COMMUNITY CENTER MINUTES CALL TO ORDER Mayor Schmidt called the Regular Meeting to order at 7:00 p.m. in the Community Center. APPROVAL OF MINUTES There were no minutes to be approved at this time. PRESENTATIONS/PROCLAMATIONS/PLAOUES/CERTIFICATES/DONATIONS A. American Leqion Post 285 Commander Chris Fisher to present Police officer Diana Flovd and Firefighter Jeff Lariscv with Law Officer and Firefiqhter of the Year Certificates American Legion Post 285 Commander Chris Fisher presented Diana Floyd with a Law Officer of the Year certificate and Jeff Lariscy with a Firefighter of the Year certificate for the year 2001. He stated their files have been forwarded to the State and they will compete at the State level. Mayor Schmidt thanked Ms. Floyd and Mr. Lariscy on behalf of the Council for everything they do for the city. B. Update on YMCA bv Dave Dewkett Dave Dewkett, YMCA, made a presentation regarding what has been transpiring at their facility since it opened. Mr. Dewkett commented on the pool construction and the design of the pool. They are looking at a two-month permitting period and a three month period to construct the pool. Mr. Dewkett commented on the Program Guide. Mayor Schmidt stated the Y was talking about a stainless steel base pool. Mr. Dewkett explained they couldn't go with stainless steel because of the design of it. This is a conventional concrete pool that will be either marsited over or pebble teched over. Mayor Schmidt stated he loves the concept of the pool but expressed concern with the safety of the slide. Mr. Dewkett explained the sides are rolled up pretty high and on the top decking of it, it is railed in. There will be a lifeguard hired on the top and the lower end of the slide. -... ,.""" Councilwoman Lichter asked about a waiver for people that will use the pool. Mr. Dewkett explained there is and with a signed membership form there is that general waiver they have. Councilwoman Lichter asked how the Teen Dance went. Mr. Dewkett elaborated. He was pleased with the way it went. Councilwoman Lichter asked if there was a charge to get in. Mr. Dewkett stated the first dance was $3 to get in and the second dance was $2 if you wore green due to it being st. Patrick's Day. Mayor Schmidt asked if they had any parents that wanted to volunteer to help. Mr. Dewkett said yes they did. Councilwoman Brown stated he was at the first dance and it went very well. He was disappointed that the newspapers didn't cover it as well as they could have. Councilman Vincenzi likes the family-type design of the pool. Mr. Dewkett commented on two fund raising events coming up relating to the swimming pool. Mayor Schmidt spoke about the fundraiser on Sunday for the 4th of July and asked if they would have some of the material set up for people to see. Mr. Dewkett stated they can be put on display. Mr. Dewkett commented on the YMCA being used a lot for meetings. City Manager Hooper informed Council they will be holding a public hearing on May 7th to discuss the agreement with the YMCA for the pool and to get public input on the concept. He informed Mr. Dewkett some of the drawings and documents would be helpful. CITIZEN COMMENTS There were no citizen comments at this time. CITY COUNCIL REPORTS Councilwoman Lichter reminded the Council that the Walk for Meals on Wheels will be held Saturday, April 28th in New Smyrna and Daytona. She commented on the gentleman asking for money and would like it put in next year's budget. She asked if they have any money left this year to make a donation of $75. City Manager Hooper stated they described to the gentleman that they would send him some information when they went through the budget process. He was also going to speak to some of the churches. Councilwoman Lichter commented on a letter in the Observer that had many misfacts in it regarding the raise of the City Council. She clarified that the raise is not for the present Council. The figures she is going to come up with are different than the figures City Manager Hooper came up with. She further commented on the medical coverage. She clarified that they do not get paid for going to meetings and commented on the meetings she attends. She commented on getting dinner once a month if you go to the Florida League of cities dinner. She stated she could not get compensated for the hours she puts into the job. She considers it a token payment stipend for what she does. She does it for the service to her community. Councilwoman Rhodes gave a report on Volusia Day in Tallahassee. She commented on having a display next year for Edgewater. She feels next year they could make appointments with some of the Legislators if they have anything on the agenda at the State level. Page -2- Council Regular Meeting April 16, 2001 '-" ..."", Mayor Schmidt stated this was the second year for Volusia Day. He feels the organizers from this point on are going to be all of the local Chambers. When they got together, they decided that it should be the Chamber's job to get everything organized. It costed Edgewater $300 for our City's share. He commented on the