted per the Land Development Code unless a specific stormwater issue warrants their use. Please provide information regarding the stormwater issue involved or replace with curbing. Not discussed 3. Sheet 4 of 6 — Note #6 — The City has not contracted with a roll off service contractor as of this date. For information purposes 4. It is assumed that the dumpsters are being placed on the southwest portion of the parking area. Please label. Not discussed 5. Sheet 5 of 6 — Note #6 — The Backflow Preventor Detail should read that the backflow will be a reduced pressure backflow prevention device as approved by the City of Edgewater Environmental Services Department.
