EDGEWATER ECONOMIC DEVELOPMENT BOARD
VISION STATEMENT
To be a viable partner in strengthening the economic base and the economic growth of the
City of Edgewater leading to it's becoming a model city within the State of Florida.
MISSION STATEMENT
It is the mission of the Economic Development Board (Board) for the City of Edgewater
to follow the dictates of the Edgewater City Council, to create a business environment
that is favorable to clean industrial and commercial development, and to serve as a
catalyst in the production of qualityjobs that will result in greater financial strength for
the citizens of Edgewater and the surrounding community.
STRATEGY
Edgewater and the surrounding area is becoming a center for manufacturing in the
Southeast Volusia County area. The Board will develop a program consisting of tasks
and partnerships to achieve the mission statement. In developing the program, the Board
will consider items affecting both existing and new business/industries. Each task of the
program must include the costs and resources to accomplish the task, and be measurable.
The Board will prepare statistics and comparisons of cities using 1980, 1990, and 2000
census data and Comprehensive Annual Financial Reports (CAFR's). These statistics
will be used to determine how the 1990-2000 decade compares with the previous decade.
ITEMS AFFECTING EXPANSION OF EXISTING BUSINESS/iNDUSTRIES
1. Regulatory restrictions - Invite chairmen of Planning and Zoning Board and
Beautification Board to participate in our meetings as ex-officio non -voting
members. The goal is to create a synergistic environment that will address
regulatory issues facing businesses.
2. Incentives for existing industries — Ad valorem Tax Exemption
3. Ambassadors — Visit our existing industries to say Thank You for being in
Edgewater.
4. Ambassadors — Serve as prospectors to attend trade shows and conferences.
5. Develop partnerships with other organizations and resources to accomplish the
mission. Southeast Volusia Chamber of Commerce, Volusia Manufacturers
Association, Enterprise Florida, Business Development Partnership, Volusia
County Department of Education, and Workforce Development are potential
partners.
6. How does a Community Redevelopment Agency (CRA) provide an economic
benefit for existing business and industry? What role, if any, does the Board
have in promoting development of CRA's?
ITEMS AFFECTING CREATION OF NEW BUSINESS/INDUSTRIES
1. Define target industries with assistance as needed of partners identified in 5
above — This can be defined somewhat by looking at existing
business/industry to determine the need for supporting business/industry.
• Targeting new industries.
• Who do we have here in southeast Volusia County?
• Who would be likely prospects?
• Who do we prefer?
• What kind of wage do they pay?
• Who do they serve?
• Do they match clusters of businesses already in place?

2. ParkTowne Industrial Center — In searching for new or relocating businesses
seek placement in the Center on a priority basis. The Center can serve as an
ideal selling point to attract new industry of varying types in accordance with
the deeds and covenants restrictions and land use planning activities.
3. Continue developing marketing tools that may be used in prospecting for the
ParkTowne Industrial Center. This will include:

3. Website —Update the site and be sure that there are links to

Prospecting — There are several methods that may be used that will be
economical and simple
• Trade Shows — Convention centers located in our regional area can
be a constant source of prospective companies. By using a targeted
industries list we can coordinate visitations that may offer an
introduction to the company. Or it may offer the opportunity to see
what the company does first hand. Possible locations may include
convention centers in Orlando, Jacksonville, Tampa, Ft.
Lauderdale, Miami and Daytona Beach.
• Canvas local business/industries to determine possible prospects.
• Develop a prospecting team that will be comprised of various
segments of the business community to visit with companies or
business prospects.
• Partner with local companies as they attend shows and trade
events. This may reduce costs and allow for a better
communication between prospective companies.
• Develop incentive package, to include Ad valorem Tax Exemption
and interest free options.
• Place ParkTowne Industrial Center aerial photo on the County's
web -site.
• Make presentation to the Volusia Manufacturers Association
regarding the ParkTowne Industrial Center facility.
• Prepare display for use at trade shows.

