CALL TO ORDER: The City of Edgewater Building Trades Regulatory
and Appeals Board Special Meeting of Wednesday, May 12, 1993 was
called to order at 7:00 p.m. in the Conference Room of City Hall.
Members Present were: Mr. John Ciaffoni, Mr. Michael Nelson, Mr.
Gary Butt, Mr. Lester Yarnell, and Chairman Les Ogram. Mr.
Robert Howard and Mr. Douglas Cole were absent. Also present was
Fire Chief William Vola and Tonya Elliott, Recording Secretary,
APPROVAL OF MINUTES: None at this time.
UNFINISHED BUSINESS: None at this time.
NEW BUSINESS: Chairman Ogram stated that the purpose of the
Special Meeting was to discuss the proposed fire ordinance, and
asked the Board Members if they had a chance to review the
ordinance. Mr. Nelson and Mr. Ciaffoni said no.
Chairman Ogram asked Mr. Nelson if the county building and fire
departments were one department. Mr. Nelson said they were
separate departments, and when conflicts arise they are worked
out between the two department officials.
Mr. Butt asked Chief Vola if this would be a new ordinance in
addition to what is already on the books. Chief Vola said
procedures would stay the same and the language in the proposed
ordinance is from state statutes.
Chief Vola briefly discussed some of the changes that would
result from the proposed fire ordinances.
Chairman Ogram said he agrees and disagrees with the proposed
fire ordinance. He read a letter from Robert Howard requesting
his absence be excused. Mr. Howard also stated in his letter he
has problems with the ordinance, such as additional fees and so
much power being given to a department head, and that the
ordinance should be studied in depth.
Chairman Ogram said in the past a committee was set up and a
proposed ordinance was reviewed section by section. He feels
that additional fees that are suggested in the proposed fire
ordinance will discourage people and businesses from relocating
to the city.
Chief Vola said the request for services has increased and these
increases cost money, and the burden should be placed on the
people causing the demand.

Chairman Ogram suggested having 3 or 4 workshops to review the
ordinance section by section.
Chief Vola informed the Board which sections of the proposed
ordinance were new or had changes.
The Board decided to have 4 workshops, one everyother week. The
1st workshop to cover sections 7 -1 thru 7 -6.3, 2nd workshop -
sections 7 -6.4 thru 7 -13, 3rd workshop- sections 7 -14 thru 7 -17,
and 4th workshop- sections 7 -18 thru 7 -24.
Mr. Nelson made a motion to meet on Wednesday, May 26, 1993 at
7:00 p.m. to review sections 7 -1 thru 7 -6.3 of the proposed fire
ordinance. Seconded by Mr. Butt. Motion CARRIED 5 -0.
There being no further business to come before the Board at this
time, Mr. Butt moved to adjourn. All members were in agreement.
Meeting adjourned at 8:00 p.m.
