INTRODUCTION OF THOSE IN ATTENDANCE
The recording secretary introduced the new committee member,
Michael Nattress and Chairman Jones brought Mr. Nattress up to
date on the committee's business.
At this time Chairman Jones asked each member to tell the
committee a little about themselves, after which, he introduced
Councilperson Gillespie. She answered several questions posed to
her by the members and also informed them the construction group
working on the new water plant is especially helpful and
courteous to all citizens.
Chairman Jones stated his concern is that pollution might be a
problem with the new Industrial Park being near the water.
Councilperson Gillespie suggested he speak with Mr. Gates Castle,
City Engineer, or Mr. James from the Water Authority.
Chairman Jones informed the committee he has reviewed the
Sunshine Law and Roberts Rules of Order. He wants to run a very
informal meeting, however, they are to abide by the laws.
APPROVAL OF MINUTES
Mrs. Ptaszek moved to accept the minutes of the January 14, 1992
meeting. Mr. Harry Jones seconded the motion. Motion CARRIED
3 -0. Mr. Nattress did not vote; he was not on the committee
then.
OLD BUSINESS
There was none
NEW BUSINESS
Councilperson Gillespie went over the Council's decision to ask
this committee to look into their concerns with the taxable
values assessed on property within the City.
Chairman Jones pointed out that not many people will appeal their
assessments, but we apparently need more equitable assessments.
Councilperson Gillespie explained the information in the tax
roles at the County can be examined by anyone. She also showed
the committee a bulletin the City receives from the Florida
League and suggested the contents would be very informative for
them. She added they should rely on our City Attorney for advice
and information pertaining to their committee business.
There was conversation about the method used in assessing
property value. Mr. Harry Jones explained he has experience in
this type of work, he included himself among a committee to look
at approximately fifteen homes and review theis assessments. The
committee members agreed upon criteria to consider when reviewing
the different properties so they can make a clear comparison.
Criteria such as: square footgage of the home, lot size, paved
or unpaved street, sewage, type of construction, whether it is
waterfront property. No visits are to be made to the residents,
recommendation can be made to the Council.
Councilperson Gillespie also informed the committee that the
M.P.O. (Metropolitian Planning Organization) has material
available to help a City function.
Chairman Jones stated the committee would set a goal to draft a
report to the Council at their May meeting.
Councilperson Gillespie brought up the project that Councilman
Jones wanted the committee to look into; being bring the swimming
back to Menard -May Park. Chairman Jones stated he would get with
Councilman Jones and bring this information to the committee next
month.
Councilperson Gillespie brought the committee up to date on the
festivities the Recreation Director, Jack Corder, has taken over;
especially referring to the River Awareness Days which will
become a family festivity in September. This will also be
educational and therefore help the City with grant requirements.
Chairman Jones complimented the Residential Information Guide the
City distributes. He suggested it might include some of the City
codes and regulations, etc.
Councilperson Gillespie explained the City newslatter will have a
lot more information in it, however, if he had a suggestion about
the information guide, Mrs. Wadsworth, The City Clerk, would be
the person to see.
ADJOURNMENT
Mrs. Ptaszek moved to adjourn. Mr. Harry Jones seconded the
motion. Motion CARRIED. Meeting adjourned 8:18 p.m.
