COMMUNITY CENTER MINUTES CALL TO ORDER Mayor Schmidt called the Regular Meeting to order at 7:00 p.m. in the Community Center. Regular Meetinq of April 2. 2001 Councilwoman Lichter moved to approve the April 2, 2001 minutes, second by Councilwoman Rhodes. The motion CARRIED ~-o. B. Reqular Meetinq of April 16. 2001 councilwoman Rhodes moved to approve the April 16, 2001 minutes, second by Councilwoman Lichter. The motion CARRIED 5-0. PRESENTATIONS IPROCLAMATIONS/PLAOUES ICERTIFICATES/DONATIO NS A. Certificate of recoqnition presented to Lara Clevenqer. Erica Peterson. Justin Sikes and Tara White for encouraqinq community service bY youth Mayor Schmidt presented certificates to Lara Clevenger, Erica Peterson, Justin Sikes and Tara White and read a paragraph from the Prudential Spirit of Community Initiative - 2001 Northeast Florida Honorees regarding each student. B. Presentation of YMCA swimminq pool desiqn by David Dewkett David Dewkett, YMCA, made a presentation, including slides, regarding the swimming pool design for the YMCA. They are hoping to start construction in July with completion at the end of this year. councilwoman Lichter asked if there is an area where they can do laps or swim. Mr. Dewkett commented on the four-lane area for lap swimming. He further commented on the way the pool is designed for adults as well as children. Mayor Schmidt asked to move Item 8B - YMCA swimming Pool Design - approval of proposed swimming pool design up on the agenda. There were no further Council comments. A lady in the audience asked how many people the pool will accommodate. Mr. Dewkett stated 120 people to the capacity. ~ ....., A gentleman in the audience asked if it would be heated. Mr. Dewkett stated yes, year round. councilman Brown moved for approval, second by Councilman vincenzi. The motion CARRIED 5-0. CITIZEN COMMENTS Pat Card, 3019 willow Oak Drive, thanked the Council for listening when their constituents bring things to them that concern them. They needed to address the salary issue and they did. He feels we have a great organization in public safety in this community. He spoke about the Police Department and Fire Department being outstanding. He was surprised not to see any stories in the paper of the Fire Department's plan for the 4th of July fireworks. He hopes the Council will want to be certain that the plan for this event is provided in a public forum and that it is a detailed plan. He commented on the large turnout. He spoke about the impact to the residents that live along the river. He stated he is here because this discussion always seems to occur after the event. The problems are property damage, safety issues, sanitation problems, privacy issues and issues of near rage by a few who do not respect the privacy and property rights of the residents along Riverside Drive. He further spoke about parking problems and trash. He feels the other cities should come out and help with policing, safety, medical and sanitation personnel. The people of Riverside Drive and some of the rest of them will hold this Council and the Mayor responsible for the event. He urged the Council to get in front of the problem and have a detailed report provided in a public meeting. Councilman Brown feels this is something that could be addressed at the Joint Meeting they are going to have with New Smyrna, Port Orange and Oak Hill. City Manager Hooper stated the two Chiefs have been meeting and they have talked to the property owner of a large parcel that is vacant on U.S. #1 and Park Avenue of places to park. We are bringing in our own CAPS program to help with the traffic. New Smyrna's City Manager has expressed they are willing to move officers here. He agreed to put this in print. Councilwoman Rhodes stated there is parking at the church too. Councilwoman Lichter suggested using a relay system to get people from there to here. She feels there is a handicap problem with people getting here. She suggested possibly Votran helping for people that need transportation. city Manager Hooper agreed to look into that. Mayor Schmidt spoke about the lighting situation between Menard Park and Kennedy Park. He also spoke about there not being enough trash barrels between the parks. He further commented on the people that come to Edgewater should be responsible. He feels along the river is the best place for the fireworks. There was further discussion regarding parking being a problem. Mayor Schmidt feels they can have plan in writing that everybody sees. councilwoman Rhodes spoke about having a church van and one of their drivers shuttling people to the fireworks. JoAnne Heeb, 115 N. Riverside Drive, spoke about people speeding on Riverside Drive and school buses that use Riverside Drive to avoid U.S. #1, which also exceed the 25 mile per hour speed limit. She spoke with the transportation department of the school system and was told the buses are not allowed to make left hand turns on a major highway and yet she has seen them do so. She recommended the Council do a traffic survey to determine if stop signs or a feasible method, would eliminate the speeding