connections you can make and the people you can meet. He further commented on having a display next year. Councilwoman Rhodes stated she asked to see Governor Bush and he wouldn't see her. Mayor Schmidt stated he met Governor Bush last year. Mayor Schmidt asked about the photo with the groundbreaking to be put in the Y and asked if that is close to being done. City Manager Hooper explained it is very close. Mayor Schmidt stated Wednesday at Sea pines Memorial Gardens there is going to be some ceremonies honoring the Police and Fire at 2:00 p.m. Councilman Vincenzi stated he was also going to comment on the article in the newspaper. There were other mistakes in the article too that Councilwoman Lichter didn't mention. Councilman Vincenzi spoke about when you are on the Council you always hear complaints and very rarely hear thank you's or compliments. He commented on the street light requests they received about a month ago. He received a thank you card in the mail from a lady in his district that requested a street light. Councilman Brown spoke about he and Mayor Schmidt being more visible than the rest of the Council and they see a lot of people. People come into his store and tell him thanks to the Council that they have taken care of things that have not been taken care of in years. They get a lot more thank you's than the Council realizes. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS A. 2nd Readinq, Ord. No. 2001-0-03, Amendinq citv Charter Article III (Citv Council) (Compensation), section 3.05 of the city Charter City Manager Hooper made a staff presentation. The average salary for Council is $7,500 and $10,500 for the Mayor. Staff recommends approval of this ordinance. Legal Assistant Matusick read Ord. 2001-0-03 into the record. City Manager Hooper explained this would change Council's salary from $4,800 to $8,000 annually and the Mayor's salary from $6,000 to $10,000 annually. This would take effect after the seating of the new Council on November 7, 2001. Due to there being no comments, Mayor Schmidt opened and closed the public hearing. Councilwoman Lichter commented on salaries she came up with. She suggested a salary range of $6,200 to $6,500 for Council and $7,200 to $7,500 for Mayor. She doesn't think they are in this business to get paid a salary that is comparable to the hours they put in. She thinks it is government community service. City Manager Hooper spoke about when they looked through this, they tried to steer away from Mayor's that are Executive Directors also of the City. They looked at a variety of ways and each one leads him back to the $8,000 to $10,000 range. He feels these are good numbers for the amount of hours they put in. He further commented on getting into the number of staff cities have or the amount of ad valorem. Page -3- Council Regular Meeting April 16, 2001 '-' ~ Councilwoman Rhodes commented on using a 3% multiplier every year since 1986 which she feels is average. She came up with a Council salary of $6,400 and a Mayor salary of $9,600. Councilman Brown came up with $7,500 for Council and $9,000 for the Mayor based on 20,000 people at $2.00 per person per year. Mayor Schmidt stated he wasn't here two weeks ago when they originally discussed this. He is looking at it as what does he want to be running the City whether he is part of it or just a citizen. He wants to know that they want attract a group that can handle what pops up right now but also what will happen in the future. He thinks they want to be a nice, little waterfront community that has leaders in place that can just kind of proceed. He feels they get more satisfaction out of performing a public service. He thinks the satisfaction of the little extra things more than outweighs the money. He is comfortable with the ranges. Councilwoman Rhodes split the figure of $9,600 and $7,500 and came up with $8,550 as a salary for Mayor. She split the figure of $6,200 and $7,500 and came up with a salary of $6,900 for Council. Councilman vincenzi feels the figure for the Mayor is a little low. Councilwoman Rhodes stated you have to go by the job, not the man. Councilman Vincenzi asked the figures Councilwoman Rhodes came up with. Councilwoman Rhodes stated $6,900 and $8,550 but rounded it to $8,600. Councilman vincenzi stated if everybody is agreeable to those figures that he has no problem with them. Councilwoman Lichter spoke on the cost of living increase every year. She feels the salaries should be reviewed every four years to see what other cities are doing but not give an automatic increase. Councilman Brown stated that was to keep them from having to do this every four years or sixteen years. Councilwoman Rhodes feels for the Council to vote themselves or another council a raise, in a lot of places you are committing political suicide and we may be doing it here. She wants it to be so no other Council has to do this. She wants a policy in place where Council's don't vote themselves a raise. Councilwoman Lichter spoke about going up 12% in a four-year term. Councilwoman Rhodes stated but your cost of living probably goes