06-29-1992 Orr No e CITY OF EDGEWATER ROAD PAVING ADVISORY COMMITTEE JUNE 29, 1992 7:00 P.M. CITY HALL CONFERENCE ROOM CALL TO ORDER Chairman Fazzone called the meeting to order at 7:02 p.m. on Wednesday, June 29, 1992 in the City Hall Conference Room. ROLL CALL Members present. were: Mr. William Anderson, Mr. James Braddock, Chairman Dominick Fazzone, Mr. Thomas Hager, and Mr, James Kirkland. Also present were: City Manager George McMahon, Director of Public Works Carl Overstreet and News Journal reporter Mark Miller. APPROVAL OF MINUTES Mr. .'Hager made a motion to accept the minutes of June 17, 1 992 . Mr, Braddock seconded. Motion CARRIED 5 -0. ITEMS FOR DISCUSSION: A. Whether to recommend the 10 or 20 near bond issue and assessment.- Mr, McMahon distributed a cost. analysis, He explained that the bond cost for the current Capital Improvements Program does not include new paving, only restoration of currently paved roads, The estimated cost of paving and drainage was $17 million dollars based on approximately 70 miles. The City Council determined that this cost would not be included in the C.I.P. Mr. McMahon stated that the City was financially assisted by Federal or State in the past when it paid the 1/3 of paving costs. This assistance is no longer available. The proposed retention areas have reduced the amount of unpaved streets to approximately 51 miles. Preliminary engineering, paving and drainage improvement costs would be $47 per linear foot. The total estimated project cost would be $12,656,160. To borrow that money for 10 years it would cost the City and the property owners $15,120,860 compared to 20 years at $14,351,015, The difference is due to the debt service reserve which is leis on 20 year than 10 year which makes payments higher on 10 years. On a 50/50 split for 10 years the assessment would be $2,246.12 cash up front or $313.00 a year, For 20 years the cash payment would be $2,130.76 or $196.00 a year. An alternative to the assessment would be a bond issue pout to referendum with the entire City voting. The cost for the City to pay 1/3 would be $15 to $21 million dollars and would mean doubling taxes for 10 years. A draft petition was distributed. Mr. McMahon suggested the petition be published in the newsletter. Chairman Fazzone asked all members to comment one by one. Mr, Hager questioned what the $3.00 Stormwater charge is for. Mr. Overstreet gave a description of the Stormwater Department duties and costs. Mr. Hager questioned if the City receives funds from gas taxes. Mr. McMahon explained gas taxes are used for road maintenance and is already in the current budget. Mr. Hager stated he spoke with different government agencies and Road Paving Advisory Committee June 29, 1992 there is no money available. He suggested the City do the work itself. There was a discussion of the engineering and permitting costs involved. Mr. Anderson questioned the doubling of taxes. He compared Edgewater's taxes with South Florida. There was a discussion about subdivisions with paved streets. He stated he and a lot of residents were told by realtors that their street would be paved within a year. Mr. Kirkland stated the Committee needs to get the petition out and get some input from the people. He thanked the City Manager for getting the information and petition to the Committee. Mr. Braddock stated many of the citizens believe paving is in the Capital Improvements Program already. He wants all information given to the public to be very clarified because a lot of people don't understand the C.I.P. The City should be careful that it doesn't chase people away because they can't afford to live here. Chairman Fazzone stated that the most feasible way to fund this program is 50/510 so that the City doesn't add to the tax base. If the City added to the tax base it would boost the rate by 50 %. Chairman Fazzone called for input from the citizens at this time.. CITIZEN COMMENTS Mr. David Molnar, 2117 Travelers Palm Drive stated he already paid for his road to be paved and wants to know if he will have to pay again. Mr. McMahon stated he would not pay again and any new assessment would only apply to people receiving a new benefit. Charles Sgroi, 1611 Queen Palm Drive - questioned if he was paying less than the people on the paved side of Queen Palm. Mr. McMahon stated that the assessments are based on the property value. If the property values are the same on both sides the assessments are the same. Mr. Sgroi was also promised by realtors that the streets were going to be paved. Mr. Anderson questioned the realtors telling people the streets are going to be paved. He feels the people have been mislead. Anthony Rua, 2824 Juniper Drive - supports the program and feels it is beneficial to all in the community. Chairman Fazzone called a recess at 8:13 and called the meeting back to order at 8:20. Wallace Nogueira, 1920 Kumquat Drive - questioned the availability of maps. Mr. McMahon stated the maps are available for review at City Hall but there is not a project until the Corr€littee and City Council make a decision. Mr. Hager questioned if the City or residents would put sidewalks in once the paving and drainage has been installed. Mr. McMahon stated it would be City property and the resident would not be able to put a sidewalk in on the right -of -way. Mr. Braddock asked for Mr. McMahon's opinion of the paving project. Mr. McMahon stated the City would benefit from paved roads but he doesn't feel qualified to answer the financial ability of all the residents. From a manager's perspective he would prefer going with 10 -year bond because the finance charges are less. There was a discussion about having to resurface before the bonds are i:.aid off if the 20 year option is taken. Road Paving Advisory Committee June 29, 1992 2 lkille 1100 Mr. Hager stated he wants the people to have a choice of 10 years, 20 years, or referendum. Mr. Braddock suggested to have three options on the petition. There was a discussion about who should be able to vote. It was agreed that all residents vote, not only unpaved street residents. Mr, McMahon suggested the petition have the options itemized. Mr. Hager questioned the lot owners that live out of State. Mr. McMahon stated that the newsletter goes to all property owners so everyone would receive the petition and the article. The petition deadline is to be August 15, 1992. Chairman Fazzone called for comments from the Committee members regarding the petition. There was a discussion about what costs to put on the petition. Mr, Fazzone does not want to confuse the residents. Mr. McMahon stated the petition should be worded that these costs are preliminary. Mr. Braddock made a motion to accept the petition with changes made at this meeting, Mr. Anderson seconded. Motion CARRIED 5 -0. Mr. Braddock questioned people who live on a paved street and what effect their response will have with the petitions. Chairman Fazzone stated the petition is directed to residents on unpaved streets. B. What policy recommendation should be made to the City Council regarding the percentage of favorable returns compared to the total number of property owners on any streets (51- 100 %). - C. Whether to recommend the Council proceed with any road project, if only a few streets have a majority desiring paving. - Mr. McMahon suggested to wait to discuss these items until after the Committee received the petitions back. SCHEDULE OF NEXT MEETING The Committee tentatively agreed to meet again on August 24, 1992 at 7:00 p.m. in the Conference Room. Anthony Rua, 2824 Juniper Drive - mentioned the real possibility of the 3rd option of people being misinformed. He questioned the average life span of the paving being 10 years and being assessed again to resurface the street while paying for the new construction at the same time. Chairman Fazzone asked Mr. Overstreet to give input on this subject. Mr. Overstreet stated residents don't get assessed for resurfacing, the costs are paid out of general fund.
