COMMUNITY CENTER MINUTES Mayor Wessler called the regular meeting to order at 7:00 p.m. in the Community Center. PLEDGE OF ALLEGIANCE The invocation was delivered by Reverend Zeigenfus, United Church of Christ. There was a pledge of allegiance to the flag. APPROVAL OF MINUTES Reqular Meeting of October 19, 1992 Councilperson Gillespie stated on page 5 it was the staff who put up the sign, not the Hawks Park Clubhouse. Councilman Hays moved to approve the minutes of October 19, 1992, seconded by Councilperson Gillespie. Motion CARRIED 4-1. Councilman Jones excused himself because he was not present at that meeting. CITIZEN COMMENTS Dr. Charles Gebelein, 1730 Umbrella Tree Drive, asked why the agenda is not published in the newspaper. City Clerk Wadsworth stated it is published in the Observer in the legal ads. CONSENT AGENDA A. Police Chief's request to purchase automatic weapon in the amount of $420.54 from Law Enforcement Trust Fund account B. Extension of Employee Assistance Proqram with ACT Corporation Councilperson Gillespie made a motion to accept the consent agenda, seconded by councilperson Martin. Motion CARRIED 5-0. NEW BUSINESS There was no new business at this time. ORDINANCES. PUBLIC HEARINGS. AND RESOLUTIONS FIRST READING A. Res. 92-R-23 Adopting a Personnel Policy and Procedures Manual Mayor Wessler read Resolution 92-R-23. ,..., ..... Councilperson Gillespie asked that page 9 be looked over. She then discussed page 32, 7.03D. She stated it should read 5% not 4% as per the union contracts. She asked that being paid every two weeks be looked into administratively. She stated on page 55 she asked city Manager McMahon and City Attorney Storey to go over payment of hospitalization and coverage for certain dependents. city Attorney Storey spoke on the proposed personnel advisory committee. She also spoke about city employees getting paid every two weeks. City Attorney Storey then spoke about an issue regarding the increase due an employee who is promoted. They either move to the minimum of that classification or receive a 5% increase. The manual currently reflects 4% and is not in compliance with the union contracts. City Attorney Storey then spoke on insurance for dependents. There is language in the manual regarding ex-spouses or children and they need to take a closer look at this. Councilman Jones asked what the rationale would be changing from weekly to every two weeks. Councilperson Gillespie stated financially this is the better method. She stated the public is upset seeing our people in the banks every Friday. Councilperson Martin stated they need to look at the employees point of view. Councilman Hays stated there could be cost savings but before they do that they would need to make sure this was not going to be a hardship on any of the employees. Councilperson Gillespie made a motion to accept Resolution 92-R- 23, seconded by councilperson Martin. Motion CARRIED 5-0. SECOND READING: (PUBLIC HEARING) B. Ord. 92-0-19 with Annexation Aqreement of 94 + acres. Daytona Beach Community Colleqe South Campus Mayor Wessler read Ordinance 92-0-19. Mayor Wessler opened the public hearing. Due to no one wishing to speak, she closed the public hearing. Councilperson Martin made a motion to approve Ordinance 92-0-19, seconded by Councilman Hays. Councilperson Gillespie asked for the City Attorney to report. city Attorney Storey stated the ordinance has not changed any, there have just been some minor modifications. The issue regarding the size of the force main was 6" and is now 4". There have been minor revisions to the language regarding the easements and how those are to be handled. Attorney Judson Woods stated they would like to express their appreciation to some of the staff for helping to put this together. Dr. Daniel, DBCC, expressed his thanks for the cooperative spirit that brought this about. Motion CARRIED 5-0. Page -2- council Regular Meeting November 2, 1992 ..... ..., UNFINISHED BUSINESS A. Joe Martin, Industrial Development Board Chairman, update of tax exemption questions on November 3rd ballot Mr. Martin gave a report on advertisements for tax exemption. Mayor Wessler thanked Mr. Martin and the Industrial Development Board. COUNCIL/OFFICERS REPORTS city Attorney city Attorney storey had no reports at this time. City Manaqer Report on Proposed Volusia County Library Tax/Lease Aqreement City Manager McMahon stated with Council's permission, he would like to proceed to negotiate. Councilperson Gillespie, Councilman Hays and Councilman Jones were all in agreement. Councilperson Gillespie asked if City Manager McMahon had anything to report on the evidence building. Mr. Karet stated all of the permitting from outside agencies is in hand. City Manager McMahon stated the estimated cost for a two story building is $180,000.00. He stated they need Council's permission to negotiate a form of financing for the building. He stated they should speak to banks and see what kind of government interest rate they could get. City Manager McMahon received Council's consent to proceed with negotiations. city Council Councilperson Gillespie councilperson Gillespie thanked everyone who worked and helped out for Halloween. Councilperson Gillespie stated she would like to see a certificate of appreciation given to Bob Wolfe for his support in the community. She stated she would like to see a certificate of appreciation given to Lauretta Shaffer for serving 25 years on the Libary Board. Councilman Hays Councilman Hays thanked the staff for all of their help. Mayor Wessler Mayor Wessler had nothing to report at this time. Councilman Jones Councilman Jones thanked the staff for all of the accomplishments they have done. Councilperson Martin councilperson Martin thanked the staff and the people she has worked with. She stated it is a pleasure to have worked and tried to sort out problems within Edgewater. Page -3- Council Regular Meeting November 2, 1992 '-' ..." QUESTIONS FROM PRESS The press had no questions at this time. CITIZEN COMMENTS Monty McMullen, 502 Halyard Circle, stated the map in the newspaper for the college was unreadable. He asked for as much effort as can be made to make these maps understandable when you read them. He thanked the Council for the wonderful job they have done. Dominick Fazzone, 302 Paradise Lane, stated he would have to go along with Mr. McMullen. He stated this Council came in during hard times but they have worked together. He stated many citizens in Edgewater feel they owe the Council a vote of thanks. He gave his own personal thanks to everyone of the Councilmembers. Councilperson Gillespie stated they are going to be losing Reverend Zeigenfus and she is going to miss him sincerely. Mayor Wessler invited everyone to come to the special meeting certifying the election results. ADJOURNMENT There being no further business, Councilman Hays made a motion to adjourn, seconded by Councilperson Gillespie.