to reduce the risk of accidents or road rage occurring. Page -2- Council Regular Meeting May 7, 2001 ~ ..., Councilwoman Rhodes asked the Police Chief about the Smart Cart and if he is finding this to be an issue. Police Chief stated yes they have. They have placed the Smart Cart along Riverside Drive and the volume is considerably high. He spoke about the speeding problem starting back up when they leave the area. He would like to go back into that area and take a few more traffic surveys and come back to the Council on some traffic recommendations. Mike visconti, 316 pine Breeze Drive, suggested closing off Riverside Drive north and south during the fireworks and have barricades along all the streets that are along Riverside Drive. He commented on the great job 911 is doing. He spoke about their professionalism and their attitude. He feels Bert Fish Medical Center is discriminating against our people because they do not take Humana or a different insurance plan. When they have an emergency they have to go to Halifax. He wondered if somehow the City or someone could see what is going on. Mr. Visconti went on to speak about the traffic going down pine Breeze Drive and the children using the skateboard park using pine Breeze Drive and Meadow Lake Drive to get to Burger King and Publix. He spoke about the road coming into to Whistle stop Park from 30th Street and 28th Street and there being posts that stop you from going through. He feels they have lost their privacy in Meadow Lake, which is why they moved there. He stated they spoke about trying to get from 28th Street to U.S. #1, building a road from 28th Street along Whistle stop Park and building a sidewalk from 28th Street to 30th Street but he hasn't heard anything about it. His concern is they have lost their privacy in Meadow Lake. He asked the Council, Mayor and city Manager to see what can be done to get their privacy back. Councilwoman Lichter spoke about city Manager Hooper and herself meeting with the Board of Directors and addressing these concerns. The sidewalk issue was addressed and taken care of to put money into the budget next year for this. The road continuation of 28th to U.S. #1 is in the process of being done and they also discussed cleaning out the pond which has been done. City Manager Hooper stated the money for the sidewalk was put in the mid-year budget. They are working to get the right- of-way for 28th Street and are working with the County to get additional right-of-way. Councilman Vincenzi asked about between 28th Street and 30th Street. City Manager Hooper commented on wetlands and other issues and the Council has seen that before and declined to run a road through there. Mayor Schmidt spoke about the need for more basketball facilities in Whistle stop Park. He asked if there is a possibility to turn the basketball court to make room for some type of road through Whistle stop Park. Parks & Recreation Director Jack Corder stated he would have to measure because he is not sure on the distances in there if it can be turned. He further commented on the stormwater area to the north of the basketball court that runs on the east side of the ballfield that runs up to 28th Street so they would have to redesign the stormwater flow from that area. If they did that, he would have to look at the parking during their seasonal activities. This would create a big strain. Mayor Schmidt asked about there being a possibility of a joint agreement with the School Board, during the season, to use their front parking lot. City Manager Hooper stated they could follow up on that. He spoke about their meeting with the Meadow Lake Homeowners Association and first they wanted the sidewalk and they wanted 28th Street to U.S. #1 more than they wanted the other. Those set of priorities came from them and that is what was presented to the Council. They can follow up and see if there is some way to look at that street cutting across. Page -3- Council Regular Meeting May 7, 2001 '-' ""'" City Manager Hooper commented on the wetlands that are there. From a funding point, the Homeowners Association asked the Council to do three things they have done. City Manager Hooper commented on putting the Smart Cart out to see how many trips are being made through Meadow Lake. It was the consensus of Council to do that. Mayor Schmidt asked if there is any chance of putting the stormwater underground. Mr. Corder stated it would be difficult and costly. city Manager Hooper spoke about it being difficult to permit. Ferd Heeb, 115 N. Riverside Drive, spoke about just coming off one of the heaviest winter tourist seasons they have had in many years so traffic is on everybody's mind. He thanked Mr. Card for his comments relative to the 4th of July fireworks. He spoke about a petition they presented to the Council in June 1997 that made Riverside Drive a scenic drive. They had also asked that the City consider adding five to seven three way stop signs on Riverside Drive. The people are using Riverside Drive because it is a short cut, with no stop signs or traffic signals. He spoke about people riding your