COMMUNITY CENTER MINUTES CALL TO ORDER: vice Mayor Louise Martin called the Regular Meeting to order at 7:00 p.m. in the community Center. Mayor Kelly Barrett read the proclamation for Indian River Elementary. INVOCATION. PLEDGE OF ALLEGIANCE Due to Reverend Dr. Sharp, Christian Life Center, not being present, there was a silent invocation. There was a pledge of allegiance to the Flag. '-' ...", vice Mayor Martin presented the students with certificates. City Manager McMahon thanked the children for their participation in Florida City Government Day. APPROVAL OF MINUTES: There were no minutes to be approved. CITIZEN COMMENTS REGARDING AGENDA ITEMS ONLY (Other than public hearings) There were no citizen comments at this time. CITY COUNCIL REPORTS Mayor Hayman Mayor Hayman was excused. Councilman Hatfield Councilman Hatfield had nothing at this time. vice Mayor Martin vice Mayor Martin had nothing at this time. Councilman Hays Councilman Hays asked for input regarding door to door solicitation which would be coming before Council at the next meeting. Councilman Hays spoke about the children soliciting and being dropped off in the City with no adult supervision. Councilman Mitchum Councilman Mitchum had nothing at this time. PUBLIC HEARINGS. ORDINANCES AND RESOLUTIONS A. Public hearing re: proposed settlement of Pusdrofski v. City of Edgewater vice Mayor Martin opened the public hearing. vice Mayor Martin explained the proposed settlement proceedings. city Attorney storey presented the background regarding this case. A settlement in the amount of $8,500 has been agreed upon. She recommended Council go with staff's recommendation to approve this settlement amount. vice Mayor Martin closed the public hearing Councilman Hays moved for approve, second by Councilman Hatfield. The motion CARRIED 4-0. B. Res. 95-R-25 Conveying congratulations to City of Oak Hill for "Florida Rural community of the Year for 1995" award vice Mayor Martin read Res. 95-R-25. Councilman Mitchum made a motion to approve Res. 95-R-25, second by Councilman Hays. The motion CARRIED 4-0. Page -2- Council Regular Meeting November 20, 1995 '-" 'W CONSENT AGENDA A. Memorandums of Agreement with Supervisor of Elections for polling places for March 12, 1996, Presidential Preference Primary B. Workers Compensation - Florida Municipal Insurers Fund Large Member Agreement C. Certificate as to public meetings regarding capital improvement bonds, Series 1995B for Florida Shores Roadway Improvement Project D. Coronado Paint Company's request for Old County Road water line upsizing costs and declaring extension to be impact fee eligible. vice Mayor Martin read the consent agenda. Councilman Mitchum made a motion to approve the consent agenda, second by Councilman Hatfield. The motion CARRIED 4-0. OTHER BUSINESS A. Status report of road improvement project by City Engineer Kyle Fegley City Engineer Fegley spoke about his experience with his students for the Florida City Government Day. City Engineer Fegley presented the status update on the road improvement project. B. Request for donation for Project Graduation Daniel Lewis, 2307 Vista Palm Drive, spoke on behalf of Project Graduation. There was some discussion as to the amount donated last year. Councilman Mitchum made a motion to donate $500, second by Councilman Hatfield. Councilman Hays stated this is something the kids look forward to and it is a great project. The motion CARRIED 4-0. C. Appointment to Beautification and Tree Committee due to resignation of Connie Newcomb Due to there being no applications on file, Councilman Hatfield made a recommendation to appoint Daniel Lewis, who originally applied to serve on the LDRA, who he spoke to earlier and Mr. Lewis is interested. Councilman Hatfield made a motion to appoint Daniel Lewis to the Beautification & Tree Committee, second by Councilman Hays. The motion CARRIED 4-0. D. Marcia Depew's request to discuss off site sign for Sunshine House on existing sign Marcia Depew, 1212 Bond Street, made a presentation regarding her request. Page -3- Council Regular Meeting November 20, 1995 'w" ,.., City Manager McMahon spoke on behalf of Community Development Director Mark Karet who could not be present at the meeting. His recommendation is against this because the current ordinance does not allow off-site signs. City Manager McMahon asked for Council's permission to have staff work on a sign ordinance and come back to Council. He commented on the existing sign ordinance. City Attorney storey further commented on off-site signs. She advised Council to take compliance with the City ordinance. Ms. Depew commented on a situation with the Little Explorers Day Care being the same as her situation. City Attorney Storey elaborated on Ms. Depew's comments. She commented on off-site signs and copy signs. Councilman Hays stated all he had in his packet is the letter requesting to be put on the agenda. He would like the opportunity to speak with Mr. Karet and staff and get more information on this matter. Councilman Hays requested this be tabled until he receives more information. City Manager McMahon again requested Council direct staff to work out a workable sign ordinance for their consideration. Councilman Hatfield asked how soon it would be before they see an ordinance on this. City Attorney Storey commented on the draft that is in circulation. She explained they will basically be starting from scratch. Councilman Hatfield couldn't see tabling something for three to six months. Councilman Hays explained he was talking about Ms. Depew's request. Councilman Hays moved that this be tabled until he receives more information, second by Councilman Hatfield. The motion CARRIED 4-0. GENERAL CITIZEN COMMENTS/CORRESPONDENCE There were no citizen comments at this time. OFFICER REPORTS City Attorney City Attorney Storey had nothing at this time. City Manager City Manager McMahon spoke about his meeting with the Beautification & Tree Committee. He spoke about the Committee requiring funding that is not in the budget but maybe some assistance could be provided after the 1st of the year. City Clerk City Clerk Wadsworth had nothing at this time.
