Provide 25-year Ownership and Encumbrance Report (O &E) dated less than six (6) months or a Title Insurance Policy dated less than six (6) months or a Title Report dated less than six (6) months, from a Title Company. Report should include all referenced documents as well as joint use agreement(s) for ingress /egress. Will provide 2. Include detail of raised sidewalk abutting building. Shown on sheet 5.0. Article XVIII 1. Provide architectural renderings and construction details to verify compliance with Section 21 -440. OK 2. Per Section 21-430.07 one (1) additional magnolia tree is required in the southern area of landscape buffer along U.S. 1. OK 3. Per Section 21-430.08 plantings adjacent to parking areas shall be located a minimum of three and one-half (3%2) feet from the front end of the parking space to prevent encroachment into required landscape areas. OK 4. Indicate compliance with Section 21-430.10, parking screening. OK 5. Per 21 430.12 sidewalks are required along U.S. 1. There is no room for sidewalks due to FDOT swales along US 1. (Applicant contacting FDOV They were told during pre meeting that they could pay into Ped/Cir fund in lieu of sidewalks. 6. Section 21-430.13(c) requires Pedestrian walkways shall provide intermittent shaded areas when the walkway exceeds one hundred (100) linear feet in length at a ratio of one hundred (100) square feet of shade for every one hundred(100) linear feet of walkway. ?regarding calculations for shade ratio. Will provide previously used calculation criteria. 7. Per Section 21-440.08 windows and doors must cover at least thirty percent (30 %) of the area of the primary facade. Windows are proposed. This will he clearer on architectural rendering. 8. Section 21-450.02(d) requires aground sign planter base. Include details and language regarding irrigation and plantings. OK Landscaping 1. Per Section 21 289 shrubs are required. Shrubs count appears to be short by 114. OK 2. Per Section 21-54.02(f) all disturbed areas shall be sodded. Notate on Site Plan. OK 3. Plans should state per Section 21 -54.02 (c) "All plant materials used in by conformance with the requirements of this Section shall be Florida grade #1, as established, and periodically revised by the Florida Department of Agriculture and Consumer Affairs. Will re vise 4. Include symbols for wax myrtles located in East Village District Landscape buffer area. Will revise the code callout — these are actually grasses (MCI) not wax myrtles (MC). Driveway/Parking 1. Per Section 21-56.05 one loading berth is required. Indicate dimensions and markings on revised plans. Will revise 2. Per Section 21 -57, Table V-7 a 15 ft maneuver radius and depth is required. Revise southern most parking area. Will re vise 3. Indicate FDOT approved markings/ and signage for egress only driveway. Will revise Permits required: (if applicable) • NPDES • SJRWMD • VCHD • FDOT Building Department No comment regarding site plan. Building Construction drawings may be submitted at anytime for review. Fire Department None at this time Legal Department None at this time Environmental Services 1. Page C0.1 —A separate section for the pipe materials for the reclaimed waterline should be included. Reclaimed water line should be C900 and colored Pantone Purple. OK 2. Page CO.1 — Under Disinfection and Testing change Winter Park to the City of Edgewater. OK 3. Page C1.0 —Erosion and Sedimentation Control Notes —Under Permits, add that the contractor is to apply for NPDES with FDEP prior to commencement of construction and supply copy of such to the City of Edgewater. Will add language 4. Page C2.0 — A stop sign and appropriate pavement markings need to be added at both exits to U.S. #1 or show that they are existing and to remain. OK 5. Page C4.0 a. Sewer connection should use existing lateral rather than coring the manhole for new connection. Wayne will provided old as-huilts b. No irrigation plan was included; however placement of the stub out from the reclaimed water line should be on the south side for future reclaimed water connection and to prevent having to cut the parking lot. Will provide irrigation plans c. The existing water meter is 1 1 /2 inches. If a one meter is required, appropriate connection fees will be imposed. Reduction of the piping after the meter is recommended. OK W_ 'A OK d. Note on the reclaimed waterline should state "...provide and install ". e. Existing backflow can be used provided it passes testing. f. No water or wastewater capacity allocations will be allotted for any development until such time as all impact fees are paid. Engineer - David King, P.E. — Quentin L. Hampton Associates, Inc. 1. The plans should include a note stating "All construction shall be in conformance with the City of Edgewater Land Development Code and Standard Construction Details, Latest Version, unless otherwise specifically approved." OK 2. A SJRWD permit is required and should be provided to the City. OK 3. Non-residential sewer service should be 6" diameter minimum per LDC. OK 4. Back-out maneuver area at south side of parking lot should be 15 FT deep minimum per LDC. OK 5. Proposed electric service and meter location should be shown on plans as well as other private utilities (phone, gas, cable, etc). These are indicated on Utility Plan sheet 6. NPDES permit coverage should be obtained as required. OK 7. Stop bar and sign should be provided at the exit to US 1. OK 8. A do not enter sign should be provided on US 1 to impede vehicles attempts to enter. OK 9. A tree removal /compensation plan should be submitted. Not required 10. City may desire /require some type of buffer /wall along west property line. Not required 11. City of Edgewater Standard Construction Detail should be used in lieu of details currently shown/used. AutoZone has corporate specillc details they use on all their construction. Applicant will show City details when applicable and call out AZ details which are typically more restrictive then city. 12. Valve and blow off should be provided on reclaimed water main end. OK 13. Cleanout should be provided on sewer service at R/W line. OK 14. A FDOT connection permit or exemption is required for change of use. OK These comments are intended to comply with City of Edgewater Land Development regulations, FDOT standard specifications and sound engineering practices, and are not meant to be inclusive of all errors or omissions. The engineer of record is solely responsible for technical accuracy, engineering judgment, and quality of work. It is the responsibility of the applicant to assure compliance with all applicable codes and standards prior to the project being issued a certificate of occupancy.
