2011-R-13RESOLUTION NO.2011-R-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, REQUESTING THE VOLUSIA COUNTY COUNCIL GRANT TO THE CITY OF EDGEWATER A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY ("COPCN") FOR ADVANCED LIFE SUPPORT TRANSPORT TO ALLOW THE CITY OF EDGEWATER PROVIDE EMERGENCY MEDICAL SERVICE (EMS) TRANSPORTATION; INSTRUCTING THE CITY CLERK TO TRANSMIT CERTIFIED COPY TO VOLUSIA COUNTY; PROVIDING FOR CONFLICTING PROVISIONS, AN EFFECTIVE DATE AND ADOPTION. WHEREAS, the City of Edgewater, Florida, desires the ability to provide the most efficient level of service when providing emergency medical services to our citizens and visitors; and WHEREAS, the City of Edgewater Fire Rescue Department was created to provide fire and emergency medical services within our jurisdictional boundaries; and WHEREAS, the City of Edgewater remains committed to providing Advanced Life Support (ALS) services to our citizens and visitors through our fire department; and WHEREAS, the City of Edgewater desires the ability to engage in EMS transportation services of our citizens and visitors, and WHEREAS, the City Council of Edgewater recognizes that their fire department currently utilizes the Regional Communications Center (RCC) to provide Fire/EMS dispatch services, and currently recognizes the transition to the Volusia County Sheriffs Office Dispatch Center as an integral part of providing efficient, effective EMS Transport. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF EDGEWATER AS FOLLOWS: (1) The City Council of Edgewater, Florida does hereby appeal to the Volusia County Council to approve the COPCN application for ALS transport in accordance with the 1 #2011-R-13 Volusia County EMS Ordinance, which is attached hereto and incorporated herein as Exhibit ..A„ (2) The City Council of Edgewater, Florida hereby requests the ability to provide EMS transport in accordance with Volusia County EMS protocols. (3) The City Council Edgewater, Florida recognizes that approval of the COPCN for Advanced Life Support transport will improve the current level and efficiency of emergent medical transport services within the City of Edgewater. (4) City Council hereby instructs the City Clerk to transmit a certified copy of this Resolution to Volusia County. (5) All resolutions or parts of resolutions in conflict herewith are hereby repealed. (6) This resolution shall take effect upon adoption.
