Only discussed items noted — This item is scheduled for Feb. 14, 2007 Planning Department All sections referenced are from the City of Edgewater, Land Development Code. General 1. Due to size of the project and variance(s) required, this project will require site plan approval by both the Planning and Zoning Board and the City Council. No comments 2. Provide profile indicating building height as measured from the crown of the road. No comments 3. Survey indicates parcel 2A and 2B yet title work indicates parcels 1,2A, 2B and 3. Please clarify. No comments 4. Plan indicates scale is 1 '= 40' but the plan scales out at 1 '= 30'. Revise accordingly. No comments 5. A variance from Section 21 -52.02 (c) regarding the 660' distance required between the access points on US 1 to the intersection of Oak Branch Drive. Variance application given to Danny. 6. Left and right turn lanes are required in accordance with Section 21 -52.05 (g). Danny and Darren will speak with DOT — may request variance for this item. 7. Provide traffic impact study. Provided — disregard this comment 8. Two loading berths are required in accordance with Section 21- 57.05, Table V- 10. No comments 9. Remove access to project via Oak Branch Drive. The 15' vehicle back up area required by Section 21 -57.02 (f) is not met in the northeast corner of the parking lot. No comments 2. Recommend widening the one -way driveway in rear of the building. Provide separate tree plan to include existing trees, their sizes, what trees are to be removed and what trees will remain. This is necessary to verify compliance with Volusia County tree protection standards (15% of the square footage of any development shall be designated for the protection must remain on site). Can be cumulative 2. Provide irrigation plan. No comments 3. Indicate number, type and size of shrubs in the rear buffer area. No comments 4. Plan indicates Bahia sod to be used. Construction drawings shall comply with the 2004 Florida Building Codes for 120 MPH wind speed within the impact debris region and the National Electric Code, 2002 Edition. No comments 2. No comments Fire - Rescue Department 1. The required fire flow for this project is 2500 gallons per minute. An additional hydrant must be provided to meet the maximum distance requirement of 500 feet to the most remote exterior portion of the building. No comments 3. On sheet 3 of 6, correct phone number for Fire Marshal's Office is 424 -2400 x1503. No comments City engineer (Quentin L. Hampton Associates) 1. A SJRWMD permit is required and a copy of such should be provided to the City. No comments 2. Proposed six foot high screening wall will also function as a stormwater retaining wall; construction details /design and sections should be provided. Sections of the lateral swales should also be provided showing elevations /grading at both sides of property line. No comments 3. A NPDES construction permit is required and a copy of such should be provided to the City. No comments 4. Site plan should designate proposed water services; including sizes. Applicable notes /details should be included for the required work. No comments 5. It is suggested that the City require extension of 8" water main across frontage along US 1. No comments 6. Water meter /backflow preventer should be provided at the right of way line per City standard details. No comments 7. Existing lift station should be checked to confirm condition and capacity to serve the proposed building. Terry will look into this item. Lift station will need upgrading of pumps and possibly wet well. 8. The force main from the lift station and electrical /water services should be located and shown on the site plan. No comments 9. The proposed wall appears to be in conflict with the existing sewer. This should be verified. No comments 10. A FDOT permit for the US 1 driveway improvements is required and a copy of such should be provided to the City. No comments 11. Five ADA compliant parking spaces should be provided per FBC, Section 11.4.1.2.5. Only four are shown on the plans. No more than ten parking spaces in a row should occur and shall have a minimum 10' wide landscaped island in between in accordance with Section 25 -54.03 (d) of the Land Development Code. No comments 13. Dumpster pad details on sheet 2 show a 15' wide dumpster while the site plan shows 12' wide pad. Correct to City standard details. No comments 14. Adequate signs should be provided for the one -way driveway at the back of the building. No comments 15. Number the parking spaces for location and reference purposes. No comments 16. Sidewalks along US 1 and Oak Branch should be provided. No comments 17. The graphic scales on the site plan and on the plan block are not correct, please revise. No comments 18. The site plan existing elevation contours do not agree with the survey, specifically at the southwest corner. No comments 19. The existing median on Oak Branch may need to be modified for left turns from driveway. Turning radii should be shown on site plan. No comments Department of Environmental Services 1. The existing lift station at the site has several severe limitations pertaining to its flow handling capability. The wetwell is shallow and of small diameter and the existing pumps are pumping at designed capacity. City staff is willing to work with the project engineer to explore how best to address this problem. See QLHA comment #7 2. The access provided through the development to the lift station does not appear to be adequate for larger utility vehicles such as garbage trucks, the vac truck or the tanker truck for maneuverability. In addition, when working on the lift station the end of the truck will inhibit traffic flow due to the depth of the access area. Will widen access 3. The planting of live oaks on both sides of the lift station area will eventually become a problem with the trucks as well. No comments 4. When Majestic Oaks subdivision was constructed, a water line was teed off across the entrance for future looping of the water line. It is the City's intent to extend this water line from Majestic Oaks to the water line that ends approximately 160' south of Silver Circle. In order to accomplish this, two things will need to be acquired from the developer: a. An easement is needed along the front of the property to allow this water line extension as well as provide higher fire flows in the area for protection of the shopping center. Further discussion of this will be required. No comments 5. The backflow prevention device for the two -inch potable water line must be a reduced pressure backflow prevention device as approved by the City of Edgewater. No comments 6. For the engineer, developer and contractor's knowledge, there is a six -inch AC water line along the east bank of the canal that will need to be protected. City will locate 7. The block wall leaves little access to the above referenced water line, the canal and sewer line and force main on the west side of this project. A wider access easement behind this wall is desired. No comments 8. It appears the wall is the containing wall for the pond water. Design detail for the block wall will need to be added to the plans. No comments 9. The concrete spillways need to be moved out of the dumpster area to provide best management practices in stormwater control. No comments
