BUILDING TRADES REGULATORY AND APPEALS BOARD
SPECIAL MEETING
MARCH 24, 1994
7:00 P.M.
Chairman Les Ogram called to order the Special Meeting of the
Building Trades Regulatory and Appeals Board on Thursday March 24,
1994 at 7:00 p.m. in the City Hall Conference Room.
ROLL CALL:
Members present were Michael Nelson, Gary Butt, Douglas Cole,
Lester Yarnell, and Chairman Les Ogram. John Ciaffoni and Robert
Howard were absent. Also present were Bob Dunn, Building Official,
Frank Conrey, Electrical Inspector, and Tonya Elliott, Recording
Secretary.
APPROVAL OF MINUTES:
Mr. Cole made a motion to accept the minutes of March 03, 1994 as
presented. Seconded by Mr. Butt. Motion CARRIED 5 -0.
UNFINISHED BUSINESS:
None at this time.
NEW BUSINESS:
Chairman Ogram asked Mr. Dunn how things were going in the Building
Department. Mr. Dunn said everything was going real good.
Chairman Ogram asked Mr. Conrey if he had anything to add. Mr.
Conrey said no.
Chairman Ogram asked the Board members for their comments from the
last meeting. The Board members discussed their feelings on the
purpose of the Board and its functions.
Chairman Ogram said he would like to propose that the Board contact
other cities about the same size and get a copy of their Trades
Board By -Laws to see what their functions are.
Mr. Nelson suggested approaching City Council to find out if they
would like to expand the Boards functions.
The Board discussed what happened the last time they approached
City Council with their recommendations to Chief Vola's Proposed
Fire Ordinance.
Mr. Butt asked Mr. Nelson if the County has a Trades Board.
Mr. Nelson said the Boards are separate and explained how they
operate.
There was discussion on contractor licensing and appeals.

Chairman Ogram asked if there were anymore ideas that would help
make the Board more active.
Mr. Nelson said personally he would still suggest asking City
Council what they thought.
Mr. Butt suggested asking City Attorney Krista Storey for her
opinions as to the duties of the Board. He also said contacting
other cities was a good idea.
Chairman Ogram asked the Board to consider having another meeting
in a month or so and look at some By -Laws from other cities and
make a decision after that as to what the Board would like to do.
Then the Board could go to City Council with a knowledgeable letter
to see if they would like to make any changes to the Boards
functions or continue as they are. Chairman Ogram asked if there
was a motion to that effect.
Mr. Butt made the motion. Seconded by Mr. Cole.
Mr. Cole asked Ms. Elliott to ask Ms. Storey for a copy of the
section in the City Charter that explains the Boards function.
Chairman Ogram asked if Mr. Cole would withdraw his second.
Mr. Cole withdrew his second.
Chairman Ogram asked Mr. Butt if he would like to incorporate what
Mr. Cole suggested into his motion.
Mr. Butt said yes. Chairman Ogram asked for a second. Mr. Nelson
seconded the motion. Motion CARRIED 5 -0.
Chairman Ogram asked if there was any other questions or comments.
Being none a motion was made and seconded to adjourn.
Meeting adjourned at 7:35 p.m.
