RESOLUTION NO. 98-R-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, AUTHORIZING A
CONTRACTUAL SERVICES AGREEMENT WITH VOLUSIA
COUNTY FOR DEVELOPMENT OF A LOCAL HAZARD
MITIGA TION STRA TEGY AND CREA TION OF AN
EMERGENCY RESPONSE PLAN FOR THE CITY;
REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City Council recognizes its responsibilities to be involved in and assist with
efforts to prepare for disasters by promoting the safety of its residents and visitors, maintaining the
continuity of government, protecting the economic stability of the community and enhancing the
preservation of valuable resources; and
WHEREAS, the City of Edgewater is at a significant risk from hurricanes, tornadoes and
other forms of natural disasters as well as the impacts of technological emergencies; and
WHEREAS, both the City and County shall be governed by applicable state and federal
laws, rules and regulations in the execution and implementation of this Agreement.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater,
Florida:
Section 1. The City agrees to participate in the V olusia County Partnership for Disaster
Mitigation and Recovery, composed of representatives of public, private and other community
groups and interests from throughout the County, that has been established to identify actions to
lessen the potential human and economic consequences of all types of disasters.
Section 2. The City authorizes execution of the Agreement with V olusia County for
development and completion of a County-Wide local strategy for hazard mitigation and an
emergency response plan consistent with the County Plan. The City elects Option 1 which permits
the County to retain seventy-five percent (75%) ofthe $15,000 state grant to perform these services
for the City.
Section 3. On January 5, 1998, the City Council appointed Volunteer Deputy Fire Chief
Joseph Daly to serve as representative on the Steering Committee of the Partnership (also known as
"Volusia 2020").
Section 4. The City Council requests personnel of all City agencies, committees and boards
to cooperate with V olusia 2020.

Section 5. The City Council encourages all citizens, community groups, private businesses
and volunteer organizations within the City to participate and cooperate with Volusia 2020.
Section 6. The City Council will give full and careful consideration to adoption and/or
promulgation of the Partnership's strategy once completed and tendered to the Council for review
and action.
Section 7. All resolutions or parts of resolution in conflict herewith be and the same are
hereby repealed.
Section 8. This resolution shall take effect upon adoption.