CD will be very important.
• The Board will develop a five year plan that is revisable annually.
This will also provide a mechanism for review to determine
whether the tasks are being achieved or not.
• Selection of Targeted Industries is a critical issue. This will
economize resources by determining which publications to use and
priorities for trade shows and conferences.
• Trade shows and conferences, as determined by the target
industries selections will also be dictated by their calendars and
schedules. Coordinating several convention sites for information
will require constant attention.
• Marketing Materials will also dictate how quickly the City will be
able to attend functions or visit with prospects.
BUDGET
• There are some time -lines that have been expressed by the City
with regard to ParkTowne Industrial Center. This is specifically
the "interest free period" that was extended in the financing
package with the Florida Inland Navigation District. The City will
be seeking to fill the park as soon as possible but definitely before
the "interest free" deadline which is estimated to be 2008.
• This will be tied to specific tasks in the program of work.
• Consider a budget commensurate with a five year plan and break
down for annual review.
• Budget will require Council approval.
IDENTIFICATION OF TASKS
The Board tasks can be summarized in two general categories, i.e. educational activities
and promotional activities. These categories are enumerated below.
1. Educational activities
• Business to business —Add questions to follow-up survey, i.e. did you
generate sales as a direct result of the Expo? Did your increased sales cause
you to add new jobs, and if so, how many, etc.? Did your increased sales
cause you to expand your building/equipment to meet increased sales?
What is the goal of this activity, how do we measure the results, and can it be
self supporting? How does the City benefit by having this activity in addition
to the Southeast Volusia Chamber of Commerce (SEVCC) annual business
trade show? Should it be abandoned in support of the SEVCC annual
business trade show? Should it be expanded to include businesses outside of
the corporate limits of the City or restricted to just those businesses holding
City occupational licenses?
Statistics - Comparison of Cities (reference previous study comparing 5 cities)
using 1980, 1990, 2000 census data and CAFR's. The goal is to determine
how we have done in the 1990-2000 decade and compare with the
performance of previous decade. The old Industrial Development Board
prepared a report in the early ' 90's that listed 12 action items (goals) to
improve economic development of the City. How many of those goals have
been accomplished?
• Add ad valorem tax exemption as one of the City's economic development
tools — The goal is to educate ourselves, the Council and staff, and the public.
Use statistical data and illustrative examples to demonstrate cost/benefit
relation for the citizen's. Final goal is for a referendum, ifjustified, at the
2004 general election.
• How does a CPA provide an economic benefit for the citizens? What role, if
any, does the Board have in promoting development of CRA's?
• Invite chairmen of Planning and Zoning Board and Beautification Board to

