CITIZENS COUNCIL ADVISORY
THURSDAY, MAY 2, 1991
5:00 P.M.
CITY HALL CONFERENCE ROOM
CALL TO ORDER:
Chairman Wasarhaley called the meeting of the Citizens Council
Advisory Committee to order at 5 :01 P.M., Thursday, May 2, 1991,
in the City Hall conference room.
ROLL CALL:
Members present were: Ray Wasarhaley, James Mackie, Edward
Janus, Janet Ptaszek and Stanley Carlson. Phyllis Woodard and
Earl Copeland were both excused.
Also present: Jack Corder, Director of Parks & Recreation
Debbie Sigler, Recording Secretary
APPROVAL OF MINUTES:
Mrs. Ptaszek made a motion to accept the minutes of the March 28,
1991 meeting. Mr. Mackie seconded the motion. Motion CARRIED.
Mr. Janus corrected the minutes of the April 11, 1991 meeting:
page 5, after the discussion regarding the dump "Mr. Carlson"
handed out a letter, not Mr. Janus. Also he would like to
withdraw his statement about the members writing down their
thoughts of the purpose of our committee and since reading the
minutes of the prior meeting, he sees that was already discussed.
Mr. Janus made a motion to accept the minutes as amended.
Mr. Carlson seconded the motion. Motion CARRIED.
Mr. Janus explained his letter regarding the committee secretary.
He was just trying to help, things are running well now.
INTRODUCTION OF THOSE IN ATTENDANCE:
Mr. Wasarhaley introduced Mr. Jack Corder to the committee.
Mr. Corder is on the agenda to discuss the seasonal decorations.
REVIEW OF COUNCIL AGENDA:
Chairman Wasarhaley explained that the backup information was not
included this week with our agenda sheet. He added he feels the
only agenda items we should deal with are the items this com-
mittee has worked on. The Council is already prepared to deal
with the things on the agenda for next Monday night.
Mr. Mackie commented that he thought this committee's function
was to work on items the Council tables for example and sends to
the committee. He mentioned we had Council minutes included in
our package.
Chairman Wasarhaley stated the Council minutes are informative
and by reading them we can see what happens with our items.
Mr. Janus explained that if he was a Council member, he would
want all the input he could get before the meeting. This com-
mittee might pick up on something to advise them about before
they vote at the Council meeting.
Mr. Carlson stated that we are still trying to find out what our
function is. He asked if the Council got the job description
sheet?
Mr. Janus stated that sheet should not go to the Council until
this committee comes to an agreement first. He suggested we
wait and discuss this again at our next meeting before we send
it forward.
Mr. Mackie restated his understanding of the functions of this
committee, adding we could ask for public input and more
communication be sent to us.
Mr. Carlson said the backup material is most necessary if we are
expected to advise Council on the agenda items.
At this time Mr. Corder was moved up on the agenda to discuss the
seasonal decorations.
Mr. Corder handed out a fact sheet, and went over the cost
comparisons. There was discussion among the members and
Mr. Corder about the different decorations, the advantages
and disadvantages of a lease program or purchasing outright
and having City employees handle the storage and displaying.
Mr. Janus made a motion to have Mr. Corder get in touch with the
Clark Sales Display Company and set up a time they could come and
show the committee a display of their seasonal decorations.
The committee thanked Mr. Corder for his help and his time.
Job description discussion continued: Mr. Carlson asked if the
committee's purpose is to be innovative or just to listen to
complaints?
The members reiterated their understandings of the committee's
purpose. Chairman Wasarhaley understood we are to come up with
things for the Council to consider. Mr. Mackie understood the
Council would send items to us to work on, or citizens would
bring things to us. Mr. Janus added he feels strongly that
advising the Council on agenda items is one of this committee's
functions, as well as motivating and looking to future projects.
He suggested we add more reason to our motions when recommending
to the Council, so they get that information as soon as possible.
At this time Councilman Hays joined the committee. Chairman
Wasarhaley filled him in on the present discussion and asked him
to clear up how this committee is to relate to the Council agenda
items.
Councilman Hays stated he knows this committee wants to be
helpful, his suggestion was that instead of going over each
item on an agenda for a meeting three days from now, the Council
should perhaps bring things to the committee that they need work
on. Example; a presentation was given at the last Council
meeting regarding Work Management. The consultant will be back
before the Council at a later date. It has to be determined
whether all departments should be looked at or just the larger
departments, etc. This committee could start gathering
information from the departments for the input to the Council.

Mr. Carlson explained that he was informed by the Interim City
Manager that these committee members are not to go to the
department heads for information. He added that this committee
actually created our on problem regarding the back up material.
There were several complaints from members about the abundance of
paperwork to be reviewed in one day.
Mr. Janus commented that he was actually going to ask for more
information. He would like to review minutes from the other
boards.
Councilman Hays agreed with this suggestion, adding that perhaps
this committee has been going to the wrong source for
information. Again, instead of trying to review the entire
agenda packages, by following the other boards' actions, you will
be aware of when certain matters are going before the Council and
you will be able to get your recommendations on the agenda also.
He would rather see this committee spend all their time on one
thing that the Council really needs the help with, rather than
spending fractions of their time going over all the items on the
agenda. He mentioned the Proposed Industrial Park being worked
on at the present time. He would like all the input he can get
on this. The main question he would like an answer to is: "Is
there enough usable land to develope this? ". He suggested the
board step back some and take on one item at a time, don't
overwhelm yourselves.
The committee thanked Councilman Hays for attending and having
this discussion with them.
Mr. Mackie brought up the subject of the Fire and Building
departments being separated again. He is in agreement with this
separation.
There was some discussion as to why the Fire Chief would have
been made head of the Building Department. Chairman Wasarhaley
pointed out that this is an agenda item for the next Council
meeting. He suggested that the committee members come in and
review the package regarding this matter. He was in agreement
with the separation, however, the package has a lot of
informative material in it and before anyone makes up their mind,
they should read the material.
Mrs. Ptaszek made a motion to recommend that the Council table
item 6E and give this committee time to review the back up
material. Mr. Mackie seconded the motion. Motion CARRIED.
Mr. Janus wants to look into the possibility of our own people
recycling. He understands we already purchased a trailer for
this purpose.
Chairman Wasarhaley informed the committee that there was a study
done on this, and he would request a copy of it so we can review
it before making any recommendation.
Mr. Janus suggested the members study the report given by Mr.
Overstreet regarding the paved and shell streets so we can
discuss it at our next meeting.
Mr. Janus made a motion to adjourn. Mrs. Ptaszek seconded the
motion. Motion CARRIED.