bumper on Riverside Drive. He feels it is too expensive to expect the citizens to pay for police cars to patrol Riverside Drive as a means of slowing traffic. He feels the traffic on Riverside Drive has been escalating at about 20% a year. He spoke about younger couples and younger children moving into this area. He spoke about areas on Riverwalk that are eighteen inches from the pavement. He spoke about mothers pushing strollers. He feels calming devices might make people think about it being easier to go back to Ridgewood rather than drive down Riverside Drive. He feels this is something that needs to be addressed. He spoke about the people that will be moving in with the new Golf Course community and those people taking Riverside Drive. He feels strict enforcement is going to have to happen. Dick Jones, 1530 Sabal Palm Drive, agreed with everything that has been said regarding the 4th of July weekend and Riverside Drive. He went on to speak about when he was a child he would do things in the neighborhood. He spoke about when he goes out of town he contacts the Police Department and puts his home on home watch and he came back and found the trash newspapers were put in a hidden spot he believes by the Community Police so people don't know that no one is home. He told Police Chief Ignasiak, Mayor Schmidt and city Manager Hooper that he appreciates that effort because it makes him feel secure when he goes away. CITY COUNCIL REPORTS Councilman Brown stated he attended the Economic Development Board meetings in New Smyrna and Edgewater. Enterprise Volusia has been canned by the County. The Economic Development Boards are very fired up people. They brought up the possibility of a job fair in the area for Edgewater, a small business expo and they also want to do a phone book of all the businesses in Edgewater. He further commented on the fund raiser yesterday. He would appreciate anything that anybody can do to help out with the fireworks. Councilman Vincenzi stated he didn't have anything to report but he thinks they made more money yesterday than they did two weeks ago. Councilwoman Lichter stated they played volleyball and New Smyrna didn't show up so they played against each other. Councilwoman Rhodes stated she had fun playing volleyball and she enjoyed it. Page -4- Council Regular Meeting May 7, 2001 "-" .., Councilwoman Lichter presented a report on the Water Alliance. She spoke about restaurants automatically giving water out to their customers. She brought that complaint to the Water Alliance. Deborah Green came up with a thought. For every glass of water served, it takes three more to wash the glass. That little piece of paper will be given out, within the next month or two, to every restaurant in Volusia County. Councilwoman Lichter spoke about Environmental Services Director Terry Wadsworth having access to over 500 conversation type showerheads. They will take the old one and give out a new one. Councilwoman Lichter spoke about a meeting the Indian River Task Force had on May 1st at the new Marine Science Center in Ponce Inlet. This is a beautiful County facility. She commented on this being an advisory group. They have a new mission statement. 'The Halifax River, Tomoka River, Spruce Creek, Indian River and Mosquito Lagoon are no longer polluted. The water is safe for fishing and watersports. Fish and other marine life are abundant and all interested, concerned and affected parties understand how this was accomplished and are dedicated to preserving this forever.' She commented on the strict rules for new membership, one being if you miss three consecutive meetings, they will no longer have representation. Mayor Schmidt is serving as her backup. Mayor Schmidt wished every mother a Happy Mother's Day. He spoke about the new industrial area of the City. The groundbreaking was canceled due to the rain. He feels they are putting in place what our community needs and Edgewater has taken giant steps over the past several years. Mayor Schmidt spoke about the Golf Course community and doing what they need to do to alleviate the problems on Riverside Drive. Mayor Schmidt presented Councilwoman Lichter with a cake and wished her a Happy Birthday. She will be turning 70. The Council sang Happy Birthday. There was a ten-minute recess at this time. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS A. 2nd Readinq, Ord. No. 2001-0-04, Annexation of approximatelY 2.5 acres located at 441 Skyway Drive Legal Assistant Matusick read Ord. 2001-0-04 into the record. City Manager Hooper made a staff presentation. Due to there being no comments, Mayor Schmidt opened and closed the public hearing. Councilman Brown moved to approve Ord. 2001-0-04, second by Councilwoman Lichter. The motion CARRIED 5-0. B. 2nd Readinq, Ord. No. 2001-0-07, Amendinq qoals and policies of the Future Land Use Element of the Comprehensive Plan concerninq school sitinq requirements Legal Assistant Matusick read Ord. 2001-0-07 into the record. Councilwoman Lichter moved to approve Ord. 2001-0-07, second by Councilman Vincenzi. The motion CARRIED 5-0. C. 1st Readinq, Ord. No. 