COMMUNITY CENTER MINUTES CALL TO ORDER Mayor Hayman called the Regular Meeting to order at 7:00 p.m. in the Community Center. PLEDGE OF ALLEGIANCE The invocation was delivered by Mayor Hayman. There was a pledge of allegiance to the Flag. APPROVAL OF MINUTES There were no minutes to be approved at this time. CITIZEN COMMENTS REGARDING AGENDA ITEMS ONLY COther than public hearings) There were no citizen comments at this time. CITY COUNCIL REPORTS Councilman Hays spoke about sexual predators. He congratulated the police for their diligence in notifying neighborhood residents of John Farrell's presence. Councilman Hays asked city Attorney Storey if the new law allowed the city to identify molesters who were convicted before the law took effect. City Attorney Storey explained the State Attorney's Office is looking into that question but she believed the law does allow those felons to be designated as sexual predators after a hearing before a judge. Councilman Hays suggested using the newsletter as a way of notifying the community of sexual molesters. He would also like to see information given out when a new resident comes into City Hall. He feels the city needs to take a proactive stance on this issue. councilman Hays spoke about cited cases recently in the news involving molesters who located in Central Florida neighborhoods and citizens were unaware of their presence. Councilman Hays' suggestion that notifications be expanded into the city newsletter and packets available to new residents gained the endorsement of his council colleagues on a 3-0 vote. councilman Hays requested assistance from the Press. Councilwoman Martin had nothing at this time. Mayor Hayman had nothing at this time. "-' ,."", PUBLIC HEARINGS. ORDINANCES AND RESOLUTIONS A. Res. 97-R-18 Declaring candidates for September 2, 1997 primary election Mayor Hayman read Res. 97-R-18. Councilman Hays made a motion to approve Res. 97-R-18, second by Councilwoman Martin. The motion CARRIED 3-0. B. Res. 97-R-19 Florida Department of Transportation utility Relocation Agreement Mayor Hayman read Res. 97-R-19. Councilwoman Martin made a motion to approve Res. 97-R-19, second by Councilman Hays. The motion CARRIED 3-0. CONSENT AGENDA A. Confirm reappointment of Glenn Barnhill as fifth member on Police Pension Plan Board of Trustees Councilman Hays made a motion to approve the Consent Agenda, second by Councilwoman Martin. The motion CARRIED 3-0. OTHER BUSINESS A. Interlocal Agreement to provide dispatching service to City of Oak Hill Councilman Hays stated Oak Hill is meeting tonight to consider whether they will even continue with the police department. Councilman Hays made a motion to table this item until they decide what they are going to do, second by Councilwoman Martin. Mayor Hayman echoed Councilman Hays' comments. The motion CARRIED 3-0. B. Approve payment for work related to maintaining, posting, and updating assessment rolls of sewer and road data base for FY 1997/98 City Attorney Storey asked that this be withdrawn from the agenda and placed on the agenda for the next meeting. Mayor Hayman stated he would have to abstain on that because of the potential conflict of interest because of his business relationship with the owner. Mayor Hayman stated this would be continued until the next meeting. c. Canceling or rescheduling regular meeting of Monday, September 1, 1997r due to Labor Day holiday Councilman Hays made a motion to cancel the meeting scheduled for Monday, September 1st. If there is any urgent business to take care of a special meeting could be scheduled. Councilwoman Martin seconded the motion. The motion CARRIED 3-0. GENERAL CITIZEN COMMENTS/CORRESPONDENCE There were no citizen comments at this time. Page -2- Council Regular Meeting August 4, 1997 '-' ..., OFFICER REPORTS City Manager McMahon commented on a letter he sent to Mr. Henry regarding the Southeast Volusia County utility services. Mayor Hayman feels they are seriously considering the City's proposal. City Manager McMahon stated he would like to confirm that but he doesn't know if they are seriously considering it or if they are going to ask more questions. City Attorney Storey had nothing at this time. City Clerk Wadsworth had nothing at this time. ADJOURNMENT There being no further business to discuss, Councilman Hays moved to adjourn.
