01-04-1993 - Regular ~ w ~ CITY COUNCIL OF EDGEWATER JANUARY 4, 1993 REGULAR MEETING COMMUNITY CENTER MINUTES CALL TO ORDER: Mayor Jack Hayman called the meeting to order at 7:00 p.m. in the Community Center. PLEDGE OF ALLEGIANCE The invocation was delivered by Reverend Harvey Hardin, retired from the Edgewater united Methodist Church. There was a pledge of allegiance to the Flag. APPROVAL OF MINUTES There were no minutes to approve at this time. CITIZEN COMMENTS Monte McMullen, 502 Halyard Circle, Edgewater Landing, spoke about the proposed Massey Annexation. CONSENT AGENDA There was no consent agenda at this time. NEW BUSINESS A. Appointino member to Library Board due to expiration of term of Mary Rice Councilwoman Martin made a motion to reappoint Mary Rice, seconded by Councilman Hays. The motion CARRIED 5-0. B. Appointino member to citizen Code Enforcement Board to replace Aimee Mason Councilman Hays made a motion to appoint Frank Roberts, seconded by Councilman Mitchum. The motion CARRIED 5-0. C. Cancelling to Reschedulino City Council reqular meetings for January 18, 1993, and February 15, 1993 due to national holidays (Martin Luther Kino Day and Presidents Day) Councilwoman Martin made a motion to reschedule the January 18, 1993 meeting to January 25, 1993 and reschedule the February 15, 1993 meeting to February 22, 1993, seconded by Councilman Mitchum. Res. 93-R-02 providinq that the 25% absence requirement shall not apply to boards. committees. and aqencies which meet less than 5 times a year Mayor HaYman stated this is a resolution that has been brought back due to a problem with the Library Board. Mayor Hayman read Resolution 93-R-02. Councilwoman Martin made a motion to accept Res. 93-R-02, seconded by Councilman Hays. The motion CARRIED 5-0. SECOND READING: (PUBLIC HEARING) There were no items brought before Council for a second reading. UNFINISHED BUSINESS A. Joe Martin. Industrial Development Board Chairman. re: tax credits for community revitalization - the community contribution tax incentive proqram to facilitate development of PID zone Mr. Martin gave a presentation on tax credits for community revitalization. Mr. Martin answered questions asked by Council. Councilwoman Martin stated she feels this is headed in the right direction. Mr. Martin continued answering questions asked by Council. Mayor Hayman stated before they go into any studies or proposals, the City needs to develop an idea of just what the PID should be. He stated it will be approximately 30 - 60 days before Council and the citizens will be able to give feedback of where they want to go with Industrial Development in the community. There was further discussion between Mr. Martin and Council. COUNCIL/OFFICER REPORTS city Attorney City Attorney Krista Storey had nothing to report at this time. city Manager City Manager George McMahon had nothing to report at this time. Councilman Hays wished everyone a Happy New Year. Councilman Mitchum Councilman Mitchum wished everyone a Happy New Year. Mayor Hayman Mayor Hayman wished everyone a Happy New Year. Councilman Jones Councilman Jones wished everyone a good holiday. Councilman Jones asked the representative from the Beach Trust Commission be invited to a Council meeting. Councilman Jones asked that a copy of the Beach Trust Commission's by-laws be obtained. Mayor Hayman stated our member on the Beach Trust Commission is happy where he is and has withdrawn his request to be replaced. Mayor Hayman stated he would request the city Clerk invite Mr. McIntosh to next meeting to give a presentation on the Beach Trust Commission. Councilwoman Martin Councilwoman Martin stated she also feels they need to look at the idea of forming a committee or agency on the PID. Councilwoman Martin wished everyone a Happy New Year.
