COMMUNITY CENTER MINUTES CALL TO ORDER vice Mayor Martin called the Special Meeting to order at 7:00 p.m. in the Community Center. ROLL CALL Mayor Jack HaYman Councilman Danny Hatfield Vice Mayor Louise Martin Councilman Michael Hays Councilman David Mitchum City Attorney Krista Storey City Manager George McMahon city Clerk Susan Wadsworth Police Chief Lawrence Schumaker Excused Present Present Excused Present Excused Present Present Present MEETING PURPOSE vice Mayor Martin explained the purpose of the meeting is to certify the results of the primary election held September 2, 1997, Res. 97-R-21 and to hold public hearings on the proposed millage rate of 6.44000 and Res. 97-R-22 adopting tentative budget for fiscal year 1997/98. City Clerk Wadsworth read Res. 97-R-21. She presented background information regarding the election results and absentee ballots issued. Councilman Mitchum made a motion to approve Res. 97-R-21, second by Councilman Hatfield. The motion CARRIED 3-0. City Clerk Wadsworth stated for the General Election, Myron Hammond and Louise Martin will be on the ballot. Judith Lichter's name will also appear on the ballots as well as the other candidates. Councilman Hatfield congratulated Ms. Lichter. vice Mayor Martin opened the public hearing for Res. 97-R-22. City Manager McMahon made a presentation regarding the tentative budget for FY 97/98 in the amount of $6,803,338.00. This is a decrease, over the current year budget, of $98,581.00 and a decrease in the millage rate of 6.44000 mills. Finance Director Fred Munoz went over a packet presented to Council which included the 1996 Ad Valorem Tax Profile, Where Have We Been and What Have We Done - a chronological list of some of the major projects the city has done over the past eight years, FY 97/98 expenditures, and an extract of the 97/98 budget. Mr. Munoz spoke about the population growth and construction activity in Edgewater. Mr. Munoz made a graph presentation pertaining to the financial results of the City. Mr. Munoz commented on the level of service the City provides as far as EMT services. ... "wf ~ Mr. Munoz spoke about where the City has been with the millage rate over the past few years. He went on to speak about the taxable value base, per capita taxable value, and the total taxes levied. Mr. Munoz went over a comparison between Edgewater and New Smyrna Beach. Mr. Munoz elaborated on the millage rate and taxes for FY 97/98. He went on to speak about the tentative budget for FY 97/98. City Manager McMahon spoke about the problems with the Water Plant ten years ago. He went on to speak about the sewer plant not being sized for serving the population growth in Edgewater. Mr. Munoz continued his presentation regarding the FY 97/98 tentative budget. There was a brief discussion regarding state mandated requirements and the cost to operate the Water & Sewer Plants. Mr. Munoz briefly spoke about the City newsletter and the brochure done by the Economic Development Board. vice Mayor Martin asked for citizen input. Paul Jenkins, 2029 Willow Oak Drive, spoke about tiered water rates and the 10% utility tax. He feels everyone should pay an equal rate. Mike Visconti, 316 pine Breeze Drive, feels Parks & Recreation is under budget and should get a little more money for the work they do to keep the parks and recreation alive. City Manager McMahon elaborated on the budget for Parks and Recreation being lower this year than last year because of a building that was going to be constructed on the 26-acres. Parks & Recreation Director Jack Corder presented a status report on the recreation building. This will be brought back to Council. City Manager McMahon spoke about the job reclassification plan and this being charged in the General Fund. Jake Lodico, 302 N. Riverside Drive, feels the City is doing well with taxes. He spoke about cutting back on things we don't need specifically in the Parks & Recreation Department. We don't need more, we need to take care of what we have. Vice Mayor Martin closed the public hearing. Councilman Mitchum read Res. 97-R-22. Councilman Hatfield made a motion to approve Res. 97-R-22, second by Councilman Mitchum. City Manager McMahon agreed to discuss the budget with anyone who is interested. The motion CARRIED 3-0. ADJOURNMENT There being no further business to discuss, Councilman Mitchum made a motion to adjourn.
