SPECIAL MEETING WITH POLICE PENSION BOARD
MARCH 8, 1989
MINUTES
Mayor Mitchum called the meeting to order at 7:00 P.M. in the Community
Center. He stated the purpose was to meet with the Police Pension Board
at their request.

Mayor Mitchum called a short recess to await Ms. Floyd's arrival. Mrs. Floyd
arrived at the meeting at 7:05 P.M. Mayor Mitchum called the meeting back to
order at 7:06 P.M.
Mrs. Swiney stated that they wanted to know their actual responsibilities and
authority and powers. She expressed concern in the event there were not a
pension plan established by the municipality. She asked if the first portion
of the Statutes, page 1032, takes precedence since the City has a plan. Mr.
Powers agreed.
Mrs. Swiney stated they'd discussed some things that would require changes to
the pension plan. She asked if the changes have to be originated and approved
by the City Council. Mr. Powers replied that the City Council approves but the
Board can originate it. Mrs. Swiney explained it was things relating to retire-
ment age and other items.
Mrs. Swiney stated their biggest question was what they're charged with and
who they'll answer to as she understands the placing of money is the sole
responsibility of the Board which is a heavy responsibility. She asked if the
information due March 15th is in place as it was late last year and it could
jeopardize the 1%. She added that Karen Ricke1man handled it last year and it
didn't meet the deadline to submit it to the Department of Insurance.
Mrs. Swiney pointed out that the regular employees made some changes to their
plan and they'd asked to delay implementation of changes to their plan pending
a review but it hasn't been done yet and it's still old business to be resolved.
She said they'd asked for proposals to be submitted by other agencies. Lt.
Britain stated that the agent of record hasn't been as useful to them as they
felt he should be. Councilman Hatfield asked who the agent of record is and
Lt. Britain replied Jack Ascher1, and they're trying to set up a meeting.
Mrs. Swiney stated that they'll have a meeting in the next 2 weeks or so and
he'd asked for the delay to have the latest actuarial figures from Principal.
She said they left on the table some important items the rest of the employees
implemented and they made a motion that any action be made retroactive to the
date the other employees avail themselves of the change. Lt. Britain stated
that Sgt. Westfall, the PBA representative, is looking into some things and the
general consensus of the officers is not to jump on something but to look at
plans for other cities and get other people that are knowledgeable in the
business and getting union input. Mrs. Swiney expressed concern that they're
passing up an enhancement to the plan and it's been tabled such a long time.
She suggested the Board's secretary research the minutes to see when it was
tabled.