up 3% a year. Councilwoman Lichter stated she isn't doing this job for a cost of living. Councilwoman Rhodes stated the relationship of the money to what the money purchases is going to be the same but in effect you are making the same amount of money. Councilwoman Lichter doesn't want this job to get to a point where someone is going to take it for the money. City Manager Hooper commented on calculating it with the 3% and this being the soundest way they are going to come about it without having to do this every periodic time to review them, you have a mechanism and the mechanism proposed is that the raise is given, which your ones to staff are very comparable to cost of living. Councilwoman Lichter commented about assuming there is a large tax base in a community. She feels these are things you can't always assume. Sometimes staff is laid off when things get rough but you have an elected official for four years that keeps getting increases of 12% by the end of the term. Councilwoman Rhodes stated this is based on the staff increases. Whatever the rest of the City employees get is what the Council gets. She feels this is fair. Hooper stated there are quite a number that do that. counties do that because of a state statute. city Manager All City Manager Hooper explained whether you say they are population based or some other based, they all come back to what you will be granting in one format or another of cost of living. Councilwoman Lichter stated she has been around for a long time and she has never heard of Council getting an increase automatically every year like staff. She would like to know what cities are doing that automatic increase. Councilwoman Rhodes feels whether no city does it or a million cities do it, that doesn't matter because that doesn't mean they can't do it. Councilman vincenzi feels Councilwoman Lichter has a point. He commented on a new employee starting at a base pay. City Manager Hooper explained there is a range they start at. Councilwoman Rhodes stated is that range not higher now than it was 16 years ago. City Manager Hooper stated every year the range changes by the 4%. Councilman Vincenzi stated if city Council gets an automatic raise every year, then at the end of ten years it will be more. City Manager Hooper stated if they would have done the same thing 16 years ago, the numbers they have come to tonight they would be the same numbers. They would not have changed. Councilwoman Lichter commented on circumstances changing. City Manager Hooper explained it is not the individual, it is the position and that position has a value that goes up every year. Councilwoman Lichter feels they are looking at this from different angles, ages and experiences. Councilman Vincenzi asked if they can separate the salaries from the increase every year. City Manager Hooper commented on the ordinance and including one motion that covers both of those components. Councilman Vincenzi commented on how the County Council gets paid. City Manager Hooper stated that is in this County by Charter but other counties are based solely on population. Annually there is a number that comes out from the State that says here is your salary. Councilman Vincenzi doesn't see a problem with the Council four years from now wrestling with the problem again. Councilwoman Rhodes spoke having an excellent Council and Mayor and them voting themselves a raise. She feels that is not fair to this City. Councilman Brown suggested having the salaries go up every two years. Councilwoman Rhodes is concerned about having a policy in place. Councilwoman Lichter stated she can not vote for automatically going up 3% every year like a staff employee. She doesn't see a problem with looking at this again in four years. Councilman Brown commented on having to look at this every two years to be fair to the new Council people coming in. Mayor Schmidt reopened the public hearing. Dominic capria, 606 Topside circle, spoke about when the City Charter group amended the Charter, they said at that time that they should raise City Council and the Mayor. At that time he gave a figure of $6,000 and $7,500. He agreed with Councilwoman Lichter. He doesn't believe there should be a 3% increase every year. He agrees the Council should have a raise but he doesn't agree with a percentage. He feels if they put an automatic raise in there they are going to have problems and that they shouldn't do it. Raise yes, percentages no. Page -5- Council Regular Meeting April 16, 2001 ~ ..." Mike Visconti, 316 pine Breeze Drive, agreed with Mr. capria. He feels anyone that runs for Council runs for betterment of the community. He thinks this council has done a lot for this community. He feels a raise yes but because it is not their permanent job they don't have to have a 3% increase every three years or so. He asked the Council to think of the community, not the money involved. Councilman Brown feels they should look at it every two years. Councilwoman Rhodes doesn't care. She just wants for there to be a policy in place so the Council can concentrate on the business of the City and