2001-0-08, providinq for Minimum standards for Water Conservation Environmental Services Director Terry Wadsworth made a presentation regarding changes made to the ordinance. They dealt with housekeeping issues with water conservation and getting consistency among the cities in Volusia County, st. John's, and the Volusian Water Alliance. He commented on the minimum standards that were adopted and on the improvements to the reclaimed water system. He further spoke about enforcement and issuing citations to violators. He then went over the fine amounts. He thanked Legal Assistant Matusick for helping make the ordinance clearer and being able to follow it easier. Mayor Schmidt asked if they are going to send a letter to the reuse customers that have been on the system for a long time explaining a little bit about this so they are aware of the changes. city Manager Hooper stated their intent was to talk about it, have the newspaper write a story and put it in the Shorelines. He said if Council wanted them to they could send a letter. They hoped to put it on the utility bill but there is not enough room. Mayor Schmidt feels a letter should be written to the customer. Mr. Wadsworth stated that wouldn't be a problem because they have all the customers on a database. Mayor Schmidt asked if they are going to have some type of training session to let the enforcers know what to do. City Manager Hooper stated they are going to have some training. The customers will be given the phone number to contact to debate the citations. Councilwoman Lichter spoke about wherever you move from in Volusia County you have the uniformity of knowing when to water. She feels this is long overdue. Councilman Brown asked if there is a time frame in between each violation. Mr. Wadsworth stated there is not one specified. They will have to get together and take a look at what they think is reasonable. He feels six months would be realistic. Councilman vincenzi asked who determined the fines. City Manager Hooper stated he did and commented on how he came up with the figures. They looked at other cities and counties that have done this. Mayor Schmidt asked if the fines will appear on the water bills. City Manager Hooper stated they will appear on the water bills but they will not be able to disconnect service for not paying it but they will be able to disconnect reclaimed service. Councilwoman Lichter feels the watering schedule should be given to new people moving into the City when they put up their deposit. city Manager Hooper stated that is currently being done. City Manager Hooper stated tonight they are voting on the ordinance. The second reading they will also have the resolution in front of them. Councilwoman Lichter spoke about Deborah Green having workshops regarding helping people learn how to set their sprinkler systems. Page -6- Council Regular Meeting May 7, 2001 W" ..."., Councilman Vincenzi stated the biggest complaint he gets is if the reclaimed water system keeps running out why do they keep hooking up new customers. Mr. Wadsworth stated the Council took the initiative a few weeks back when they approved the design of taking water out of the lake and being able to store it. There are also design initiatives with the SR 442 widening. On a daily basis, they should have twice the amount of water available. He thinks over the next couple weeks things should get better. City Manager Hooper stated if people used it the way it is prescribed to be used, you wouldn't have the shortage. If they can't get compliance, they will ask the Council to let them put meters in and put rates on the reclaimed water. Legal Assistant Matusick read Ord. 2001-0-08. Mayor Schmidt asked for citizen comments. Mike Visconti, 316 Pine Breeze Drive, spoke about collecting rain water in the recycling containers. He spoke about being the leaders in doing this and people in the State of Florida followed Edgewater, they could conserve a lot of rain water. Councilman Brown spoke about mosquito control having rules and regulations about standing water. Councilwoman Rhodes asked that this be the water tip next time in the ShoreLines. Councilwoman Lichter agreed to bring this up to the Volusian Water Alliance. George Ann Keller, Unity Tree Drive, stated she has called many times about not having water when it is their days to water. She spoke about an article the News Journal had in the paper two years ago where they explained the days people can water. She spoke about the sprinklers being on at Whistle stop Park and City water being used to water the fields between the hours of 10 a.m. and 4 p.m. She spoke about Friday being a non-watering day. She feels something should be put in the newsletter or the newspaper listing what water is to be used and the days to use it. She spoke about renters not knowing unless they are notified by their landlord or get a letter given to them. She is all for having a meter put on her reclaimed water. Ralph White, 1106 ? Street, spoke about having a driveway that needs to be cleaned. If he uses the water anytime during the day to do it he is liable for a