05-10-1989 Now CHARTER REVIEW COMMITTEE SUMMARY MAY 10, 1989 Chairperson Bennington called the meeting of the Charter Review Committee to order at 3:00 P.M. in the conference room at City Hall. PRESENT: City Manager William Powers, Jack Hayman, Councilwoman Gigi Bennington, Dominick Fazzone, City Attorney Jose' Alvarez and Mary Martin. Mary Martin asked the City Attorney if Section 1 - Abolishment of present municipality. Section 2- Title to property reserved in new municipality, need to be in the new Charter. The City Attorney stated that since we are revising the charter sections like these should remain. There was some discussion on the Recall procedure. A copy of the Florida Statues will be supplied to the committee for review and will be addressed at the next meeting. Acting City Clerk advised the members that a call was placed to the Florida House of Representatives in Tallahassee they in turn contacted the Florida League of Cities and a representative said that the newest revised Model Council- Manager Municipal Charter was being printed and would be mailed to the municipalities in about two weeks. Mary Martin supplied a copy od the County of Volusia Home Rule Charter. Copies were made and given to the committee members. Mr. Fazzone explained his two ideas on the staggered terms. Mr. Fazzone presented two copies (attached) for the members to look over. They were discussed by the committee Two candidates with lowest total votes to start with two year terms. mayor and the two (2) candidates with highest total of votes will start with the three year term. After the election in 1993 all terms will be three (3) year terms. Alternative To Start: Elect all four (4) Council members and Mayor November 1990. Mayor's term (first) 3 years 4 months 2 - -- Lowest vote getter term to start will be 2 years 4 months until next election in March 1993 then terms will be 3 year terms. 2 - -- Highest vote getter will be 3 years 4 months until next election March 1994. Then 3 year terms. Now Noe The committee agreed that they would like to see the elections changed from November to March. The committee requested that the press be notified of the meetings. The committee also requested that meeting notices be posted at the Library, Community Center and City hall. Mary Martin asked that a list of the Civic Clubs and organizations that meet in the Community be provided to the committee. (attached) The next meeting will start off on Section 3.08.