not have to deal with this. Mayor Schmidt closed the public hearing. Councilwoman Lichter stated she is going to make a motion to pull this ordinance apart if there is a legal way to do so. City Manager Hooper stated the motion they are looking to do is to set the salaries and pick. You can say yes or no or zero to an escalator. He stated it gets difficult from here on because the way the Charter reads you can't vote on a raise for yourself. From here on every Council is going to have that dilemma that there is going to be either two or three sitting there trying to vote. This is it. They will not have a chance unless you go through a full Charter amendment to be able to accomplish what they are doing. Councilwoman Lichter stated sometimes things come up and you learn from them. Charter amendments are not out of whack to do. She feels they should cross that bridge when it comes up. Councilwoman Lichter feels they should vote on $8,600 for Mayor and $6,900 for Council and that in a two year time frame have Council take a look at it again. City Manager Hooper explained stated he is describing that after this event tonight they will not have that chance. The way the Charter describes if they can't vote on a raise that will impact this Council. From here on everyone will be on staggered terms so they won't be able to adjust this. If they are going to address it, the only other way is to go back through a full Charter amendment so it is addressed. Councilwoman Rhodes asked if the Charter has to be addressed in five years anyway. city Manager Hooper informed her that is correct. Councilwoman Rhodes stated so three years from November. It could be addressed in three years by a Charter Committee. Councilwoman Lichter asked if you can amend one section of the Charter. city Manager Hooper stated you amend the whole Charter but you can have one item on the ballot. Councilman Vincenzi stated he doesn't agree with an automatic increase. He spoke about not having an opportunity to increase the salary. city Manager Hooper explained not in the method they are doing tonight with an ordinance that they vote on. There will be a method to propose it and it will go through the referendum process. city Manager Hooper strongly disagrees with the position Councilwoman Lichter has described. He feels they need an escalator in there. He feels it is a position that needs to be adjusted every so often. Mayor Schmidt asked if they could word it so the increase would happen every two years. City Manager Hooper stated yes, as long as it is a consistent number and they have to tell him they want a method to measure. Councilwoman Rhodes would like to base it on the CPI number and do it every two years. City Manager Hooper feels that is a reasonable compromise. 'WI Mayor Schmidt asked if they word it to something like mlnlmum 2%, maximum whatever the consumer product index is or do they put a cap on it. City Manager Hooper stated they could limit it but he doesn't recommend it. Mayor Schmidt stated he wouldn't mind every two years with a cap of 3%. Councilwoman Lichter feels that will work. Councilwoman Rhodes stated could they skip the cap and base it on the CPl. Councilwoman Rhodes made a motion to approve Ord. 2001-0-03 with the following changes: the Mayor's salary would be $8,600 per year, the Council's salary would be $6,900 per year, with an increase every two years based upon the CPI not to exceed 3%, second by Councilman Brown. The motion CARRIED 5-0. There was a ten-minute recess at this time. B. 2nd Readinq, Ord. No. 2001-0-05, Amendinq the City Budget for the Fiscal Year Ended September 30, 2001 city Manager Hooper made a staff presentation. Legal Assistant Matusick read Ord. 2001-0-05 into the record. Due to there being no comments, Mayor Schmidt opened and closed the public hearing. Councilman Brown made a motion to approve Ord. 2001-0-05 with the stipulation for the purchase of the Side Mower (boom type) from State Bid, second by Councilwoman Lichter. The motion CARRIED 5- O. C. 1st Readinq, Ord. No. 2001-0-04, Annexation of approximately 2.5 acres located at 441 Skyway Drive City Manager Hooper made a staff presentation. Legal Assistant Matusick read Ord. 2001-0-04 into the record. Due to there being no comments, Mayor Schmidt opened and closed the public hearing. City Manager Hooper informed Council it is included in the Plan Amendments they reviewed earlier. It is one of the parcels already included. Councilwoman Lichter made a motion to approve Ord. 2001-0-04, second by Councilwoman Rhodes. The motion CARRIED 5-0. D. 1st Readinq, Ord. No. 2001-0-07, Amendinq qoals and policies of the Future Land Use Element of the Comprehensive Plan concerninq school sitinq City Manager Hooper made a staff presentation. Councilwoman Lichter questioned Policy 1.11.2 regarding new school sites not adjoining a railroad or airport due to the new school site that is being looked at. City Manager Hooper explained it is not near enough. There are spacing requirements. The Middle School site is consistent with the requirements and does not conflict with this. Councilman