fine. If he hires someone to do it, who pays for that. Mr. Wadsworth stated if it goes through his meter, he would be paying for it. Mr. white asked if they are talking about fines or talking about saving water. Mr. Wadsworth explained some commercial ventures that do that are exempt under the law. Mr. White asked if that includes car washing. City Manager Hooper stated probably not at your house. Mayor Schmidt spoke about businesses that come to your home and do it. He feels this would be a commercial venture. City Manager Hooper stated he would probably get in trouble with the new rules. There were no further comments from the public or f~om Council. Councilwoman Lichter moved to approve Ord. 2001-0-08, second by Councilwoman Rhodes. The motion CARRIED 5-0. D. 1st Readinq, Ord. No. 2001-0-06, Modifyinq Chapter 5 (Animal Control); Article I (In General), section 5-2 (Definitions) and 5-20.1 (Attemptinq to Breed); Article II (Vaccinations, Licenses & Permits), sections 5-31 (License Required), 5-32 (License Taq) and 5-36 (Breeding & Kennels); and Article III (Impoundment), section 5-41 (Disposition of Impounded Animals) City Manager Hooper made a staff presentation. He mentioned the changes identified in the ordinance and informed Council Legal Assistant Matusick could go through that if they wished. This has been before the Animal Control Board and their unanimous vote was for recommendation of approval. Councilwoman Lichter asked if the six changes have been made since they saw it last. Legal Assistant Matusick stated they are a summary of the changes that were included when they reviewed it last time. Councilwoman Lichter spoke about the lady that was at a previous council meeting who spoke about occasional breeding~ Legal Assistant Matusick stated it is a hobby breeder. Councilwoman Licther asked what happened to the lady when she came to the Animal Control Board meeting. Legal Assistant Matusick stated they addressed every issue she was concerned with or did not understand. By the end of the meeting she was satisfied with everything. councilman vincenzi asked how they plan on enforcing the rules and regulations. Legal Assistant Matusick explained most of them were already enacted. She further commented on some of the modifications and stated they are already being enforced by Animal Control. Councilman Vincenzi spoke about people that have pets that don't even know about certain requirements. Legal Assistant Matusick stated most of the vets notify the owners when they come in and ask them if they want to get a City license. Councilman Vincenzi feels this is going to be tough to enforce. Legal Assistant Matusick stated a majority have actually been in effect since 1980. It has just been modified since then. She spoke about Animal Control speaking to a lot of individuals and the Humane Society informing people as well as most of the vets. City Manager Hooper stated they aren't going to go out and actively seek violators. When it does occur and someone abuses the system, then you have the law to back it up. It gives them authority. Councilwoman Lichter spoke about two communities in Connecticut where she lived where the Animal Control actively did go house to house but there was only a population of 10,000. She feels they can educate and not just penalize after the fact. She spoke about cats being a difficult situation. Councilman Brown asked if there is anything in place for people that are financially in bad straights to be able to get a tag or license for their animal without having to pay for it. City Manager Hooper commented on the Humane Society and some others working with owners to do the tattoos or some other kind of identification but not necessarily the tagging. Councilwoman Lichter mentioned using the microchip. She further spoke about education. Mayor Schmidt asked if they could contact the vets asking them to post a list of the requirements. Councilwoman Lichter suggested putting this on the list for the Joint Meeting they will be having. Legal Assistant Matusick spoke about there being a lot of agencies out there that will help people that are in financial straights. There were no further comments from Council. Councilman Brown moved to approve Ord. 2001-0-06, second by Councilwoman Lichter. The motion CARRIED 5-0. E. Res. No. 2001-R-05. Amendinq the Schedule of Surcharqes. Fees and civil Penalties relatinq to Chapter 5 (Animal Control) City Manager Hooper informed Council this will be considered at the second public hearing. Staff recommends approval. Legal Assistant Matusick read Res. 2001-R-07. Due to there being no public comment, Mayor Schmidt opened and closed the public hearing. Councilwoman Lichter asked if there was a difference that came out between the actual bid and what they got. Mayor Schmidt stated he believed it was 20%. Mayor Schmidt spoke about the MPO and Daytona and Ormond having a few intersections that they have real concerns about. They are also using pressure to try and get studies done that FDOT would normally say it doesn't meet certain criteria. Councilwoman Rhodes moved to approve Res. 