07-23-1992 ` N CITY OF EDGEWATER BUILDING TRADES REGULATORY AND APPEALS BOARD July 23, 1992 Regular Meeting City Hall Conference Room 5:30 P.M. CALL TO ORDER: The City of Edgewater Building Trades Regulatory and Appeals Board Regular Meeting of July 23, 1992 was called to Order at 5:30 P.M. in the Conference Room of City Hall. Members present were: Mr. Les Ogram, Mr. Lester Yarnell, Mr. Douglas Cole, Mr. John Ciaffoni, Mr. Gary Butt, and Chairman Robert Howard. Mr. Michael Nelson arrived at 5:32 P.M. Also present was Chief William Vola and Recording Secretary Lisa R. Warren. APPROVAL OF MINUTES: The Minutes for February 19, 1992 and March 18, 1992 Special Meetings were submitted for approval. Mr. Ogram moved the Minutes be approved as submitted. Mr. Butt seconded. Motion CARRIED 6 -0. NEW BUSINESS: Chairman Howard stated the next item on the agenda was the Deemed to Comply Manual Appendix D. Chief Vola stated Section 103 of the Building Code allows the Building Official to accept alternative methods and materials for construction. He stated the County uses Appendix D as its version of Deemed to Comply. He added the Deemed to Comply Manual is excellent, but this appendix is a lot easier to comply with. Mr. Nelson explained what the County was looking for on the job site to assure compliance. Chief Vola stated the Department of Community Affairs with SBCCI, FEMA and a couple of other entities, is putting together a Hurricane Resistant Construction Code. He stated if it went through, it was so complicated, it might put a lot of residential contractors out of business. Chairman Howard made it clear what Chief Vola was proposing was to use the Appendix as a compliment to the Deemed to Comply Manual, not to replace it. Mr. Butt moved to accept the County Ordinance 90 -14 as presented. Mr. Yarnell seconded. Motion CARRIED 7 -0. There was discussion regarding Ordinance 92 -0 -09 which addresses Board absences. Chairman Howard reminded everyone to send in their financial disclosure forms to Kathryn Odam. Chairman Howard stated the changes in Handyman/Home Improvement Occupational Licenses that the Board had discussed at the previous meetings went through Council with no problems and has become Ordinance 92 -0 -10. There being no more business to come before the Board at this time, Mr. Butt moved to adjourn. All members were in agreement. Meeting adjourned at 5:49 P.M. Minutes respectfully submitted by: Lisa R.
