10-03-1992 CITIZENS COUNCIL ADVISORY COMMITTEE REGULAR MEETING October 3, 1992 Minutes ROLL CALL Janet Ptaszek Absent James Mackie Present Charlene Dennis Present Shirley Roberts Absent Delores Cucanich Present Charles Gebelein Present Patricia Montrowl Present APPROVAL OF MINUTES Chairman Gebelein stated under New Business, someone was going to report back on the schools situation. This does not need to made as a correction to the minutes, just something to remember. Mrs. Dennis moved to approve the minutes. Mrs. Montrowl seconded the motion. Motion CARRIED 5 -0. INTRODUCTION OF VISITORS Mr. Jack Corder, Recreation Director, was welcomed to the meeting. CITIZENS INPUT There were no citizens present. OLD BUSINESS Chairman Gebelein reminded everyone the subject of the ad valorem taxing was discussed several times by this committee. He wrote to Councilperson Gillespie and she also listened to the tapes of the meeting. She is now completely satisfied with the information the committee supplied. Mr. Corder was asked to give a report to the committee regarding youth activities and related topics. Mr. Corder went over the current activity schedule. He explained that dances have been held in the past, however, the facilities are not large enough for an endeavor like this. He explained the different activities which are planned for other than children in the area. He went over the various programs put on with other organizations. He explained there are future plans for other programs; one of the problems is the lack of indoor facilities available. Mr. Corder answered questions from the committee members regarding these programs, facilities, etc. Chairman Gebelein told the committee that he was taken on a tour by Mr. Corder. His observations were there are a lot of parks not complete and won't be because there is no funding. The main problem is there is no facility available to make a center for the youth or adults. There was discussion of the different areas the young people hang out at now. Mr. Mackie suggested looking into constructing a large barn -type building that could be used for dances and so forth. There was further discussion about the 26 acres the City now owns near the elementary school. Chairman Gebelein spoke of the history involved in the Mennard- May Park swimming situation. Tabulations of total coliform bacteria in Indian River were distributed and reviewed. There was discussion regarding the reasons the Health Department won't allow swimming in this area. It was agreed that the Council needs to address this problem. Chairman Gebelein reported that he spoke to one local pastor regarding available activities within the community. His feedback was fairly good. He spoke of a new programs beginning or already underway through the churches. Mrs. Montrowl reported that she found out the activities at the local schools are primarily for the children who attend that school. She reviewed some of the activities they have. The schools have to be careful due to liability. Mrs. Dennis reported that New Smyrna Beach Recreation Department has the teen center where they hold dances for 6th, 7th and 8th graders. Chaperons are hard to get, and there are certain times when they don't hold these dances. The main difference in their programs and our programs is they have the facility to house the dances. There was much discussion regarding the year -round school proposal, which the County is looking into, and how this is going to affect the recreational needs. Chairman Gebelein reiterated that it seems our Recreation Department is doing a good job of extending activities to the seniors. The same problem exists involving this, which is the lack of a facility. Chairman Gebelein suggested we re- evaluate our meeting time so that we can use this particular meeting room. Using the Shuffle- board building was discussed. He stressed the other room is inappropriate for holding meetings. He explained since the Council meetings vary, it will not always be possible to be between their meetings. It was agreed that due to the importance of this committee, they should be able to meet in this room. It was pointed out the purpose of this committee is to be the intermediary between the Council and the citizenry and it is important to have room for quests. Chairman Gebelein acknowledged the material distributed from Dr. Bazin as information. Chairman Gebelein spoke of writing a letter to the editor of the newspaper in order to get our items advertised.