2. Promotional activities
• Representation at trade shows — The goal is to have representation at trade
shows related to targeted industries. Representation could be in the form of a
formal City booth, low key informal representation by the "Ambassadors",
and combinations of both. As a starter, get list and schedule of trade shows
for Orlando and Jacksonville. Do we have any trade shows at the Ocean
Center? A measurable result would be leads culminating in location of a new
business in ParkTowne Industrial Center. _
• Prepare promotional package and display for use at trade shows.
• Establish economic development "Ambassador" pool from local businesses
that attend trade shows.
• Maintenance and enhancement of City's web site and CD, in particular more
emphasis on ParkTowne Industrial Center, and the old Consolidated Prestress
site. Make quarterly updates?
• Make presentation to Volusia Manufacturers Association (VMA) — let
members know Edgewater is on the move.
• Add formal Economic Development column to City newsletter. Goal is to
keep citizens informed of economic progress on a routine basis. This is a
direct marketing channel that can cover issues in more detail than often
presented through commercial media.
For purpose of organizing the program of work and facilitating performance, schedule,
and budget tracking, these tasks are assigned specific sub -task numbers. The first 6 tasks
are "educational" while the last task is "promotional".
TASK NUMBER 1— IDENTIFY TARGET INDUSTRIES
A table of industries will be prepared which will show pay scales, jobs per acre, real
property tax per acre, and tangible personal property per acre. This data will provide
guidance in selecting target industries. Developable industrial land is a limited resource
and must be consumed judiciously. For the benefit of the City taxpayers, one objective
must be to use that land for industries that generate the most ad valorem tax revenue per
acre consumed. A second and equally important objective is to use the land for industries
producing more and higher paying jobs per acre.
TASK NUMBER 2 — EVALUATE HOW MANY BOARD GOALS HAVE BEEN
ACCOMPLISHED
1. Establish an industrial/economic development policy and a plan for implementing
the policy.
Response: No
2. Add an economic development line item to the general fund budget.
Response: This was accomplished and existed for about 4 years but was removed
again last year.
3. Create an economic development trust fund.
Response: No
4. Make site plan approval automatically valid for 5 years with option to apply for
extensions.
Response: No — approval is currently good for 180 days, no extensions, need to
reapply. Have a proposal in at this time to change to 1 year with possible 1-year
extension.
5. Make building plan approval valid for 2 years with option to apply for extensions.
Response: No — approval is good for 6 months. Extensions are permitted for a fee
and are good for 90 days each as long as progress is being made.
6. Make concurrent site plan/building plan submittal the standard with separate
sequential submittals an option.
Response: Yes although everyone does not always do it this way. Site plan approval
must be in place for permit approval.
7. Provide an optional alternative to the existing site plan approval process.
Response: No — Go by what is in land development code.
8. Shorten the existing site plan approval process.
Response: Yes — typically takes 60 to 90 days.
9. The city should prepare for and seek approval authority that state and county
agencies are willing to delegate as soon as practical.
Response: No — potential issue of needing area(s) of expertise that the city does not
have.
10. Allow speculative industrial site plan approval.
Response: Yes — particularly in ParkTowne Industrial Center.
11. Review and modify the land development codes that add cost to development but
are not justified as protecting the health and safety of the public.
Response: Yes — replacement trees no longer need to be 4 inch caliper, is now 2.5
inches; parking requirements are now up to Technical Review Committee using
common sense; landscape buffer can serve dual purpose. May be more changes not
uncovered when reviewed.
12. Request Edgewater area council of the SEVCC sponsor a design seminar for city
council and advisory board members.
Response: No. Had been considered but not done. Would be much easier now for
ParkTowne Industrial Center.
TASK NUMBER 3 - ADD AD VALOREM TAX EXEMPTION
Edgewater was the first city in Volusia County to adopt the exemption which, by state
statute, is tied to job creation and sunsets in 10 years. The exemption expired in 2002 and
was only used twice, in each case by an expanding existing business. Following
Edgewater's lead, other cities have since adopted the exemption. According to an article
in the May 12 News-Joumal, a referendum on this exemption is being discussed in
Flagler County.
Before passing judgment on whether the electorate should again be asked to approve the
exemption, the Board will prepare example cases on how the exemption could be used. If
the Board believes it is worth placing the question on the November, 2004, ballot, the
Board will prepare an education program for the Council, staff, and electorate.
TASK NUMBER 4 — STATISTICS, COMPARISON WITH OTHER CITIES
Some years ago the Industrial Development Board prepared a comparison of five Volusia
County cities. The comparison included per capita revenue and expenditures, millage,
and how these values varied with growth rate over the 1980-1990 decade. The only cost
for this study was volunteer labor. Using the same five cities, the Board will prepare a
new study for the 1990-2000 decade. This will be compared with the previous study with
the intent of determining whether previous trends we still present.
TASK NUMBER 5 - EDUCATIONAL ACTIVITIES — IN COUNTY
TASK NUMBER 5.1 - QUALIFIED WORK FORCE
• What is the goal of this task?
The goal of this task is to address issues of having a fully qualified workforce (entry —
to high skilled). This would be accomplished with the assistance of our Workforce
Development, Business Development and Education partners through the
identification of available training resources and specific job field needs.
How will the City, its residents and businesses benefit by successful completion of
this task?
The City would benefit greatly (if the businesses, new and old), had resources to
adapt to changing market needs through both training and retraining of workforce.
Prospective businesses would know that the city and community had existing
resources and mechanisms in place to train and qualify workers to specific job needs
i.e.: One -Stop Career Center sponsored training as well as DBCC developed
curricula.
How will we measure the results?
We should have businesses provide information on issues related to the specific
training needs of their employees. We can do this by survey at future business to
business Expos or Forums as well as by direct interview and mail questionnaires to
area businesses. We can measure the results next year with follow up interviews and
questionnaire. The results can be presented by developing a brochure featuring case
studies indicating resources within the community and appropriate statistics
demonstrating business success in training a workforce.
• Over what period of time should this task be accomplished?
Ongoing, to inform the community about educational activities. This would include
holding the first in a series of High School Academy Showcases and a forum of
successful business education partnerships at BFMC in October 2004 for both
Business and Community leaders. It would highlight benefits of partnerships and
discuss responsibilities and steps to successful training.
• Is research needed in order to clarify or further define this task? If yes, please specify.
Yes, survey business and industry needs within the Edgewater Community on an annual
basis. Develop the mechanisms to bridge the express needs of employers with the
resources of work force development groups i.e. DBCC one -stop career center, etc.
• Can this task be accomplished within kind labor and material? If yes, please quantify.
No, This task can be accomplished in part with in kind labor and material through
partnerships with DBCC and NSBHS, and academy and work-study partners. However,
money will be needed to fund secretarial support for brochures and survey development,
marketing and coordination of showcase and forums ie: The additional work staffing need
might be met through the part time employment of a student majoring in Public
Administration enrolled at DBCC.
TASK NUMBER 6 - EDUCATIONAL ACTIVITIES — OUT OF COUNTY
TASK 6.1 - TRADE SHOWS
• Goal:
Actively soliciting new business opportunities for Edgewater by direct contact.
Suggest three trade show visits for first year, suggest 1) Southeast Chamber Expo, 2)
Port Authority, 3) Orange County Convention Center, 4) Enterprise Florida Expo, for
their proximity.
• Benefit:
Ad valorem tax base increase
New businesses locating or re -locating to Edgewater
New employment opportunities for citizens
Higher salaries created by new jobs from new businesses.
• How we will measure the results:
Evaluate any successes from contacts, and evaluate quality of the trade shows visited
by developing a tracking and follow up program (Raffle) to measure inquires versus
visits.
• Measurement Timeframe:
Every trade show attended should require a 30 day follow up to all of the contacts
made at the show.
• Action Items:
Decide on appropriate ambassadors, appropriate trade shows. Obtain promotional
materials. Contact Enterprise Florida and Orange County Development Group to be
placed on their mailing list.
• Who provides the labor and materials:
Board members, perhaps others in Edgewater business community. Materials such as
promo CD, brochures, etc. need to be obtained and centralized with a continuous way
to update materials as data changes, also pair up with local companies and their
marketing plans.

