General
1. Per Section 21- 34.08(a) Dumpsters on commercial, industrial and multi - family properties shall
be enclosed from view with a six -foot (6') high stockade fence, or masonry wall and gate.
Indicate on plan.
Will designate pad for future use.
2. Per Section 21- 52.04(a) Sidewalks shall be required on both sides of streets in all new
development projects and- redevelopment projects. In lieu of sidewalk installation, funds may
be paid to the Pedestrian System Development Fund. Installation of the sidewalk or payment
into the above referenced Fund shall be at the discretion of the TRC (Technical Review
Committee). Sidewalk fees will be included with impact fees.

3. Indicate any proposed fencing on plan.
None proposed
4. Per Section 21- 61.04(c) except for shopping centers as described in Section 21- 61.07, there
shall be only one (1) sign per parcel. No ground sign shall be located closer than fifty feet
(50') from any existing ground sign. — It appears a second sign is proposed for this project.
Please remove.
Will apply for a variance to allow for a second sign.
Parking
5. Per Section 21- 57.02(f) any vehicle backup areas shall be fifteen feet (15') deep and have a
minimum fifteen -foot (15') turning radius. Indicate on plan

Landscaping
6. Per Section 21- 54.02(f) - Sod shall be used in road right -of -ways, swales, stormwater
management areas and other areas subject to erosion. All new development or expansions must
sod all disturbed areas of the lot prior to the time the Certificate of Occupancy is issued in
accordance with all applicable regulatory agency requirements. — Indicate on plan that all
disturbed areas are to be sodded.

7. Per Section 21.55.08 -Fifteen percent (15 %) of the square footage of any development shall be
designated for the protection of trees. According to the submitted tree removal plan, it appears
2 trees within the tree protection area are to be removed. Revise plan.

8. Per Section 21- 55.02(a) replacement trees shall be a minimum of 2 '/2 inches in diameter
measured 6 inches above the soil line or 10 feet in height above the soil line. The listed
Dahoon Holly and Crape Myrtle Trees do not meet this minimum standard. Revise.

Stormwater
9. Per Section 21 -53.06 - Positive Outfall Standards - A positive drainage outfall system shall be
provided to a public conveyance, which does not adversely impact downstream owners or
adjacent lands, nor redirect preexisting runoff to previously unaffected lands. A drainage
easement shall be required for outfall system, which affect private property. — Indicate positive
outfall to a public conveyance.
Will defer to David King.

Building Department
Construction documents must comply with the FBC 2007 with the 2009 revisions and the NED
2005.

The letter from Ticor Title dated November 4, 2008 is NOT a 25 -year Ownership and
Encumbrance Report, Title Insurance Policy or Title Report - Provide correct title work with
copies of all items /exhibits reflected attached.

Environmental Services
1. A St. Johns River Water Management District Permit will be required.

2. A Florida Department of Environmental Protection Permit will be required for connection of
the force main to the existing force main.

3. Sheet C -3 - Add Note #I - Contractor is required to obtain an NPDES Construction permit
from the Florida Department of Environmental Protection prior to the start of any clearing or
construction.

4. Sheet C -7 - One inch (I") water meters are shown on the plans, however, the application for
water /sewer service requested two - 3 /4 " meters.

5. Sheet C -7 -The water meters connections and the force main connection need to be at U.S. #1
rather than in the easement as shown. The water meters shall be placed at U.S. #1. Backflows
may be placed at the building as long as there are no branch connections between the meter and
the backflow.

6. Lift station calculations need to be provided to ensure the sizing required meets the necessary
needs of the pressures of the existing force main. Please add note to the plans stating the owner of the
property will be responsible for the maintenance of the new lift station.

7. Sheet L -1 - Holly trees, Dahoon Hollys, and Crape Myrtle Trees shall not be planted within the
easement of the water and force main lines. Please add a note to the plans and show them outside of
the easement on the plans.

8. The 8" water main and the 6" force main are both HDPE pipe and were directionally drilled at
a depth not to disturb any existing trees, therefore it would be unconceivable to tap and maintain
services at the proposed site of the water and sewer.

1. All disturbed pervious areas should be sodded and pertinent notes added to site plan.

2. Concerning the existing building, we assume that water and sewer services are in compliance with
City Standards. Defer to City staff.

3. A SJRWMS permit/modification is required and should be provided to the City.

4. Loading areas demarcation/striping should be provided per DOT standards.

5. Wheel stops are not permitted nor required on any raised curbed parking stalls, remove wheel stops
at existing parking stalls.

City's standard dumpster construction detail and notes should be added to plans.

Copies of all required permits and supporting information including all revisions to design should
be provided to the City. Comments from other reviewers may supercede these comments. The
designer should contact reviewers if a conflict exists. The TRC may waive some of the comments.
