PUBLIC HEARING AND SPECIAL MEETING
SEPTEMBER 20, 1989
MINUTES
Mayor Mitchum called the meeting to order at 7:00 p.m. in the Community Center.
He stated the purpose was for public hearings on Resolution 89-R-65 on the
millage rate; second and final reading of Ordinance 89-0-25 on the FY-1989-90
budget; and second and final reading of Ordinance 89-0-26 on the refuse rate
increases; plus action on the resolution and two ordinances.

Mayor Mitchum requested a motion to go from the meeting to the public hearing.
Councilman Hatfield so moved. Councilman Gold seconded the motion. Motion
CARRIED 5-0.
Res. No. 89-R-65 re: millage rate - City Attorney Alvarez read this Resolution.
RES. 89-R-65 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER,
FLORIDA, ADOPTING A CERTIFIED MILLAGE RATE OF 4.8900 MILLS PER $1,000.00 ASSESSED
VALUATION FOR THE CITY OF EDGEWATER, FLORIDA, THE FISCAL YEAR 1989-1990, WHICH
REPRESENTS A ONE AND ONE HALF PERCENT DECREASE FROM THE ROLLED BACK RATE OF
4.9647; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN
EFFECTIVE DATE.
Second and final reading of FY 1988-90 budget Ordinance No. 89-0-25 - City
Attorney Alvarez read this Ordinance. ORD. 89-0-25 - AN ORDINANCE SETTING A
FINAL BUDGET AND APPROPRIATING REVENUES TO BE COLLECTED FOR THE CITY OF EDGE-
WATER, VOLUSIA COUNTY, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1989,
AND ENDING SEPTEMBER 30, 1990, SETTING FORTH REVENUES AND EXPENDITURES OF THE
GENERAL FUND AND VARIOUS ITEMS THEREOF; THE WATER AND WASTEWATER FUND; THE REFUSE
COLLECTION FUND; THE STORMWATER MANAGEMENT FUND; AND THE INTERNAL SERVICE/SELF-
INSURANCE FUND; SHOWING A MORE DETAILED BREAKDOWN BY "EXHIBIT A"; REPEALING ALL
ORDINANCES OR RESOLUTIONS IN CONFLICT HEREWITH; CONTAINING A SEVERABILITY CLAUSE,

Second and final reading of Ordinance No. 89-0-26 re: refuse rate increases -
City Attorney Alvarez read this Ordinance. ORD. 89-0-26 - AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AMENDING SECTION 19-63 "SERVICE
CHARGES AND RATES" (1), (2), (3), (4), AND (5) OF THE CODE OF ORDINANCES OF THE CITY
OF EDGEWATER, FLORIDA, BY INCREASING THE FEES FOR GARBAGE AND TRASH COLLECTION
BY THREE DOLLARS ($3.00) PER UNIT FOR RESIDENCES, MULTIPLE DWELLING, BUSINESS
OR COMMERCIAL, PROFESSIONAL AND TRAILER PARK; CONTAINING A REPEALER PROVISION,
A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Alvarez stated these are second and final readings.
Mayor Mitchum requested audience comments on Res. 89-R-65 on the millage rate.
Georoe Ewino, 2923 Royal Palm, questioned if the hearing had been advertised
in the papers since there was a low public turnout. Mayor Mitchum replied it
was a legal ad. Mr. Ewing asked if Council had seen the budget before the last
meeting or if they'd discussed it amongst themselves before the September 6th
meeting. Mr. Johnson replied they had an advertised workshop at 7 pm until 10
pm in the Library. Mr. Ewing asked why the people who come up under Citizen
Comments never hear answers to their questions. Mayor Mitchum pointed out this
is a hearing on the millage rate. Mr. Ewing stated no citizen had a chance to
speak at the last meeting on the budget and that was the first they'd seen the
budget. Mayor Mitchum clarified citizens were allowed to speak and it was a
public hearing. Mr. Ewing stated they didn't get the budget until that time and
it was posted only one or two days before that. City Clerk Wadsworth stated it
was two weeks. Councilman Fish explained they had a workshop.

James Hatfield, 236 Old County Road, stated the budget is 25% increased over last
year and his appraisal on his property went up almost $40,000 this year which
reflects the millage. He suggested they reduce the millage by 25%. He pointed
out they're starting $3.00 for the trash and $3.00 for the wastewater site. He
said held gone to the County and they told him the City does it. He added that
$2.3 million in addition to the City's expenditures is too high.

Georqe Ewinq stated he sometimes doesn't feel the Council is trying to help the
citizens. He also stated the $623,000 budget for Parks and Recreation is way
out of line and is 14% of the budget for the City. He quoted the figures for
1987 of 7.25%/ plus subsequent years. He pointed out they took maintenance from
that budget which is $41/000/ and the bike paths were not included. He suggested
they could take some of the recreation money out and use it to avoid the $3.00
extra they have to pay. Mr. Johnson explained the recreation impact fees are
collected for capital improvements for recreation. He added the $32/000 is a
grant from Ponce Inlet Port Authority, and the revenue page shows machine revenue
items for that. There was lengthy discussion regarding the transfer of funds
from recreation to other accounts. Mr. Johnson and Mayor Mitchum clarified the
money from the recreation impact fees could not be used for anything other than
development of parks and land acquisition. Mr. Johnson noted it would be used
for Whistle Stop Park development. Mr. Ewing questioned the number of people
using that park. Discussion followed regarding the usage at that location. Mr.
Ewing stated it won't benefit senior citizens, and this is a senior citizen
community. Mr. Johnson and Mayor Mitchum disagreed with Mr. Ewing1s statement.
Mr. Ewing asked that they reduce the millage rate and think about the $300,000
and the citizens of Edgewater as he hasn't heard one constructive thing Council
has done except talking about the CIP. He asked what Council has done to benefit
the citizens of Edgewater.
Galen McClain, 3119 Queen Palm Drive, stated he objects to money for birthday
flowers. Mayor Mitchum explained itls for senior citizens that are over age 90.
Mr. McClain asked about the $4/500 for the employee gift certificates when some
City taxpayers don't have money to buy health insurance for themselves and their
families. He stated that Project Graduation is a booze-free activity but he
thinks they should put the money in a scholarship fund for a vocational or
technical training scholarship so students will be better prepared for the work
place and life after graduation. He said they shouldn't use taxpayers money for
the $250 for the Veterans of Foreign Wars. He stated the $5,000 for the Chamber
of Commerce should come from private industries and businesses that support it
rather than asking Edgewater's taxpayers to help support it.
James Hatfield, 236 Old County Road, stated this is a 25% inflation budget and
it could be cut down. He said held like to leave something behind rather than
just the debt that will run for years. He said some people are very disturbed
with rumors about the CIP and how it will be financed. He asked that they go
over the figures because there are things they donlt need and can do without.
He referred to the size of the recreation budget and the volunteers who ran a
program in a small town where he came from.
Second and final reading of Ordinance No. 89-0-26 re: refuse rate increases -
Mayor Mitchum asked for audience comments. There were none.
Mayor Mitchum requested a motion to go from the public hearing to the special
meeting. Councilman Hatfield so moved. Councilman Gold seconded the motion.
Motion CARRIED 5-0.
Action on Resolution No. 89-R-65 re: millage rate
Councilman Hatfield moved they accept Resolution 89-R-65.
Bennington seconded the motion. Motion CARRIED 5-0.
Action on Ord. 89-0-25 re: FY 1989-90 budget
Councilman Fish moved they accept 89-0-25. Councilwoman Bennington seconded the
motion. Motion CARRIED 5-0.
