REGULAR MEETING
JANUARY 16, 1992
7:00 P.M.
The Regular meeting of the Building Trades Regulatory and Appeals Board
was called to Order on Thursday, January 16, 1992 in the Conference Room
of City Hall by Chairman Robert Howard.
ROLL CALL:
Members present were Lester Yarnell, Gary Butt, Les Ogram, Michael
Nelson, and Chairman Robert Howard. John Ciaffoni was absent. Douglas
Cole was excused. Also present were Chief William Vola, Electrical
Inspector Frank Conrey, and Recording Secretary Lisa R. Warren.
Community Development Director Mark Karet arrived later.
The Minutes of the November 21, 1991 Regular Meeting of the Building
Trades Regulatory and Appeals Board were submitted for approval. Mr.
Butt moved to accept the minutes as written. Mr. Nelson seconded. Motion
CARRIED 5 -0.
UNFINISHED BUSINESS: The topic of discussion was the Home
Improvement /Handyman License listed under the City of Edgewater
Occupational License section. Chairman Howard stated after lengthy
discussion at their last meeting, there were three items that needed to be
taken care of and due to the Holidays, none of them had been accomplished.
He stated a newspaper ad was to be published informing everyone of an
open meeting with the Home Improvement /Handyman so those affected by
the changes could come before the Board and plead their case prior to the
Board making a recommendation to Council. He added a certified letter
was to be mailed to the affected people who currently hold licenses as
Home Improvement /Handyman.
Before the Board discussed the Home Improvement /Handyman License
further, Electrical Inspector Frank Conrey brought more information to the
Board regarding a complaint at a home in Edgewater where work had been
done by unlicensed contractors. He went through his report citing
numerous violations and hazards and passed pictures of the violations out
to the Board. Inspector Conrey stated no permits were pulled and he
ordered the unlicensed contractor off the site.
Chairman Howard stated this individual should be brought before the Board
and a complaint filed. Chief Vola stated DPR has already been contacted
and it will be turned over to them once Frank's reports are in. The Board
discussed the penalties of working without a license. Chairman Howard
stated the public needed to be informed about unlicensed activity.
Chairman Howard suggested the open meeting date of February 20, 1992
and the newspaper ads to be published twice, February 10th and February
17th and the letter to be sent to the individual license holders at least
two weeks prior to that time.

Mr. Butt moved to have a meeting date on February 20th with the
Handyman /Home Improvement Occupational License Holders and newspaper
ads for February 10th and February 17th and the letter to be mailed
approximately two weeks prior to the meeting. Motion CARRIED 5 -0.
Chairman Howard requested that Inspector Conrey be present at the
meeting.
Chairman Howard stated the press needed to be informed of the upcoming
meeting and asked the recording secretary to let them know.
Chairman Howard called for a recess at 7:42 P.M. Meeting resumed at 7:46
P.M.
There was discussion regarding Handyman /Home Improvement Licensing.
Chief Vola stated there would be a written report as to what the other
Cities have done regarding Handyman /Home Improvement Licensing.
Community Development Director Mark Karet came in at this time 7:47 P.M.
Chairman Howard asked that Mr. Karet attend the February 20th meeting.
Mr. Ogram asked how many people were going to be affected by this. Chief
Vola stated there are 17 or 18 currently licensed at this time. Mr. Ogram
asked if they were going to be put under the "Other" category. Chairman
Howard stated the Board wanted to create a new category at the same
meeting, they don't want to take away anyone's livelihood that is not
infringing on the construction trades.
Chairman Howard asked if there was any more business to be heard before
the Board. Chief Vola stated the Organizational Chart for the City has
changed. He stated effective the previous Friday, the functions of the
Building Department have been placed under a new Department called
Community Development which is headed by Mr. Karet. He added the
Building Inspections, and the Building Trades will be under his direction
as Mr. Fischer is the City's Building Inspector. Chief Vola stated he would
be the Acting Building Official for the City and acting independently as
part of the Fire Department until such time as a new Building Official is
hired to fill that slot. Mr. Karet stated the Building Official will still
provide the active support for the Board. There was discussion regarding
the reorganization and the ability to get a permit in one stop, rather than
going back and forth between Departments. Chairman Howard
congratulated Mr. Karet on his new responsibilities.
Mr. Butt moved to adjourn. Meeting adjourned at 7:55 P.M.
