06-17-1992 '`r Inv CITY OF EDGEWATER ROAD PAVING ADVISORY COMMITTEE JUNE 17, 1992 7:00 P.M. CITY HALL CONFERENCE ROOM CALL TO ORDER The meeting of the Road Paving Advisory Committee was called to order at 7:00 p.m. on Wednesday, June 17, 1992 in the City Hall Conference Room. ROLL CALL Members present were: Mr. William Anderson, Mr. James Braddock, Mr. Dominick Fazzone, Mr. Thomas Hager, and Mr. James Kirkland. Also present were: City Manager George McMahon, City Attorney JKrista Storey, Director of Public Works Carl Overstreet and Mark Miller. INTRODUCTION OF PARTICIPANTS The Committee members introduced themselves and gave a brief background as to why they were interested in this committee. ELECTION OF CHAIRMAN Mr. Braddock nominated Mr. Fazzone, Mr. Anderson seconded. There being no further nominations, Motion CARRIED 5 -0. Mr. Fazzone thanked the members. ELECTION OF VICE CHAIRMAN Chairman Fazzone called for nominations, Mr. Anderson nominated Mr. Braddock who declined. Mr. Hager volunteered. There being no further nominations, Motion CARRIED 5 -0. ESTABLISHING SCHEDULE FOR MEETINGS There was a discussion of what nights and how often the Committee should meet. Monday nights were decided to be hest by all members. The Committee agreed to go week by week instead of setting a permanent schedule. The importance of all members being present was stressed. DISCUSSION AND QUESTIONS AMONG MEMBERS, CITY MANAGER AND CITY ATTORNEY ON RESPONSIBILITIES OF COMMITTEE, METHODS OF FUNDING AND FINAL REPORT City Manager George McMahon made a presentation of the costs of paving and drainage throughout Florida Shores and the City. Mr. McMahon stated the estimated cost for Engineers to update the plans for paving and drainage is $200,000. The estimated cost for paving and drainage is $45.25 per linear foot which does not include bonding, financing or engineering costs. There was a discussion of how the cost would be met. Stormwater costs involved with paving was discussed. Director of Public. Works Carl Overstreet described the Stormwater Master Plan. Mr. McMahon handed out a road ppaving fact report. Mr. Overstreet explained how the current cost of s to eet maintenance was arrived at. A comparison was made between the maintenance costs of paved and unpaved streets. Chairman Fazzone requested a color coded map of the City str eets . There was a discussion of the current budget for streets. A reserve fund for streets was discussed. Mr. Hager suggested the cost of paving be split 50/50 between residents. There was a discussion on bonds. Mr. McMahon stated the committee needs to produce a policy recommendation as to how to deal with the issue if the City were fir' to proceed. He suggested taxes, assessments or a combination of both. He stated taxes would require a referendum, and would not be an optimistic way. There was a discussion on referendums. Mr. Braddock questioned the City's indebtedness and how much bargaining power it has. The Committee agreed to give the residents alternate ways to pay for the paving. It was suggested the Committee send out a mailer to see how the residents feel about paving and the costs involved. Chairman Fazzone called a recess at 8:45 p.m. and called the meeting back to order at 8:55 p.m. The Committee agreed to request an estimated cost for a 10 and 20 year bond from Finance for the ne >:t meeting. Mr. Braddock suggested to have the meeting on Monday, June 29th instead of Monday, June 22nd to give Finance more time to work on the figures. Mr. McMahon suggested the Committee send out a petition, use the newsletter and possibly go door to door for input from citizens. Mr, Hager questioned the lot owners who live out of town. PRESENTATION BY CITY ATTORNEY City Attorney Krista Storey stated the Committee operates under the Sunshine Law. She then briefly described the Sunshine Law. Mr. McMahon stated if there were any questions the members could direct them to him. All meetings are open to the public and all records, documents and tapes are public records. There was a discussion between the members and the City Attorney. Chairman Fazzone asked the. Committee if they prefer to have public input at the meetings. Mr. Hager suggested to get information together and then invite the public. ADJOURNMENT The Committee agreed to meet again on June 29, 1992 at 7:00 p.m.. in the Conference Room.
