SPECIAL MEETING
September 10, 1998
6:00 P.M.
CALL TO ORDER:
Vice Chairman Thomas Alcorn called to order a special meeting of the Economic Development
Board at 6:10 p.m., Thursda September 10, 1998, in the Cit Hall conference room.
ROLL CALL:
Members present were Vice Chairman Thomas Alcorn, John Browning, Adelaide Carter, Theresa
David, Nanc Ridner and Lawrence Holler. Also present were L Plaskett, Planning Division
Manager Paul Crawford, Crawford Productions Lee M resides outside Cit limits and Liz
McBride, Board Coordinator. Chairman John Moore and Daniel Lewis were excused.
ITEM 1. Creation of a EDB Web Page
Vice Chairman Alcorn introduced Paul Crawford of Crawford Productions, who designs Web sites.
The Vice Chairman said he would like to listen to Mr. Crawford's presentation. Ms. McBride
reminded the Vice Chairman, because the matter wasn't specified on the agenda, he would need the
unanimous vote of the Board present.
Mr. Browning moved to listen to Mr. Crawford's presentation, seconded b Ms. Ridner. Motion
CARRIED 6 -0.
Paul Crawford, Crawford Productions, distributed information on his Web site, " volusia.com." He
said the site is accessed about 800,000 times a month. Mr. Crawford said he was currentl working
on a Web site for the Southeast Volusia Chamber, which will be more than a 250 page site. Mr.
Crawford said his goal was to build volusia.com a communit on the Internet where people could
experience the area, feel like the were here, visit the shops, listen to the ocean and seagulls. Mr.
Crawford said he started this vision three y ears ago. He stated Crawford Productions was currentl
named Florida's best site b the State of Florida, and had won ten different Web site awards. He
said the were listed with Disne Universal, Sea World and the Volusia communit Mr. Crawford
suggested the members visit the Web site, which has approximatel 65,000 files on the site.
Mr. Crawford offered to house the EDB's "name.com" for free. He said he was offering this service
to all non - profit or government agencies in Volusia Count Ms. McBride stated the domain name
of "edgewaterfl.com" had been registered for, and the EDB was pa CET a monthl service
provider fee. Mr. Crawford said he would charge for writing the programming, but there would be
no additional fees.

Mr. Crawford said he could move the EDB domain name over to his server and house it for free. He
said he could provide a wa the EDB could update their events and information. Vice Chairman
Alcorn asked the cost of the programming. Mr. Crawford said it would be $35 per hour, and
estimated one hour per page. He said it would be based on the number of pages the EDB wanted.
Ms. Plaskett asked, since the Southeast Volusia Chamber is supposed to serve all of southeast
Volusia (New Sm Edgewater, Oak Hill), if Mr. Crawford found Edgewater's information was
included in their Web pages. Mr. Crawford said there was a page for all three plus other links. He
said he was tr to setup the whole Count so it would be accessible on one Web site to ever
in the world, without having to go into different search engines. Mr. Crawford said the EDB
brochure could be setup. Mr. Alcorn again asked the cost. Mr. Crawford said it would depend on
how man hours it took to scan all the pictures and t the text. He said he would estimate the time
at about 10 -15 hours. He said he could also setup an e -mail account on the server under the EDB's
name for unlimited use. Ms. David said it would be a start. For $500, Mr. Alcorn said he didn't
know if it would be worth going out for bit, but he would like to have Mr. Crawford develop the Web
page.
Ms. David moved to g o forward, and recommend Crawford Productions put the information from the EDB
brochure on the Web site at a fee not to exceed $500, seconded b Mr. Holler. Motion CARRIED 6 -0.
ITEM 2. Create Questionnaire Concerning Annexation Interest
Vice Chairman Alcorn summarized the discussion from the last EDB meeting in regard to
annexation. He mentioned a previous surve which was sent over a y ear ago, which was included in
the Board's packet for review. Ms. McBride supplied statistics from that surve L Plaskett,
Planning Division Manager, was asked at the August EDB meeting to draft ten questions for the
surve She said she used some of the same questions which would appl Vice Chairman Alcorn
asked Ms. Plaskett if she felt another surve needed to be done, or if the previous surve gave enough
information for the EDB to decide whether there is interest in annexing. Ms. Plaskett said the
EDB's main focus was annexation, and what services the Cit can provide to those people if the
chose to annex, e.g., water, sewer, fire and police protection, fire h location, etc. She said it
wouldn't hurt to send out the questionnaire again, because the first surve was geared for water and
sewer services. Ms. Plaskett read her suggested q uestions and the Board added their comments.
Mr. Holler felt the Board should ask Lee M meeting attendee, for his opinion on items the EDB
should address. Mr. M said he would want to know exactl what services the Cit would provide
for the mone he would be charged to annex. He said he participated in the previous water surve
and had tried for two months to get the results from the Utilities Department. Mr. M said he
had not seen the results until this evening. He said he wanted to know how the neighborhood was
going to go. Different ways in which to make the results available were discussed. The Board agreed
to make the information available at Cit Hall and the Librar The Board continued to discuss
additions to the surve It was decided the surve should be returned to the Cit fifteen da from
the mailing date. Ms. Plaskett said the Cit staff would draft a cover letter.

ADJOURNMENT:
There being no further business to come before the Board, a motion was made and approved to
adjourn. The meeting adjourned at 6:52 p.m.
