ROAD PAVING ADVISORY COMMITTEE
SPECIAL MEETING
OCTOBER 14, 1992

CALL TO ORDER
Chairman Fazzone called the meeting to order at 7:00 p.rn. on Wednesday,
October 14, 1992 in the City Hall Conference Room.
ROLL CALL
Members present were: Mr. William Anderson, Mr. James Braddock, Chairman
Dominick: Fazzone, and Mr. Thomas Hager. Mr. James Kirkland was absent. Also
present were: City Manager George McMahon and Director of Public Works Carl
Overstreet.
PREPARE FINAL REPORT TO CITY COUNCIL
Chairman Fazzone summarized the results from the paving survey. He stated
that the majority of citizens voted for no paving. He recalled the 1% sales
tax being voted against 2 to 1 on October 1st. He then called for comments
from members.
Mr. Anderson stated with the sewer assessment coming up it is not economically
feasible for residents to pay for paving at this time. He suggested paving
one street at a time, starting with the highly trafficked streets like 12th
Street. Mr. Overstreet stated 12th Street is maintained twice as often as
most streets, due to the amount of traffic. Mr. McMahon stated in order for
the City to do any Capital Improvements, we would have to raise taxes.
Mr. Hager stated the survey has shown the people don't want this done at this
time. He stated he felt they did not receive a total response to the survey.
There was a discussion of how quickly the cost for paving is increasing.
Mr. Hager stated a 100% assessment is the only way we are going to get paved
streets. He recommended the 50/50 assessment.
Chairman Fazzone stated that all members agree that paving is not feasible at
this time, and the report to Council should reflect that and list the reasons
for that finding.
Mr. Hager stated there is no money in the budget for paving and no government
funds available either.
Mr. Braddock: stated he wanted it noted that he felt it would be ludicrous for
the City to purchase paving equipment and try to pave the streets.
There was a discussion about how the final report format would be sent to
Council. Chairman Fazzone stated there would be one statement from the entire
Committee showing the outcome and the reasons.
Chairman Fazzone called for citizens comments.
Mr. Nogueira, 1920 Kumquat Drive, stated he lives on the paved portion of
Kumquat, he questioned who decided to pave it. Mr. McMahon stated the
developer.
The Committee agreed their recommendation would be no paving at this time with
the reasons being: the result of the survey; raising taxes in order for the
City to fund paving; no funds available in the City budget for paving; and the
vote against the sales tax on October 1st. They would also recommend 100%
assessment if the City were to attempt to pave any streets.
Mr. McMahon stated he would prepare the report and the Committee members could
sign it in City Hall at separate times.

APPROVAL OF MINUTES
Mr. Braddock made a motion to accept the minutes of July 30, 1992. Mr.
Anderson seconded. Motion CARRIED 4 -0.
ADJOURNMENT
Chairman Fazzone moved to adourn, Mr. Braddock seconded. Meeting adjourned
at B:15 p.m.
