SPECIAL MEETING
SEPTEMBER 6, 1989
MINUTES
Mayor Mitchum called the meeting to order at 7:00 p.m. in the Community Center.
He stated the purchase was for the following: 1) To hold public hearing on
millage rate; 2) To hold public hearing on FY 1989-90 City budget as advertised;
3) To introduce Ord. 89-0-25 re: FY 1989-90; and 4) To introduce Ord. 89-0-26
re: refuse rate increases.

Mayor Mitchum requested a motion to go from the special meeting to a public
hearing. Councilman Fish so moved. Councilman Hatfield seconded the motion.
Motion CARRIED 5-0.
To hold public hearino on millaoe rate - City Attorney Alvarez read this
Resolution. RES. 89-R-65 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, ADOPTING A CERTIFIED MILLAGE RATE OF 4.8900 MILLS PER
$1,000.00 ASSESSED VALUATION FOR THE CITY OF EDGEWATER, FLORIDA, FOR THE FISCAL
YEAR 1989-1990, WHICH REPRESENTS A ONE AND ONE HALF PERCENT DECREASE FROM THE
ROLLED BACK RATE OF 4.9647; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND
PROVIDING FOR AN EFFECTIVE DATE. Mr. Johnson stated they notified the County
it would be 5.300, and in working with budget, it was reduced to 4.8900 and they
went below the rolled back rate because of the trash going out of the general
fund and going to the refuse account. Mayor Mitchum asked for audience comments
on the millage rate. There were no comments.
To hold public hearinq on FY 1989-90 City budoet as advertised - Mr. Johnson
stated the General Fund budget total is $4,459,178. He read the totals for the
various funds: City Council - $69,485; City Manager - $119,764; Finance -
$198,795; City Clerk - $204,827; Legal Counsel - $54,050; Planning & Development
$201,261; Other Governmental Services - $149,881; Law Enforcement - $1,329,369;
Fire & Rescue - $376,040; Building - $154,145; Civil Defense - $3,661; Public
Works - $671,765; Special Road Maintenance - $63,070; Library - $3,915; Parks
& Recreation - $623,005; Special Recreation Facilities - $41,072; Maintenance
$78,256; Engineer - $76,817; and Debt Service & Transfers out - $140,000. He
stated the water-wastewater fund total is $2,450,747, refuse total is $962,857,
stormwater utility fund which will be adopted later total is $325,443; and
Internal Service - Self Insurance Fund total is $307,000. He stated he will
respond to any questions about specific accounts. Mayor Mitchum asked for
questions on the budget from the audience. There were none.
Mayor Mitchum requested a mot ion to go from the public hearing back to the
special meeting. Councilman Gold so moved. Councilman Fish seconded the motion.
Motion CARRIED 5-0.
Millaoe rate - Councilman Fish moved they set the millage rate at 4.8900 per
thousand dollars of assessed valuation. Councilman Gold seconded the motion.

To introduce Ord. 89-0-25 re: FY 1989-90 budoet - City Attorney Alvarez read this
Ordinance. ORD. 89-0-25 - AN ORDINANCE SETTING A FINAL BUDGET AND APPROPRIATING
REVENUES TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, FOR
THE FISCAL YEAR BEGINNING OCTOBER 1, 1989, AND ENDING SEPTEMBER 30, 1990, SETTING
FORTH REVENUES AND EXPENDITURES OF THE GENERAL FUND AND VARIOUS ITEMS THEREOF;
THE WATER AND WASTEWATER FUND; THE REFUSE COLLECTION FUND; THE STORMWATER MANAGE-
MENT FUND; AND THE INTERNAL SERVICE/SELF-INSURANCE FUND; SHOWING A MORE DETAILED
BREAKDOWN BY "EXHIBIT A"; REPEALING ALL ORDINANCES OR RESOLUTIONS IN CONFLICT
HEREWITH; CONTAINING A SEVERABILITY CLAUSE, PROVIDING FOR PUBLICATION OF THIS
ORDINANCE, AND PROVIDING FOR AN EFFECTIVE DATE. He stated this is first reading.

Counc ilman Fish moved they adopt Ord i nance 89-0-25. Counc ilwoman Benn ington
seconded the motion. Motion CARRIED 5-0.
To introduce Ord. 89-0-26 re: refuse rate increases - City Attorney Alvarez read
this ordinance. ORD. 89-0-26 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, AMENDING SECTION 19-63 "SERVICE CHARGES AND RATES" (1),(2),
(3),(4),AND (5) OF THE CODE OF ORDINANCES OF THE CITY OF EDGEWATER, FLORIDA, BY
INCREASING THE FEES FOR GARBAGE AND TRASH COLLECTION BY THREE DOLLARS ($3.00)
PER UNIT PER RESIDENCE, MULTIPLE DWELLING, BUSINESS OR COMMERCIAL, PROFESSIONAL
AND TRAILER PARK; CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE AND
PROVIDING FOR AN EFFECTIVE DATE. Councilman Hatfield moved they adopt Ordinance
89-0-26. Councilwoman Bennington seconded the motion, and explained the news-
paper article was a little confusing because the increase would be $3.00 and it's
$7.00 now, which includes a 50 cents charge. Mr. Johnson further explained the
50 cents was a separate ordinance adopted some time ago to set 50 cents aside
for purchase of equipment for the Sanitation Department. Councilwoman Bennington
stated the new rate will be $10.00. Mr. Johnson agreed. Motion CARRIED 5-0.
Mr. Johnson announced the final hearings on the budg t will be at 7 p.m. on
September 20th along with the two ordinances and res ution.
Mayor Mitchum requested a motion to adjourn. Councilman Hatfield so moved.
Councilman Fish seconded the motion. Meeting was adjourned at 7:12 p.m.
