09-01-1987 %we 'fti/ CITY OF EDGEWATER LOCAL PLANNING AGENCY REGULAR MEETING TUESDAY, SEPTEMBER 1, 1987 10:00 A.M. CONFERENCE ROOM, CITY HALL Chairman Martinez called to order a regular meeting of the Local Planning Agency, Tuesday, September 1, 1987, at 10:00 A.M., in the conference room of City Hall. ROLL CALL: Members present were Mr. Wadsworth, Mr. Tenney and Mrs. Mar- tinez. Also present were Mrs. Plaskett, Mr. Fischer, Mr. Grigas of Strategic Planning Group (S.P.G.), Mr. Nantz of Dyer, Riddle, Mills and Precourt (D.R.M. P.) and Beverly Kinney, Board Sec- retary. APPROVAL OF MINTUES: The minutes of August 4, 1987, were presented for approval. Not enough members were present from the meeting of August 4, so they were tabled. COMMUNICATIONS: Mrs. Martinez stated there was technical assistance available from D.C.A. if anyone was interested. ELEMENT STATUS: Housing Element: Mr. Grigas discussed this element with the Board and staff. Mr. Grigas provided the final housing element, population projections and the Appraisal and Evaluation Report (E.A.R.) of the current housing element. Mr. Grigas stated the E.A.R. should be included with the E.A.R.'s of all the other elements when sent to D.C.A. He added the population projections should be included with the future land use element. Mr. Grigas stated the maps called for would be ready in the near future. He added the maps would be computer generated and contain information regarding current housing conditions. Mr. Grigas asked Mrs. Martinez for a letter of recommendation for future use by S.P.G. Mrs. Martinez stated should would take care of it. Mr. Grigas explained the future land use and housing concepts for the elderly in the housing element made no real recommendations, but were suggestions for the City to consider. He also suggested the City do an economic overview to help in preparing the existing land use element and the future land use element. Christine Panico of Volusia County, Department of Planning joined the meeting. Sanitary Sewer, Solid Waste, Drainage, Potable Water and Natural Groundwater Aquifer Recharge Element: Mr. Nantz of D.R.M. P. provided copies of the element draft to the Board members and staff. The Board discussed the contract proposal for the element. Mr. Nantz stated the proposal included the preparation of the drainage and solid waste elements and support services in preparing the water, wastewater and ground water aquifer recharge elements. This included any graphics help needed. Mr. Nantz added the elements would be available to the City on floppy disc. Jose' Alvarez, City Attorney, arrived at the meeting. The Board discussed the Tomoka Landfill's capacity and future plans. Mr. Nantz stated according to his calculations Edgewater accounted for apprxomately 1.6% daily of the landfill take in. -1- 11110 '4r/ The Board discussed a solid waste master plan. Mrs. Plaskett asked if she should get an R.F.P. for this. After some discussion it was decided she should go ahead. Mrs. Martinez asked for a motion regarding D.R.M. & P. contract proposal. Mr. Wadsworth moved to accept the proposal, seconded by Mr. Tenney. Motion Carried 3 -0. Mr. Alvarez and Ms. Panico discussed the various stages of completion of the comprehensive plan by the County and the possibility of inter- governmental cooperation in sharing information for the different elements. Mr. Nantz stated he was having difficulty getting the drainage infor- mation he needed from the City Engineer, Jerry Ferrara. Mrs. Mart - tinez said she would check into the matter. There being no further business to come before the Board, Mr Wads- worth move to adjourn. The meeting duly adjourned at approximately 10:59 A.M.
