04-26-1989 NPO Charter Review Committee April 26, 1989 City Attorney Jose' Alvarez Temporary Chairman of the Charter Review Committee called the meeting to order at 3:38 P.M. in the conference room at City Hall. Present: City Manager William Powers, Mary Martin, Jack Hayman, Councilwoman Gigi Bennington, Domonick Farazzone and City Attorney Jose' Alvarez. Temporary Chairman Alvarez opened the floor for nominations for a Chairperson. Mary Martin nominated Gigi Bennington and Domonick Farazzone seconded. There were no other nominations. Vote carried nominating Gigi Bennington as Chair- person. The Goals and Objectives for the Charter and the committee were discussed. City Attorney Alvarez went over handout material. The Committee discussed having a staff person handling telephone calls, copies, agendas, attending meetings and doing a brief synopsis of the meetings. The Acting City Clerk was selected. A discussion of public input took place. The members discussed addressing groups such as homeowners associations and civic groups informing and educating them on the Charter Review changes. Mary Martin agreed to be the contact person for scheduling meetings. The Acting City Clerk was assigned to take any calls from the public on the Charter Revision. The calls will be recorded and brought back to the Committee for input. City Attorney Alvarez went over the State Constitution, State Statutes .concerning charter amendments and the Volusia County Charter. A discussion of the City Charter on re -districting voting zones took place. City Manager Powers will look into having the Regional Planning Council taking on this project. He also suggested that the Volusia League of Cities or the Supervisor of Election may be able to help on the project. The Committee went over the different section of the City Charter and discussed that some of the section would be easier to modify then others. They discussed taking several sections out of the Charter because they are obsolete. It was decided that the committee would work on sections. The next meeting they would go over Section 1 through 8. Meetings will be held on Wednesdays at 3:OOP.M. in the conference room at City Hall. Submitted by: Susan Wadsworth