Brown asked if this stops Mr. Massey from extending the runway. City Manager Hooper stated there are State Statutes that says how close and the angle that he can get to it. This is out of the flight path by quite a distance. Page -7- Council Regular Meeting April 16, 2001 -.." .., Councilwoman Lichter asked about Indian River Elementary and its close proximity to the railroad tracks. This came about before the state mandates yet the safety factor still exists. She asked if it would be the City's or state's responsibility to get it in a safe condition. City Manager Hooper explained it is probably a combination of several of those. Planning Director Lynne Plaskett clarified this is for new schools sites and is a policy in the comprehensive Plan. Councilwoman Lichter feels it behooves them as a community to see what they can do about it and keep an eye on it. Legal Assistant Matusick read Ord. 2001-0-07 into the record. Due to there being no comments, Mayor Schmidt opened and closed the public hearing. Councilman Vincenzi made a motion to approve Ord. 2001-0-07, second by Councilwoman Rhodes. The motion CARRIED 5-0. E. Res. No. 2001-R-06. Amendinq section VII Classification and Compensation and section 7.03 Pay Administration of the Personnel Policy and Procedures Manual city Manager Hooper made a staff presentation. Legal Assistant Matusick read Res. 2001-R-06 into the record. Mayor Schmidt asked if this has affected any with union. City Manager Hooper stated no. There are management rights over the union that allows them to define jobs, payroll and classifications. They have sent the union a copy. Due to there being no further comments, Mayor Schmidt opened and closed the public hearing. Councilwoman Rhodes made a motion to approve Res. 2001-R-06, second by Councilwoman Lichter. The motion CARRIED 5-0. F. Public Hearinq. to inform public of the intent to use Community Development Block Grant (CDBG) funds ($105.716) for Phase II of the F.I.N.D. Proiect. (From April 2. 2001. Item 6D) City Manager Hooper made a staff presentation. Due to there being no comments, Mayor Schmidt opened and closed the public hearing. Councilwoman Lichter moved to approve authorizing the $105,716 to be spent in accordance with Phase II of the F.I.N.D. Project, second by Councilwoman Rhodes. The motion CARRIED 5-0. CONSENT AGENDA A. Citizen Code Enforcement Board Appointments (2) - Councilmen Brown and Vincenzi to consider the request of Tonv Fowler and Dr. McGuire to be reappointed to the Board for another three-year term Councilwoman Rhodes made a motion to approve the Consent Agenda, second by Councilman Brown. The motion CARRIED 5-0. OTHER BUSINESS A. For Discussion - Amendinq Chapter 5 (Animal Control) pursuant to recommendation of the Animal Control Board and Amendinq the Schedule of Surcharqes. Fees and civil Penalties Relatinq to Chapter 5 (Animal Control) Page -8- Council Regular Meeting April 16, 2001 ~ ~ City Manager Hooper made a staff presentation. He would like to know if this is where Council is headed and if they are looking for any other kinds of changes. Legal Assistant Matusick presented the background information of the changes that were made. The Board recommended all the changes and approvals along with the modifications to the fees. The City Attorney made a suggestion in the definitions to include under boarder since it is a temporary placement that there be a time frame. The Board did not want to recommend a time frame. Mayor Schmidt asked if there an ability for extensions for people that take trips. Ms. Matusick stated it was discussed with the Animal Control Officers and as long as they didn't feel it was a permanent situation or regular occurrence they didn't have a problem with it. Councilwoman Lichter commented on the $37 for three day impoundment and $45 for five day impoundment. She is assuming they put the three days there because if an animal is identifiable and you can find the owner, the Humane Society should notify the owner within the three days. Ms. Matusick stated this is actually the same amounts that are in the Humane Society agreement. Councilwoman Lichter spoke about charging for licensing if they don't have enforcement. She spoke about going door to door to make sure animals are licensed. Ms. Matusick explained there is enforcement. The Animal Control Officers can site the person for not having a licensed animal and are required to get a City tag. Councilwoman Lichter stated they don't have an enforcement policy that makes sure every animal, unless they get into trouble, has a license. Ms. Matusick stated they can not go to their door and just ask them to look for their license. She further commented if there is a complaint the officer can ask when they are investigating the complaint to see proof of their license tags. Councilwoman Lichter questioned if other cities go to the door. City Manager Hooper stated he is not sure anybody is every approached to go to a house and say do you have two dogs, show me your license. He knows of no efforts to that level that have ever been done in Florida. Councilwoman