Planning Dept
I. Per Sec. 21.52.02, prior to issuance of a building permit, access shall be to an
improved roadway.
Mr. Barlow discussed the status ofroad improvements. Mr. Rix will provide a cost
estimate and the costs will he shared by the effected property owners and the City
on a 113, 113, 113 basis (113 accessed to owners on each side of the road and 113 to
the City. There are some easement issues that the City is addressing. These
issues will not delay development of the subject property as long as the `fair share"
amount has been deposited into an escrow account.

6. Sidewalks are required for all new development and redevelopment. This
requirement may be mitigated via payment into the Pedestrian Circulation
Fund at the City's discretion.

7. Indicate positive outfall to a public conveyance.

8. Per Section 21-57, Table V indicate compliance with required maneuver
depth and radius along the north portion of the parking area.

9. Site Plan notes indicate the proposed use to be office /warehouse. Provide
dimensions for each use for review of compliance with minimum parking space
requirements per Section 21-52.04. Parking spaces shall have a depth of 20 feet
unless curbed (18' depth with curbing).

10. Per Section 21-57.05, one loading berth is required. Please show on plans.

11. A total of 324 shrubs are required for this site. Revise planting schedule to
indicate minimum of 24" for shrubs. A total of 37 trees are required @ 2.5"
diameter measured 6" above the soil line.

12. Add note that all disturbed areas are to be sodded, per Section 21-54.03.

14. Per Section 21-54 a Class C landscape buffer is required on the southern
property line. Indicate compliance and show planting schedule (NOTE:
depending on which option is used, a 6 foot masonry wall may be required).

1. Tenant separations between units shall be 2-hour fire rated assemblies.

FBC 2007 Code and the NED 2008.

1. The required fire flow for this project is 1500 gallons per minute. This
requirement applies to both Phase I and the entire project

Environmental Services
1. Existing 2" water line needs to remain in use until new installed water line is
put into service.

2. Existing water service for 201 Park Avenue on North Old County Road need to
be tied into new installed water line.

3. Need to extend new water line to the edge of northern property line for future
growth and tie back into existing 2" water line.

4. Tie proposed 1 '/2 water service into water main, not the dedicated fire hydrant
line.

Engineer - David King, P.E. — Quentin L. Hampton Associates, Inc.
1. The plans should include a note stating "All construction shall be in
conformance with the City of Edgewater Land Development Code and
Standard Construction Details, Latest Version, unless otherwise specifically
approved."

2. Vicinity Plan should show zoning classification, owners name and existing land
uses of adjoining properties (Section 21- 163.03).

3. Concurrency determination letter from Development Services Department is
required.

4. FDEP / VCHD permits for the sewer and water improvements are required.

5. If the stabilized area (shell lay-down) is going to be used for equipment /
machinery or work vehicles storage an 8' screening wall is required. A
statement describing specific use of this area is required per Sec. 21

6. No pavement, driveway or concrete pad should encroach the 5' minimum
setback from property line. Dumpster pad should be moved T east to comply.

7. Applicant should justify use of exfiltration system as such is to be
discouraged per 2153.04,h. we defer this issue to the corresponding regulatory
agency SJRWMD.

8. A SJRWMD permit is required and should be provided to the City.

9. The roof drainage should be routed to the stormwater treatment system.

10. Proposed electric service and meter location should be shown on plans as well
as other private utilities (phone, gas, cable, etc).

11. Proposed exterior illumination plan /design should be provided.

12. For site development review purposes, buildings floor plans should be
submitted depicting, doorways, any change of level, building height,
construction type, elevations, etc.

13. Compensating flood plain storage is required since site is located in area
with expected 100 year flood elevation of 8.5 as found in the City's Gabordy
Canal Basin Study by PEC (see attached). Also, existing storm pipes
apparently exist on Old County Road.

14. A Volusia County Use Permit will be required due to the fact that Park Ave.
and the existing storm pipe to be connected to is the County's jurisdiction.

15. Additional sewer clean - out should be installed at right-of-way line.

16. NPDES permit coverage should be obtained as required.

17. Water main should be extended along Old County Road to north end of
property. City may desire applicant to construct a 12 inch diameter water
main versus a 6 inch main.
