06-02-1987 CITY OF EDGEWATER LOCAL PLANNING AGENCY ORIGINATING MEETING June 2, 1987 City Clerk Martinez called the meeting to order at 2:10 P.M. in the City Hall conference room. ROLL CALL Connie Martinez, City Clerk /Admin. Present Terry Wadsworth, Utilities Supt. Present Ron Austin, Public Works Supt. Present (arrived late) Gerald Hartman, Consult. Engineer, ex- officio Present (arrived late) Jose Alvarez, City Attorney, ex- officio Excused Also Present: Lynne Plaskett, Planning Assistant as Staff Rep. Debbie Sigler, Recording secretary The meeting was immediately recessed to wait for the other members to arrive. Mr. Austin arrived at 2:15, Mrs. Martinez recalled the meeting to order. NEW BUSINESS: Procedures - It was agreed that this item and Meeting Dates and Times is one and the same. After much discussion it was agreed that since the Department Heads gather to meet at this exact location on the first and third Tuesdays, this agency could meet the same dates, the meeting time was set at 10:00 A.M. Comprehensive Plan Amendments (Elements) - Mrs. Plaskett passed around a listing of the elements, showing the consultants involved for each. She updated the group on the status of each element. Housing Element Contract - Mrs. Plaskett informed there is a problem with this; there has been no contact from the consultant. She is aware there have been some personnel problems with the firm presently, however she would like to salvage this contract due to the consultant's experience in this area. Mr. Hartman arrived during this discussion and at his advice, it was agreed that a phone call should be placed inquiring as to why nothing has been re- ceived. Also, a confirmation letter sent, explaining the schedule to be met and the fact that they are behind schedule. If they don't want us to go to the next bidder, they should at least explain why the delay and their intent. Land Use Report from Staff - Mrs. Plaskett reported that this has been sub- mitted to D.C.A. (Department of Community Affairs) Technical Assistance from D.C.A. - Mrs. Plaskett passed around a letter from D.C.A. and began going over the three items they are asking be included. 1. Minerals and soils must be identified: Mrs. Plaskett asked about the soil survey done by the County. Mr. Hartman suggested this survey be copied and summarized. He said she could add there is shell due to the natural features in this area. There was discussion about possibly getting information from the Department of Geology at the University of Florida in Gainesville. 2. The tabular acreage summary of land uses must include the range of density or intensity of use. Mrs. Plaskett did not give them a density tabulation or intensity study because we do not have any density requirements to go by. There was much discussion as to how this could be accomplished. Mr. Hartman commented you are talking about an expensive project; perhaps a college student could provide such a service. Mrs. Plaskett said we need decent parcel maps to use and she would like to see it done in an Atlas type form for future use. ,w rl 3. Population projects must include seasonal estimates and projections. Mrs. Plaskett said she wanted to try to accomplish this by setting up a system that will be consistant with this area. Mr. Hartman spoke on this, that this City particularly has an abnormal situation for reflecting population. He gave the name of a man in Osceola County who recently was involved in a population projection project and did an excellent job. (Jack Schanin). Mr. Austin added that Edgewater would have to be minimal seasonal. Mr. Wadsworth agreed, the mobile home parks are seasonal but this is such a small percentage. Mr. Hartman suggested researching the homestead exemptions records and Mrs. Martinez suggested the postal service may have the necessary information. Mrs. Plaskett stated the Comprehensive Plan due date is November 1,1989. Mr. Hartman mentioned money being available for public works improvements, fire and so forth. It is much more flexible. It is not that way for utilities. County Comprehensive Plan Amendment (Mosquito Lagoon) - Mrs. Plaskett said she was not prepared to discuss this subject.
