10-06-1987 CITY OF EDGEWATER LOCAL PLANNING AGENCY REGULAR MEETING TUESDAY, OCTOBER 6, 1987 10:00 A.M. CONFERENCE ROOM, CITY HALL Chairman Martinez called to order a regular meeting of the Local Planning Agency at 10:00 A.M., Tuesday, October 6, 1987, in the conference room of City Hall. ROLL CALL: Members present were Mr. Wadsworth, Mr. Tenney and Mrs. Martinez. Also present were Harold Nantz of Dyer, Riddle, Mills and Precourt and Beverly Kinney, Sec- retary. APPROVAL OF MINUTES: The minutes of September 1, 1987, were submitted for approval. Mr. Wadsworth move to approve the minutes, seconded by Mrs. Martinez. Minutes Approved. COMMUNICATIONS: D.C.A. 9 -J -11 amended procedural rule for review of local government comprehensive plans and amendments which became effective September 22, 1987, and D.C.A. 9 -J -12 amended schedule for submission of revised local government comprehensive plans and procedures for early submissions which became effective October 5, 1987. There was a letter regarding Edgewater Landing. The City denied clearing permits and had since received a letter from the County approving land clearing, but the Corps of Engineers denied permitting based on archaeological findings. There was a letter from Municipal Code Corporation advertising services to prepare the City's land development code pamphlet which would contain zoning and sub- division ordinances and other pertinent regulations. DEPARTMENT HEAD REPORTS: Mrs. Martinez stated the next grant application deadline from D.C.A. is October 15, 1987. She asked Mr. Nantz to work on the grant application and apply for the maximum benefits allowed. Mrs. Martinez informed the Board the extension request to D.C.A. had been approved and the extension was good until November 30, 1987. Mrs. Martinez asked if anyone had any comments about the D.C.A. workshop summary. There were none. ELEMENTS STATUS: Sanitary Sewer, Solid Waste, Drainage, Potable Water and Natural Groundwater Aquifer Recharge Elements: Mr. Nantz handed out the revised solid waste element. He added there was one more section to do on the drainage element, and a cap- acity assessment may be needed, although, it is not required by D.C.A. He also discussed the projected service areas for the City. The Board discussed using Mr. Wadsworth's computer to printout the entire element and sending it out to a printer for the many copies needed. Mr. Nantz stated the cover had been designed, but needed to be printed. Mrs. Martinez added the binding could be done at City Hall, since the City had a binding machine. Mr. Nantz stated he was hoping to have the last element ready by the end of the week, and would send it down for review and comments. Lines of Responsibility: This topic was discussed briefly. It was agreed a more detailed discussion would take place if Mr. Nantz was to become more involved with the Comprehensive Paln. -1- MISCELLANEOUS: Mrs. Martinez asked if the City would have to submit intergovernmental notification in regards to the comprehensive plan. Mr. Nantz felt drafts were not involved, but the finals were. The Board discussed the number of copies needed for submittal of the Comprehensive Plan elements. It was decided that approximately seventy -five (75) copies would be needed. There being no further business to come before the Board, Mr. Wadsworth moved to adjourn, seconded by Mrs. Martinez.