Businesses in Edgewater that attend these shows could provide free admission
credentials.

TASK 7.1 - BUSINESS IN EDGEWATER FORUM
Date to be determined. Informal get-together of businesses doing business in Edgewater.
• What is the goal of this task?
Promotes Edgewater's business climate and gives further opportunities for media
coverage. Also gives an opportunity for further promotion of upcoming activities and
information exchange. A positive business atmosphere will promote networking,
build momentum.
• How will the City, its residents and businesses benefit by successful completion of
this task?
Ad valorem tax base.
Employment opportunities.
Existing businesses communicate opportunities. Also gives new businesses in
Edgewater a chance to communicate employment needs.
Pay scale improvement.
• How will we measure the results?
Survey and data intake at event.
• Over what period of time should this task be accomplished?
Quarterly activity. Each event needs at least 4 months of planning to create media
announcements, scheduling and media. Contact potential sponsors, possible food
donations.

and enhance communication between local businesses and the city.

this task?
Ad valorem tax base.
Employment opportunities.
With service organizations such as One -Stop Career Center and SCORE, local
businesses can be more informed. Contacts made at previous Expo have already
benefited Edgewater businesses.

This is a prime opportunity for data gathering to benefit promotional and educational
activities of the Board, and a follow-up survey will be conducted.

Target time for this Expo is November 2004, planning should be well underway by
July'04.

TASK NUMBER 7.4 — BOARD EDITORIAL CONTACTS
• What is the goal of this task?
Assure that media in the Southeast Volusia County area and beyond is informed
of Edgewater's economic progress and plans and enable them to carry creditable
news and feature stories to the area's general public as well as to interested
individuals/companies that monitor economic business conditions within our area.
• How will the City, its residents and businesses benefit by successful completion of
this task?
Improved visibility/understanding of the growing strengths and attractiveness of the
community's business environment and operations.
Increased inquiry regarding available employee pool, business opportunities and
possible relocation and/or expansion into the community.
• How will the results be measured?
The results can be measured in a variety of ways:
1. A clipping service could be contracted with to scan print media on a local,
regional and/or national basis and provide copies of material on Edgewater
printed in newspapers, magazines, periodicals and/or specialty magazines
andjournals.
2. A tabulated record could be kept of written telephone and email inquiries
on a sustained basis. These could be benchmarked with media hits and by
direct prospect inquiry, i.e., "how did you learn about us?"

To be of value the tabulations would need to be ongoing.
• Is research needed in order to clarify or further define the task?
Yes, a complete listing of all relevant media, i.e., newspapers, radio, television and
periodical contacts needs to be developed and maintained.
Local industries should be contacted and encouraged to provide information on trade
journal and other publications that they feel should receive information about
Edgewater and its businesses.
• Can this task be accomplished with volunteer labor?
Partially, Board members can arrange visits and plan trips of industrial parks and area
businesses for media representatives and site location consultants. However, there is
considerable background research and materials preparation that will require staff
support.
• Can this task be accomplished with in -kind labor and material?
Partially, some of the promotional/informational materials developed and printed by
the state and county economic development agencies and some private agencies can
be utilized. However, some local materials will need to be developed, e.g., an
informational video tape, local maps, and brochures for use in presentations before
media groups, prospects, etc. as well as for distribution.
• What is the direct cost of this task to the City?
