ROAD PAVING ADVISORY COMMITTEE
SPECIAL MEETING
J1JLY 30, 1992

CALL TO ORDER
Chairman Fazzone called the meeting to order at 7:08 p.m. on
Thursday, July 30, 1992 in the Community Center.
ROLL CALL
Members present were: Mr. William Anderson, Mr. Jamey Braddock,
Chairman Dominick Fazzone, and Mr. Thomas Hager. Mr. James
Kirkland was excused. Also present were: City Manager George
McMahon and Director of Public Works Carl Overstreet.
APPROVAL OF MINUTES
Mr. Hager made a motion to accept the minutes of June 29, 1992.
Mr. Braddock seconded. Motion CARRIED 4 -0.
ITEMS TO BE DISCUSSED:
a. Status of Petition
Prior to call to order Mr. McMahon reviewed the status of
petitions received so far. The total petitions received as of
today was 329. The breakdown is as follows: Option One - 37;
Option Two - 95; and Option Three - 193.
b. Discussion
Chairman Fazzone called for the members to comment. Mr. Hager
declined to comment until after Mr. McMahon made his
presentation. Mr. Braddock stated the board needed to be
cautious about the citizens' bust interests. Mr. Anderson
commented that the citizens may want to wait to see the
conditions of the roads after the CIP is complete.
c. Input
James Watt, 2203 Victory Palm Drive - questioned why the City
couldn' t do the paving as it did in the past. There was a
discussion about the quality of roads and the selling of the
paving equipment. He also questioned the committee about
advertising the meeting.
Gary Meyers, 3034 Orange Tree Drive - stated he cannot afford to
live on a paved road.
Chuck Sgroi, 1611 Queen Palm Drive - stated everyone living in
the City should be responsible for paying for the streets to be
paved.
Mr. McMahon stated the last time paving was done in the City it
was not done in accordance with the standards required today. At
that time the City was assisted financially by Federal revenues
which are no longer available. At no time did the City pay for
roads to be paved. When the CIP was planned paving was pulled
out of the program because it would have raised assessments up
close to $6,000. Now the City is looking for any way possible to
pave the streets.
Mr. McMahon stated that there is a possibility to share the costs
of paving. The County is proposing a one cent sales tax
throughout Volusia County which will take a referendum on the

October 1st ballot. Over a 15 year period that tax will be
distributed on a 50/50 basis in which the County receives 50% for
construction of schools and the remaining 50% is distributed to
the Cities in the County. This would generate at least the 1/3
cost of paving the roads in Edgewater and would substantially
reduce the assessment cost to the residents. This proposal will
go before the City Council in the future.
Susan Vincenzi • 1604 Queen Palm Drive - questioned why the City
doesn't- take the money being paid for maintenance of streets and
use it to pay for the paving.
CB Castonguay, 1420 Sabal Palm Drive - stated the City can cut
costs buy bringing in bids.
Fill Mosseller, 3329 Queen Palm Drive - suggested the Committee
not meet until after all petitions are returned. He questioned
the County's proposal and the use of the money.
Mr. McMahon clarified that the money received will go to streets
and parks in Edgewater.
Mr. Mosseller stated the City should get some concrete costs
after the referendum vote and send out a petition then. The City
should be separated in sections and bid just as the CIP.
Henrietta Balabin, 1803 Royal Palm Drive - stated she owns four
lots and two are not built on, and she questioned if she would
have to pay for all four. Mr. McMahon stated that question
should be directed to the County tax assessors office.
Chairman Fazzone called a recess at 8:00 p.,m. and called the
meeting to order at 8:08.
Linda Stevens, 3214 Silver Palm Drive stated she is against
paving because she cannot afford it along with the CIP. She
questioned where the City got the price for paving.
Mr. McMahon explained the City got the paving costs from the
original CIP plans.
Everett Langley, 2010 Victory Palm Drive - stated the shell
streets are a health hazard.
Robert Baker, 1026 Beulah Drive - stated his road is marked paved
on the plans at the courthouse. He stated he will be stuck once
the paving goes in.
Ben Vasquez, 2807 Needle Palm Drive - stated the CIP is illegal.
He stated the CIP was planned with paving. The citizens here
should be at the Council meeting.
Mr. Fazzone called a recess at 8:25 and called the meeting to
order at 8:28.
Bonnie Buchman, 1319 Royal Palm Drive - suggested that the City
use the old material on the streets because they are worse now
than they were before.
Alice Murphy, 230 N. Riverside Drive - questioned the $3.00
Stormwater charge being started because of Wildwood Subdivision.

Mr. McMahon explained the stormwater fee.
Casper Mannone 2 129 Kumquat Drive - compared the

estimate and what the cost was in the past.
Inez Walker, 3307 Victory Palm Drive - questioned the one cent
sales tax and if that will come only from purchases in Edgewater.
Mr. McMahon stated it would be from all purchases in the County.

Gary Meyers, 3034 Orange Tree Drive - stated if paving is decided
on the City should get more bids from different companies.
Chairman Fazzone called for comments from Committee members.
Mr. Hager stated the costa for car and home repairs due to the
shell street are more than the cost of paving the street. Paving
a street is an investment for all who live here.
Mr. Braddock stated he does not intend to have any streets paved
unless there is a majority of citizens wanting it and willing to
pay for it.
Mr. Anderson suggested that everyone talk to their neighbors
about paving the streets. He stated that this project will be
done democratically. What the majority votes for is what will be
done .
ADJOURNMENT
Mr. Braddock made a motion to adjourn, Mr. Hager seconded.
