2001-R-01RESOLUTION NO. 2001-R-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AUTHORIZING THE CITY MANAGER TO PARTICIPATE IN DEVELOPING AND PLANNING THE IMPLEMENTATION OF A REGIONAL PARTNERSHIP BETWEEN THE CITIES OF EDGEWATER, NEW SMYRNA BEACH, OAK HILL AND PORT ORANGE FOR A REGIONAL PUBLIC SAFETY DISPATCH SYSTEM; REPEALING RESOLUTIONS IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Edgewater has participated in discussions regarding centralized public safety dispatch services for Southeast Volusia County; and WHEREAS, at the City Council meeting of January 8, 2001, City Council agreed to conceptual approval of a Regional Public Safety Dispatch System and Services; and WHEREAS, the City of Edgewater wishes to establish a regional partnership between the Cities of Edgewater, New Smyrna Beach, Oak Hill and Port Orange relating to a Regional Public Safety Dispatch System. NOW, THEREFORE, be it resolved by the City Council of the City of Edgewater, Florida: Section 1. The City wishes to provide an effective public safety dispatch service on a regional basis rather than on an individual basis that will better utilize existing personnel and capital resources. Section 2. The City desires to promote development of a coordinated approach of providing public safety services within our region which includes Edgewater, New Smyrna Beach, Oak Hill and Port Orange. Section 3. The Regional Public Safety Dispatch System and Service will provide the best available communications service to field and operational public safety units providing for a more effective and efficient in their response to public safety emergencies in each of the participating communities. 2001-R-01 Section 4. The City of Edgewater agrees that sharing the cost of public safety dispatch will result in cost effective conmunication technology. Section 5. The City of Edgewater agrees that a regional public safety dispatch system will result in standardization of equipment, records handling systems and enhance the public safety service of each entity. Section 6. The City of Edgewater wishes to avoid the cost of duplication relating to radio/communication centers, equipment, consoles, computer equipment and communication/dispatch personnel. Section 7. The City of Edgewater wishes to participate with Southeast Volusia partners (New Smyrna Beach, Port Orange and Oak Hill) to provide public safety service enhancements to all residents of Edgewater and Southeast Volusia County. Section 8. The City Council hereby authorizes the City Manager to join participating cities in developing a program for regional dispatch services and recommendations for implementation of the regional dispatch program. Section 9. Edgewater City Council requests the following schedule be adopted related to developing a plan for implementing the regional public safety dispatch system. March 15, 2001 All participating entities adopt a common resolution supporting the regional public safety dispatch system and authorizing the City Manager and/or appropriate staff to participate in developing a regional dispatch program. June 15, 2001 Submit a report to respective commissions/councils defining the regional dispatch program anticipated costs and adopt a schedule for implementation. October 1, 2001 Respective commissions/councils adopt an interlocal agreement 2001-R-01 2 (formally authorizing the regional publicZety dispatch program. Section 10. All resolutions or parts of resolutions in conflict herewith be and same are hereby repealed. Section 11. This resolution shall take effect upon adoption.
