III. Discussion of Sewer Issues.
Members of the Edgewater Council, City Manager and City Engineer were present at this
workshop. The purpose of this workshop was for Oak Hill Commissioners and the
Councilmen of Edgewater to work out any problems that deal with the sewer issue and
any Ordinance that Oak Hill would propose. Commissioner Susan A. Cook suggested
several changes and ideas for the Revised Ordinance 00 -02 that had previously failed.
These suggestions were handed out at the meeting along with the revised Ordinance. The
Commission made several changes to these suggestions and ideas. Edgewater was
concerned how this ordinance would effect them. The City attorney responded that back
in 1988 Edgewater passed an ordinance whereby Edgewater indicated its intent to extend
both water and sewer to the Oak Hill area. The only impact this Ordinance would have
on Edgewater is if Edgewater chooses to go forward with the sewer. Then as a public
multi -user system coming into Oak Hill City limits, or the five -mile perimeter, Edgewater
would have to comply with the requirement of this ordinance. All this Ordinance does is
insure certain minimum standards of protection for the environment. Edgewater was
concerned that Oak Hill is encroaching on their service area. The City of Edgewater and
Volusia County has an agreement on the service area and Edgewater has not given up all
this area. The Edgewater Engineer informed the Commission that revised Ordinance 00-
02 seemed standard but in certain areas a little stringent which is because of the Indian
River Lagoon. There was discussion dealing with Edgewater Ordinance 188 concerning
the reserve service area. Mr. Hooper, City Manager of Edgewater stated, "that if the City
of Oak Hill encroaches inside the Edgewater reserve area, Edgewater will have to take a
strong stand with Oak Hill. If the City of Oak Hill wants to pass this ordinance for the
inside of the City Limits then it is fine." Edgewater at this time is not interested in
servicing Oak Hill because the Edgewater facility can not handle the volume or the
capacity.
