RESOLUTION NO. 98-R-02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEW A TER, FLORIDA, SUPPORTING THE CREATION
OF THE LOCAL GOVERNMENT STUDY COMMISSION IN
VOLUSIA COUNTY; SUPPORTING THE APPOINTMENT OF
ONE REPRESENTATIVE FROM THE GOVERNING BODY
OF EACH MUNICIPALITY AND THE COUNTY;
REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, there is a need in V olusia County for a study process that looks for ways to
enhance cooperation, coordination, and collaboration between the existing cities and county
government; and
WHEREAS, a collaborative study process could result in service delivery changes that
improve efficiency, effectiveness, and affordability of public services in V olusia County; and
WHEREAS, there is a need to develop more workable intergovernmental relationships to
prepare Volusia's city and county governments for the 21st century; and
WHEREAS, the state-level Commission on Local Government II has proposed incentives,
including fiscal home rule, to those local governments who undergo study processes aimed at reform;
and
WHEREAS, the creation of a Local Government Study Commission in Volusia County
should include one representative, who shall be an elected official of the governing body of each
municipality and the county.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater,
Florida:
Section 1. The City Council supports the creation of the Local Government Study
Commission in V olusia County.
Section 2. The City Council supports the appointment of one representative, who shall be
an elected official, of each municipality and the county to the Local Government Study Commission
in Volusia County.

Section 3. The City Clerk is hereby directed to famish copies of this resolution to each
municipality and the county.
Section 4. All resolutions or parts of resolution in conflict herewith be and the same are
hereby repealed.
Section 5. This resolution shall take effect upon adoption.
After motion by Councilwoman Lichter and second by Councilman Hammond, the vote on
this resolution is as follows:
