CITY OF EDGEWATER
CONSTRUCTION REGULATION BOARD
REGULAR MEETING
MAY 28, 1996
7:00 P.M.
Chairman Bob Howard called to order the regular meeting of the
Construction Regulation Board on Tuesday, May 28, 1996, at 7:00 p.m.
in the Community Development Conference Room.
ROLL CALL:
Members present were Chairman Bob Howard, Michael Bosse, Gary Madole
(arrived at 7:07 p.m.), Les Ogram, Woody Tindall and Sid Corhern.
Nancy Swiney was recorded absent. Also present were Robert A. Dunn,
Building Official; Krista A. Storey, City Attorney; Lt. Jill
Landreville, Fire Department; and Tonya Elliott, Board Coordinator.
APPROVAL OF MINUTES:
Mr. Bosse moved to approve the minutes of March 26, 1996 and May 07,
1996. Seconded by Mr. Ogram. Motion CARRIED 4-0. Mr. Madole was
not present at the time of vote, and Mr. Corhern did not vote since
he was not at the meetings up for approval.
UNFINISHED BUSINESS:
None at this time.
NEW BUSINESS:
Chairman Howard said first he would like to welcome Sid Corhern to
the Board, and Lt. Jill Landreville who was representing the Fire
Department. He also reminded the members to make reservations for
the appreciation luncheon on June 1, 1996.
1) Further review of Standard Unsafe Building Abatement Code 1985
Edition and appeal process:
Chairman Howard asked Ms. Storey for her
thoughts on the Board acting as the Board of Appeals after hearing
its first case. Ms. Storey said she was very pleased how the process
went and that she felt the appellant had received a fair hearing.
Mr. Ogram asked if there was really a choice to be made or was it strictly
a black and White issue. Ms. Storey said that at an appeal hearing
the appellant is basically challenging the Building Officials
determination that a structure is unsafe. There was a lengthy
discussion on how the May 07, 1996 appeal hearing went.
Chairman Howard asked if there were any other questions the members
had. Several questions were addressed such as: who initiates the
process of declaring a structure unsafe, how the members should prepare
for an appeal hearing, and how to handle a situation if they are
approached by an appellant prior to a hearing. Chairman Howard also
expressed that he would like to hear seconds on motions.

ADJOURNMENT:
There being no other business to come before the Board, a motion to
adjourn was made and seconded. Meeting adjourned at 7:40 p.m.