2001-R-07, second by Councilman Vincenzi. The motion CARRIED 5-0. CONSENT AGENDA A. Federal Edward Byrne Anti-Druq Abuse Act Grant - approval of the fundinq distribution (G.R.E.A.T. ~Youth Affairs' Proqram. $27.435) and authorize the Mayor to execute the document B. Law Enforcement Trust Funds - Police Department requestinq approval to utilize Funds to purchase seven (7) protective vests and to install a security svstem for the front entrance to the Police Department ($3.531.15) C. Appointment to Police Pension Board (2) - staff recommendinq appointment of Officers Garv Conroy and Phil Niebieski (elected by Police personnel) to the Board Councilwoman Rhodes moved to accept the Consent Agenda, second by Councilwoman Lichter. The motion CARRIED 5-0. OTHER BUSINESS A. General Employees Defined Pension Plan - staff recommendinq approval of proposed amendments to the Plan City Manager Hooper introduced Debby Sigler, Personnel Director who made a presentation regarding the proposed changes to the General Employees Pension Plan. Councilwoman Lichter stated she is very satisfied that the will of these employees have been expressed, withdrawn and expressed again. City Manager Hooper explained the difference between the Defined Benefit Plan and the Defined contribution 401a Money Purchase Plan. He further commented on the Police, Fire and General Employees Pension Plan being comparable. He recommends to Council that this is a fair and proper approach for the employees. He further commented on early retirement. Councilwoman Lichter moved for approval of the plan for the General Employees as defined in descriptive Item SA and will fund 2.5% yearly, second by Councilwoman Rhodes. The motion CARRIED 5-0. Page -9- Council Regular Meeting May 7, 2001 ~ ~ City Manager Hooper commented on the Defined contribution 401a Money Purchase Plan. They are modifying the administration of that plan. He feels this is not being used for its purpose. Employees are borrowing it against it very early and are not accumulating anything. B. YMCA Swimminq Pool Desiqn - approval of proposed swimminq pool desiqn This item was moved up on the agenda. C. Aqreement and Work Order - staff recommendina approval for Commander Gierok and Associates Inc. to perform enqineerinq services related to F.I.N.D. (Phase I (CEI) and Phase II preliminary and final desiqn services City Manager Hooper made a staff presentation. Jack Commander and Katie Geirok. He introduced Councilman Brown moved for approval, second by Councilwoman Rhodes. The motion CARRIED 5-0. OFFICER REPORTS City Clerk Wadsworth informed Council she would be attending the Volusia Day meeting in Daytona on Thursday. It is the first meeting for next year's Volusia Day in Tallahassee. Legal Assistant Matusick had nothing at this time. City Manager Hooper stated if they have items that are approved in the budget and they have been appropriated either they put them out for bid or they are going to award off state contract and they are under the budget amount, does Council want those items brought back or for them to just be signed off. Council was okay with signing off on those. Councilwoman Lichter stated Volusia County has added on a gasoline tax beyond any other County. She asked if the city was supposed to get some portion of that back. city Manager Hooper stated they are using a lot of it on the resurfacing program. The part that stays with the County is used for a five year road program. Councilwoman Lichter asked if the City has its own gasoline for City vehicles. City Manager Hooper informed her yes we do. Mayor Schmidt stated he saw the meter readers out reading meters today. He asked if there is a way they can use a golf cart. Mr. Wadsworth stated they used to use golf carts here but they found out there is a State law that prohibits them from passing State highways. That made them impractical to use in the city because of the layout of the City. They could probably look at something like a Gator or vehicle of that type. It would have to be a vehicle they could license for use on the highway. He agreed to look and see if there are any alternatives. City Manager Hooper spoke about the touch read system. Mr. Wadsworth stated Daytona has radio read in sections of the city. CITIZEN COMMENTS/CORRESPONDENCE Doris Hill, 112 Lincoln Road, commented on the speeding on Riverside Drive. She never takes u.S. #1 to go north unless she has to make a stop on the way. She always takes Riverside Drive. She spoke about the amount of people that use Riverside Drive and she doesn't see that much speeding. She further commented on Mr. Heeb's suggestion of three stop signs. Page -10- Council Regular Meeting May 7, 2001 ~ ...., Ms. Hill stated they have the same speed limit in New Smyrna Beach and you don't see anybody speeding through New Smyrna because they ticket them. She feels if someone is breaking the law, you have to give them a ticket. She doesn't feel everybody else should be punished because of a few speeders. She feels it is a beautiful drive and it is relaxing. She hopes 'Council doesn't do anything about putting more stop signs.