Lichter spoke about the increase for the people that do go out and get a tag. City Manager Hooper asked Councilwoman Lichter if she wanted him to do some research if they can send an Animal Control Officer to a home to see if people have pets and if they are licensed. Councilman vincenzi is not in favor of that. Councilwoman Rhodes is also not in favor of that. Ms. Matusick spoke about when people get their animals vaccinated, the local veterinarians offer the City license tags. Mayor Schmidt asked for public comment. Kimber Catalo, 104 Flagler Avenue, stated she is a professional and shows her animals. Through AKC with this breeder permit, she thinks it is a good idea that there is monitoring. Her mother works at the Humane Society and she hears first hand. She doesn't like what goes on. There are a lot of questions she has as a professional in the animal industry. She asked where they came up with the numbers for the breeder permits and the amount of animals per family. She would also like to know if she has a dog over the limit for the city does she get grandfathered in or does she have to get rid of her dog that she has had for eleven years. She believes everyone should have some sort of standard. Page -9- Council Regular Meeting April 16, 2001 'W" ""'" Ms. Catalo spoke about a hobby breeders license. She moved here from New Jersey and is happy to be here but her animals are very important to her. She further spoke about puppy mills. She spoke about the boarding issue and taking care of some of her neighbors that are very ill animals for more than 45 days. She commented on why the hobby license is very important to her. Ms. Catalo stated she wanted to know why the city council is voting on these specific rules. Is the Board going to enforce these things? Ms. Matusick stated the Ordinance was modified back in 1997. They reviewed it for three years to see if they should make any changes or modifications to it. They have discussed each section in the ordinance and these are their recommendations to council for Council to approve. Ms. Catalo would like everyone to look into this hobby breeders license. Ms. Matusick commented on the Board discussing it at quite a few of the Board meetings. Ms. Catalo believes as far as sterilizing mixed breed dogs who aren't part of AKC or CKC should be mandatorily sterilized. Mayor Schmidt asked if she has ever been before the Animal Control Board. Ms. Catalo stated no she has not. Ms. Matusick informed her there is a Board Meeting on Wednesday night at 7:00 p.m. Councilwoman Rhodes wanted Ms. Catalo to get an application to serve on the Animal Control Board. Ms. Catalo stated it is a passion she has. These animals didn't ask to be here and it is our responsibility to make sure we aren't slaughtering them. Mayor Schmidt asked Ms. Matusick to get with her and answer any questions she may have. City Manager Hooger stated he is going to place this on the agenda for May 7 h for first reading. The County sent all the cities letters asking was any City interested in sharing the cost of making a County operated animal control shelter. Of all the cities in the County, only one responded and that was Edgewater. OFFICER REPORTS City Clerk Wadsworth had nothing at this time. Legal Assistant Matusick had nothing at this time. citv Manaqer 1) Expandinq citv Hall hours of operation (7:30 - 5:30) City Manager Hooper went over the new hours of operation for the Planning Department, Building Department and the Finance Department. Mayor Schmidt commented on concerns he has heard with how it will work and how it will affect their day but he is willing to give it a try. Mayor Schmidt asked if it will be in the next newsletter. City Manager Hooper commented a notice has been placed on the doors and will go in the next newsletter. It was the concurrence of council to start this May 1st and try this for a few months. Page -10- Council Regular Meeting April 16, 2001 ~ .., CITIZEN COMMENTS/CORRESPONDENCE Margaret Pump, 2611 Silver Palm Drive, stated she breeds German Shepherds and does not let them run loose. She is not for charging breeders. She spoke about Animal Control not doing anything unless someone complains. She asked if they are going to put a breed thing on people for cats, birds and fish. She feels it is ridiculous what they are trying to pass. Ms. Matusick commented on what the Animal Control Board is trying to do. Mayor Schmidt stated they want to see the betterment of the breed but they have to have a policy in place. This is just the start of the discussion. They have to have something in place to try and take care of the breeders that are not responsible. Mayor Schmidt suggested she come to the Animal Control Board meeting on Wednesday night at 7:00 p.m. Ms. Pump commented on her cat being taken to the Humane Society and having to pay $59 to get it out. She also feels it is her choice if she wants to get her cat spayed or neutered. Mayor Schmidt suggested she get a copy of the ordinance from Ms. Matusick. ADJOURNMENT There being no further business to discuss, Councilman Brown moved to adjourn.
