08-18-1987 CITY OF EDGEWATER LOCAL PLANNING AGENCY REGULAR MEETING TUESDAY, AUGUST 18, 1987 10:00 A.M. CONFERENCE ROOM, CITY HALL Chairman Martinez called to order a regular meeting of the Local Planning Agency, Tuesday, August 18, 1987, at 10:07 A.M., in the conference room of City Hall. ROLL CALL: Members present were Terry Wadsworth, Connie Martinez and Ron Austin. Also present were Lynne Plaskett, Peter Grigas of Strategic Planning Group, Harold Nantz of Dyer, Riddle, Mills and Precourt and Beverly Kinney, Secretary. DEPARTMENT HEAD REPORTS: Mrs. Plaskett stated she had turned in the population projection figures from S.P.G. to the Population Projection Committee. She added the Committee had serious problems with the County popula- tion projections, and that Edgewater had met the 1992 projections this year. The County is planning to rework their figures. ELEMENT STATUS: Housing Element: Mr. Grigas, of S.P.G., was present to discuss this element. The Board discussed the problems they had with the proposed goals, policies and objectives. Mr. Grigas stated he was grateful for the input and he would rework the goals, policies and objectives for the housing element. (see attached) The Board discussed the final housing element draft. Mrs. Plaskett had a list of items that had not been addressed, but were to be included in the housing element according to the proposal from S.P.G. Mr. Grigas stated the final housing element would look different and the population section would be pulled out, because it belongs in the land use element. He added it would be organized in conjunction with the matrix of the S.P.G. proposal. There will be a table of contents and an executive summary that pulls out the high points of the study. Mr. Grigas stated the final draft includes the items listed in Mrs. Plasketts list and it also completes the requirements for seasonal population estimates. The Board discussed A.C.L.F.'s. Mr. Grigas included information in the final draft for staff and Council to consider. Mr. Grigas sugg- ested the zoning ordinance should have provisions for A.C.L.F.'s Some of the City staff were asked to review and comment on the final draft of the housing element for the next meeting. There was some question as to when the next L.P.A. meeting would be held, because of the upcoming holiday. The Board decided to hold the meeting, Tuesday, September 1, 1987, at 10:00 A.M. Mr. Grigas asked if the City of Edgewater could be used as a refer- ence for future proposals by S.P.G. Mrs. Martinez stated she had no problem with the request. Mr. Grigas stated the priority areas to review were pages fifteen (15) through twentyfour (24), including tables twentyseven (27) and twentyeight (28). Mr. Grigas was excused from the meeting. Mr. Wadsworth moved to recess, seconded by Mr. Austin. (11:00- 11:15) -1- %NV 440 ELEMENT STATUS continued... Sanitary sewer, solid waste, drainage, potable and natural ground water aquifer recharge element: Mr. Harold Nantz of Dyer, Riddle, Mills and Precourt was present to discuss this element. Mr. Nantz stated he was preparing a set of goals and objectives for each of the elements and they should be ready for the next meeting. He also stated he wanted to have drafts of the elements ready by September 18, 1987. He added that the proposal with cost estimate sheets should also be ready by the next meeting. The Board discussed and agreed to keep the element format as close to the 9J -5 format as possible. The Board discussed how the work would be delegated in preparing the elements. It was decided Mr. Nantz was better equiped to handle graphs, tables, etc and the information gathering and typing could be done by City staff. The Board discussed goals and objectives. Mr. Nantz stated the existing goals and objectives for water and waste water seemed O.K., but there weren't any goals and objectives for solid waste, because the County used to handle it. The major goals and objectives would be similar to those of the model element according to Mr. Nantz. Mr. Nantz stated the information can be put on disc, but he will have to know what type of computer and discs will be used. There being no further business to come before the Board, Mr. Wads- worth moved to adjourn, seconded by Mr. Austin. Meeting adjourned at approximately 11:29 A.M. Minutes respectfully submitted by: Beverly Kinney Local Planning Agency Regular Meeting Tuesday, August 18, 1987 -2- HOUSING GOALS AND OBJECTIVES Provide a variety of adequate housing for all present and future residents of the City of Edgewater through cost efficient objectives, while promoting individual self- sufficiency. Objective One Provide or assist the private sector to provide 4,160 new dwelling units of various types, sizes and costs by 1992, plus an additional 3,608 new units between 1995 and 2000 to net housing needs of the anticipated population of the City. Objective Two Provide adequate sites for well designed, well constructed mobile home parks or subdivisions. Objective Three Provide housing at an affordable cost to meet the needs of low and moderate income households. Objective Four Achieve the annexation of adjacent vacant lands in unincorporated Volusia County to provide land for mobile home parks. Objective Five Provide the adequate supporting infrastructure, i.e. paved streets, street lights, sanitary water, drainage, potable water, etc. throughout Edgewater to enhance and complement the City's housing element. Objective Six Consider a public /private partnership to provide recreational facilities within all subdivisions, including mobile home parks, to improve and expand the quality of life. STRATEGIC TLANNE G GROUT, INC. Objective Seven Provide adequate sites for group homes and aid to establish such facilities in order to meet the needs of persons requiring this type of housing. Primarily this objective should encourage and help to establish Adult Congregate Living Facilities (ACLF's), which will become _an increasingly important issue as the existing population gets older. Objective Eight — - — – There should be periodic and systematic housing inspections by the building Department of the exterior condition of housing to maintain a minimum level of structural quality. In this way, the deteriorating process can be arrested before maintenance costs become prohibitive. Objective Nine There should be interior housing inspections of those units that upon exterior inspection reveal deficiencies. Objective Ten A professional historic survey of the City should be encouraged to identify all significant historic resources and stimulate the appropriate use of these resources while protecting the historic value and character. fTRATIGIC PLANNING GROUP, INC.
