05-14-2009 CITY OF EDGEWATER RECREATION /CULTURAL SERVICES BOARD MAY 14, 2009 6:30 PM LEISURE SERVICES OFFICE 1108 S. RIDGEWOOD AVENUE MINUTES ROLL CALL /CALL TO ORDER Mr. Tipton called the meeting to order. Members present were, Debra Sopko, Mike Visconti, and Tom Tipton. Joe Fishback was absent. Also present was Jack Corder, Director of Leisure Services. APPROVAL OF MINUTES Mr. Visconti made a motion to approve the Minutes of the November 13, 2008 meeting and Mrs. Sopko seconded. Motion CARRIED 3 -0. OLD BUSINESS There was no old business under discussion. NEW BUSINESS Election of Chairman and Vice Chairman Mr. Visconti opened the nominations and made a Motion to retain Tom Tipton as the Chairman, Seconded by Mrs. Sopko. There being no other nominations, Mr. Tipton was retained as Chairman for another year by a 3 -0 vote. Mrs. Sopko opened the nominations and made a Motion to retain Mike Visconti as the Vice Chairman, Seconded by Mr. Tipton. There being no other nominations, Mr. Visconti was retained as Vice Chairman by a 3 -0 vote. Change to By -Laws The Board discussed the changes to the by -laws which include changing the membership from 7 members to 5 members, with a quorum being 3 members. Changes also to include providing a recommendation to Council for board vacancies and re- appointments with current applications accompanying the request. Another change is a deletion in the Powers and Duties, regarding historical preservation. It was also noted to change an error that states the Board meets monthly; it was changed years ago to bi- monthly. Mrs. Sopko made a Motion to approve the changes to the by laws ( including the error in monthly meetings to be corrected) and to submit to the Council for final approval. Mr. Visconti Seconded the motion and it CARRIED 3 -0. Recreation/Cultural Services Bd. May 14, 2009 Minutes 1 Department Operations Update Mr. Corder stated the Animal Shelter is complete and running full scale with 60 cats and 15 dogs. The Kennedy Park project, he said, is 99% complete and will be open for Memorial Day weekend. The Little League program, run by the Southeast Volusia Little League is running strong with no major problems, and 300 kids participating. The YMCA soccer program has 220 kids signed up. Also, new coming to the area is a football program, run by the Volusia Jaguar American Youth Football Association. Our participation would be help with sign ups and fields. The next project to finish is the amphitheater roof and hoped to get a design build done on that soon. Also in the future he is hoping to get a dog park in the city. He stated the City is looking to change the ordinance to allow dogs in the riverside parks ( not the parks with high volume and more interaction, such as Rotary or Whistle Stop), provided the animals were on leashes and being picked up after. The Board discussed this and wished to recommend to Council their approval of this idea. Mrs. Sopko made a Motion that the Board recommends the approval of changing the ordinance to allow dogs in designated parks, if on a leash and they are picked up after. Mr. Visconti Seconded the motion and it CARRIED 3 -0. ADJOURNMENT There being no further business, Mrs Sopko made a motion to adjourn, seconded by Mr. Visconti. Motion CARRIED 3 -0.
