CALL TO ORDER:
Mayor Jack Hayman called a Special Meeting of the city council to
order at 7:01 p.m. in the Community Center

Statement of Meetinq Purpose by the Mavor
Mayor Hayman explained the purpose of the meeting is to determine
the city's participation in the Volusia city-county Water Supply
Cooperative.
City Manager McMahon gave an update on the meeting of the Water
Co-op he attended that morning.
city Manager McMahon explained Volusia County will have to come
up with a plan in each of the fourteen cities. He gave estimates
some of these cities will have to pay to renew their consumptive
use permits.
city Manager McMahon went on to explain whether we are in the
Water Co-op or not we will be faced with the cost and necessity
to take care of this matter. He explained the Water Co-op would
like to develop a well monitoring and consumptive use permit
system process. The interconnect is one of the most important
aspects of doing anything with the water management authority.
city Manager McMahon listed the things the Water Co-op can and
can not do. He explained in order to be eligible for any grant
funds, the Water Co-op or any entity has to be able to provide
matching funds. He mentioned the City's assessment with the
offset in the future will be included in the Water Co-op's over
water resource management plan.
City Manager McMahon listed the objectives of the Water Co-op
this year. He stated our assessment for the next fiscal year
based on their budget would be $14,702.00 which buys membership
for the planning effort and objectives of the Water Co-op.
City Manager McMahon listed the Water Co-op administrative costs
and membership fees that would need to be paid by each city.
city Manager McMahon recommended staying with the Water Co-op.
Mayor Hayman spoke of the Mission Statement. He spoke about the
goals and objectives and short and long range programs.
Mayor Hayman spoke about Water Co-op meetings he has attended.
He feels the Water Co-op has a direction and a commitment to
participating members and they are being looked at closely by the
st. Johns River Water Management District.

City Manager McMahon stated New Smyrna, Port Orange and Holly
Hill have committed to the Water Co-op. He explained Ormond has
not made any commitment but they are against the reuse plan.
Council~an Mitchum asked about Deland and Orange City.
Mayor Hayman stated they are looking at the direction the Water
Co-op is taking. He stated Deltona is very interested and
smaller communities in that area are also looking into this.
Councilman Mitchum was concerned with whether or not this would
be a good investment in the future. Mayor Hayman elaborated on
this.
Councilman Mitchum asked what connection does us getting the
consumptive use permit have to do with the Water Co-op. City
Manager McMahon explained the actual permitting and obtaining the
permits would be the responsibility of the Water Co-op.
There was some discussion on consumptive use permits and fees.
utilities Director Terry Wadsworth explained the length of
consumptive use permits and the permitting process.
Councilman Hays expressed his concerns with building another
administrative level of government to administer money. Mr.
Wadsworth explained their intentions are to act as a technical
consultant rather than as a another bureaucratic layer.
There was some discussion on grants.
Mayor Hayman spoke in favor of supporting the Water Co-op.
Councilman Jones feels the Water Co-op has the right ideas about
what we have to do protecting our water source for the whole
county. He would like to see this in writing.
Councilwoman Martin doesn't feel people should pay taxes for this
if we aren't going to get our moneys worth. She feels this is
not a true picture.
Councilman Jones feels we should look to the future and stay in
the Water Co-op.
Councilman Mitchum feels we have almost created a job for Mr.
Feaster. He stated he is going to go along with this for this
year. We have got to make progress next year. He feels this is
an investment in the future.
City Manager McMahon asked Council to consider what they will be
looking at in the future.
Councilman Jones feels by staying in the Water Co-op, the City
will show a signal to other communities to bond together. He
feels we all need to cooperate.
Councilman Hays stated he can not support this.
Don Masso, 317 pine Breeze Drive, questioned the main goal of the
Water Co-op being establishing a raw water interconnect plan. He
asked why this is so critical which city Manager McMahon
explained for him.
Councilman Mitchum made a motion to go along with funding the Co-
op for this year, seconded by Councilman Jones. The motion
CARRIED 3-2. Councilman Hays and Councilwoman Martin voted NO.

ADJOURNMENT
There being no further business to discuss, Councilman Jones made
a motion to adjourn, seconded by Councilman Mitchum. The meeting
adjourned at 8:07 p.m.
